Ask her to confirm with her university's student immigration office/unit first. She can only apply when they tell her they have notified the HO that she has completed her course, but this is something that most universities will usually expedite in situations like hers, when requested.

Hi, my wife is an international student. She failed a module and was asked to resit. Now she has done the resit, the results came out last week and she passed but she hasn’t been awarded a certificate yet. Her student visa expires in second week of September . Can she go ahead and apply for PSW if she hasn’t been awarded a certificate before her visa expires. Thank you
