We have several schools in China that are participating in these Government Scholarship and trust me,not all schools require money for application. Send me a PM,I will give you a School that don't require a dime.Also,as regard the probability of getting the scholarship, I still stand on my word that this is the best approach. Just call/send a Professor in the department you want to go to that you will like to be his research student,do your rapping's and all.Once he/she accepts your proposal,it will be very easy to get the scholarship.
