The Nigerian Army has warned that it will prosecute anyone who “deliberately spreads fake news that aims to undermine national security.”

Worried by “myriads of photos and video clips being recklessly distributed on various social media platforms,” and the “dampening” effect on the country’s military personnel, the army in an official statement warned it will legally go after such individuals or groups. Part of the statement reads:

“The NA wants to categorically state that the videos and images making rounds as the purported attack on Metele base are false and do not in any way portray the reality of the situation on the ground. Unfortunately, many do not know that indiscretional posts and comments from a citizen that is supposed to be solidly behind its military in these trying times could have a way of dampening the morale of the troops.”

Several videos purportedly depicting attacks by Boko Haram on military locations in the north east of Nigeria have been making the rounds and raising tensions across Nigeria’s incendiary political divides even as the national elections are only weeks away.

The army has ruled the videos and picture as fake. Image of a soldier crying over a fallen companion has also turned out to be false. The picture would later be discovered to be part of a movie location shots from Kannywood (Nigeria’s movie industry in Kano city, northern Nigeria).

Infuriated army authorities have warned those spreading the fake news that “spreading of fake news is an offense and violates the provisions of Section 24(1)(a),(b) and (2)(a),(b),(c)(i),(ii) of the Cybercrimes (Prohibition & Prevention etc) Act, 2015.”

“The NA has continued to observe with great dismay the myriads of photos and video clips being recklessly distributed on various social media platforms by different caliber of persons. It is indeed shocking to see how these well doctored propaganda materials from enemies of the State has succeeded in creating fear and unrest in the polity. These doctored materials are obviously serving the purposes intended by the terrorists to misinform the populace, spread panic, hatred, religious intolerance and above all to undermine national security.

“The NA wants to categorically state that the videos and images making rounds as the purported attack on Metele base are false and do not in any way portray the reality of the situation on the ground. However, the NA’s resolve in protecting the territorial integrity and sanctity of the Nigerian State would not be undermined by detractors or tacit supporters of the enemies of our beloved country.

“In view of this, please note that the NA would henceforth report these infractions and file cases against individuals or groups who deliberately spread fake news that aims to undermine national security, in courts of competent jurisdictions. This year’s edition of the HackJos, the premier Hackathon, software competition and tech-entrepreneurs conference in north of Nigeria, holds in Jos, Plateau State, from Thursday November 1 – Saturday November 3.

Expected during the three days event are international stakeholders and the local ICT community. The hackathon event – software and apps competition is designed to foster interest among young people in software development, entrepreneurship and the entire spectrum of ICT.
HackJos 2018 conference is focusing on “The New Economy, Human Capital Development & Youth Entrepreneurship”. This year there will also be a pitch session, where startups will present their business cases to investors and industry experts. The event is designed to be a meeting point for budding entrepreneurs and already established tech-companies as well as for policy makers and investors angling to bet on technology innovation.
About 10 teams consisting of a minimum of three developers/ ‘hackathoners,’ 10 judges, 10 tech support teams and over 500 conference delegates are expected during the event.
The competing teams will be housed for three days in a marathon of wit, entrepreneurship and mental fitness to develop apps-solutions under the theme “Online repository for data on government spending in Nigeria” a platform that will aggregate government spending data from different sources – supported by CODE.

CALLUP, a provider of Value Added Services (VAS) and Mobile Device Management (MDM) solutions for the telecom industry, will introduce at AfricaCom 2018 a secured version of its eSIM remote management system for IoT (IoT eSIM Engine), with two innovative key network elements: Subscription Manager Data Preparation (SM-DP) and Subscription Manager Secure Routing (SM-SR). AfricaCom will be held November 13-15, 2018 in Cape Town, South Africa. The system, CALLUP IoT eSIM Engine, will be displayed at CALLUP’s booth in Israel Export Institute’s stand (B90).
IoT eSIM Engine allows cellular operators to upload their eSIM profile and to issue control commands to eSIMs embedded in M2M (machine to machine) and IoT (Internet of Things) devices. The Lagos State government is adopting the CarePay mobile application to deliver affordable healthcare to residents in the city of over 15 million people particularly those under the poverty line.

Technology adoption by the state is part of the design to drive uptake of the mandatory Lagos Health Scheme (LSHS) expected to be launched in the weeks ahead.

Governor Akinwunmi Ambode while addressing residents, traditional rulers, party chieftains and other dignitaries said the LSHS is a state-wide health insurance initiative targeted to ensure that all residents of the state have access to quality, affordable health care services.

The LSHS covers treatment of common adult and childhood ailments, maternal and child services, preventive healthcare services, selected non-communicable diseases and surgeries.

The ‘CarePay’ ICT platform is a mobile solution for scheme administration which serves as a digital health exchange that would connect the three important stakeholders in healthcare: payers, healthcare providers and the users or beneficiaries, said Commissioner for Health, Dr. Jide Idris.

The technology “will guarantee ownership of all data generated and ensure that these data can be used to make informed decisions,” he added as he reiterated the commitment of Governor Ambode to bringing affordable healthcare to all residents in the state.

He said CarePay demonstrates how digital mobile solutions can be utilized to improve decision-making and transparency, reduce transaction costs, and increase access especially for poor households.

Carepay is coming to Lagos through collaboration by the State Ministry of Health with PharmAccess Foundation Nigeria, a non-governmental organization targeting to improve access to healthcare in Africa through technology and mobile innovations.

A new study published by the International Telec​ommunication Union (ITU), the United Nations specialized agency for information and communication technology​ (ICT), analyses in detail the positive economic impact of broadband, digitization and effective ICT regulation on national economies.

The study The economic contribution of broadband, digitization and ICT regulation states that an increase in both fixed and mobile broadband penetration has a positive impact on the economy.

Turning to digital transformation, the study shows that the economic impact of the digital ecosystem is greater than that resulting from fixed broadband and similar to that produced by mobile broadband penetration. The study also finds that effective policy and regulatory frameworks can drive growth in the digital ecosystem.

“With this landmark study, we can now quantify the impact of broadband and digital transformation on economic growth,” said Houlin Zhao, ITU Secretary-General. “Investment in ICT infrastructure is an absolute priority to expand access to broadband services, and to help accelerate achievement of the Sustainable Development Goals.”

The study also presents, through the framework, models and formulas it includes, a blueprint for assessing the economic impact of broadband, and enabling a full-blown data analysis of digital transformation and evidence-based policy-making.

“This study builds on years of robust and reliable data resources,” said Brahima Sanou, Director of the ITU Telecommunication Development Bureau. “The findings will make the case for broader adoption of digital technologies and digital policies across the globe and be instrumental in evidence-based decision/making across ITU members.”

The economic impact of fixed and mobile broadband:

The study finds that fixed broadband has had a significant impact on the world economy in the past seven years. The economic impact of fixed broadband is found to be higher in more developed countries than in less developed, while the economic impact of mobile broadband is found to be higher in less developed countries than in more developed countries. Overall, an increase of 1 per cent in fixed broadband penetration yields a 0.08 per cent increase in Gross Domestic Product (GDP), while an increase of 1 per cent in mobile broadband penetration yields a 0.15 per cent increase in GDP (this translates into an increase of 10 per cent in fixed or mobile broadband penetration yielding an average increase of 0.8 per cent and 1.5 per cent respectively in GDP).

The economic impact of digital transformation:

The study reveals that the economic impact of digitization is higher than that of fixed broadband and similar to that of mobile broadband. According to the study, achieving broadband penetration is only one aspect of required policies; maximization of the economic impact of digitization can only be achieved through the adoption of a holistic set of policies ranging from Internet access and computing to electronic commerce. It also recognizes that the digital ecosystem has an economic impact on productivity.

The impact of policy and regulatory frameworks:

The study provides further evidence of the importance of regulatory and institutional variables in driving growth in the digital ecosystem. It states that connectivity for digital services is significantly correlated with the level of advancement of ICT policies and regulations, as well as the competition and market power regulatory set-up. Further, investment in the digital ecosystem is directly and positively influenced by the maturity of ICT regulatory frameworks and by ICT competition frameworks.

This new study builds on the first ITU research on this topic The impact of broadband on the economy, published in 2012, which provided initial evidence on the positive economic and social impact of broadband and underlined the importance of data gathering to refine impact measurement. The study has become an authoritative reference and has informed policy-makers across the ITU Membership.

The African Institute for Mathematical Sciences (AIMS) has launched its African Masters in Machine Intelligence (AMMI) at its AIMS Rwanda Campus in partnership with Facebook and Google. AMMI is novel one-year intensive foundational masters that will offer Africa’s talented scientists and innovators world class training in machine intelligence, preparing them to think about new ways to solve local and global challenges.

“When Neil Turok created the AIMS in 2003, he was motivated by the notion that curiosity and intellectual ability was not limited by geographical location or race. He believed Africans could and should be doing cutting edge research in Africa. He was also motivated by the desire to see young Africans using advanced research in all fields to solve the challenges the continent faces. Fifteen years later and over 1800 graduates later, we still hold firm to those three principles and the AMMI program provides young Africans an incredible opportunity to use AI and machine learning to advance knowledge and solve the continent’s challenges,” said Mr. Thierry Zomahoun, the President and CEO of AIMS.

The first cohort of AMMI includes 31 students from 11 countries including 40% women. Using the existing AIMS model of learning, lecturers from all over the world will teach in two three to six week blocks.

New technology and blended finance will help to bridge the “last mile” of the infrastructure gap by getting goods and services to end users, and connecting under served populations to business value chains, said the African Development Bank during a session at the Global Infrastructure Forum 2018 on Saturday.

This year’s forum themed “Unlocking Inclusive, Resilient, and Sustainable Technology-driven Infrastructure,” took place October 13, 2018, on the sidelines of the World Bank/International Monetary Fund annual meetings. The “last mile” was a crucial topic of discussion during a main panel session of the Global Infrastructure Forum 2018, entitled “Achieving the last mile through technology.”

Wale Shonibare, African Development Bank’s Director for Energy Financial Solutions, Policy and Regulation, said the Bank’s commitment to connect millions of households under its New Deal On Energy For Africa – a core component of its Light Up Africa High 5 development priorities – required flexibility and innovation from both a technology and financial perspective.

“We are looking to connect 200 million households to electricity – 75 million of those will be off-grid,” Shonibare, said. “Conventional grids cost, on average, US$2,500 per connection in rural communities, whereas minigrids cost between US$500-1,00 per connection,” he added.

In Cote d’Ivoire the Bank’s approval of a credit guarantee covering part of a guaranteed loan facility to Zola EDF Côte d’Ivoire (ZECI), a 50/50 joint venture between Off-Grid Electric (OGE) and EDF, paved the way for them to provide access to approximately 100,000 rural households with pay-as-you-go solar home systems by 2020, Shonibare said.

This operation is the first large-scale local currency financing structure using the securitization technique for the off-grid renewable energy sector in Africa.

Energy projects in Rwanda and Nigeria which had obtained Bank approval, were additional examples of the Bank partnering with the private sector to bring service to end users in innovative ways, Shonibare said.

Other panelists in the session weighing in from backgrounds in law, private sector and development finance, discussed new and green technology, the digital economy, social media and innovation.

Sarquis Jose Buainain Srqis, Vice President for Economic Research, Risk and Strategy and Partnerships NDB, warned that the contribution of MDB’s would still depend on conventional infrastructure -roads, healthcare access, which is why innovation was particularly essential.

Jiang Yang, an entrepreneur from China who has developed a map-based public participation platform focusing on space quality and livelihood issues said data would be essential to the process of creating opportunities for doing business inclusiveness, and improving the livelihood of people.

Given the remarkable improvements in the field, Shonibare said there was no doubt as to the role technology could play in the Light Up drive and other key aspects of the Bank’s development agenda. Smart technologies, creative financing models could facilitate business and inclusiveness, improving livelihoods across the continent.

“We have to look for more ways of scaling up access,” Shonibare said.

The Global Infrastructure Forum takes place annually and brings together private sector investors with representatives from the United Nations, and leaders from the major multilateral development banks, namely the African Development Bank, Asian Development Bank, Asian Infrastructure Investment Bank, European Bank for Reconstruction and Development, European Investment Bank, Inter-American Development Bank, International Finance Corporation, Islamic Development Bank, New Development Bank, and the World Bank.

In a joint statement released Saturday, the heads of the banks reaffirmed their commitment to work together to deliver infrastructure that is resilient, inclusive, and sustainable. They expressed their condolences following the tragic loss of lives and livelihoods in Sulawesi, Indonesia following a major earthquake.

Industry and government are looking forward with anticipation to the 8th Innovation Africa 2018 which will see a record gathering of ministers and government officials responsible for education and ICT across Africa. The Nigeria government has slashed the cost of business registration to five thousand naira (N5,000), about USD14 in order to boost the processes involved in business operations, enhance the ease of doing business and to encourage entrepreneurship across the country.

The new rate offers over a 100% cut in the cost of registering new businesses. The reduced cost, however, lasts for only 90 days beginning October 1 to end December 31.

Vice President, Yemi Osinbajo made the declaration while speaking at the recent launch of 19th edition of the National Medium, Small and Micro Enterprises (MSMEs) Clinic in Enugu.

According to Osinbajo, having observed that entrepreneurs experience difficulty with the cost of registration which disrupts the operations of businesses, the federal government, as a way, to further support the business community in Nigeria which will in turn provide employment decided to take the step through the Corporate Affairs Commission (CAC).

“It was observed during some of the earlier editions of the MSME Clinics that a lot of MSMEs were finding it difficult to register their businesses as a result of cost.

“The practice since we began the MSME clinics is that most agencies offer price reductions especially for registration, and all other pre-investment approvals, during the Clinics.

“So, I am pleased to announce that the federal government, through the Corporate Affairs Commission, has approved a special window of 90 days from yesterday October 1st to Dec 31st 2018, to register businesses at a considerably reduced rate of N5000 only, down from as much as N10,000 previously. This will afford more MSMEs an opportunity to formalize their businesses,” Osinbajo said.

The Nigerian Communications Commission (NCC) has tasked the National Judicial Institute (NJI) on the need to understand the dynamic of technologies, particularly emerging technologies and how they impact on the judiciary system of the country.

The Executive Vice Chairman, Prof. Umar Danbatta spoke at the judges’ workshop held recently in Lagos to discuss and proffer legal solutions to myriads of telecoms issues requiring legal attention and redress.

Danbatta represented by the Executive Commissioner, Stakeholder Management, NCC, Mr. Sunday Dare spoke on the essence and importance of the Nigerian Judicial sector to familiarise with the implementation of Artificial Intelligence and other emerging technologies.

He noted that the disruptive technology is being adopted by judicial sectors in developed countries and Nigeria must also be involved owing to its ease and enhanced processing level.

Danbatta’s position is captured in a recent analysis by Deloitte which says that over 100,000 jobs in the legal sector have a chance of being automated in the next twenty years.

“The use of data and technology is growing in the legal sector and there is scope for greater application in the future. For instance, some law firms are making use of the large volumes of contract information and data they have to create value for their business using advanced analytics.

“There is significant potential for high-skilled roles that involve repetitive processes to be automated by smart and self-learning algorithms. In the short term, there will be a need to support and manage this transition,” the report says.

Danbatta further stated that the deliberate effort of the commission to hold the workshop with the judges which exposes them to telecommunications issues borders on the need to seek its contributions and solutions on cybercrime and other issues.

“Cybercriminals have continued to develop new strategies to circumvent cybersecurity, regardless of measures put in place to checkmate their acts. It is necessary to discuss the admissibility of electronic evidence toward the successful prosecution of such cybercriminals.

“As such, the commission recognises the need for the judicial system to be part of those making contributions to checkmate the issue of cybercrime. Hence, the bold step behind exposing our judges to issues in telecommunication,” he said.

The Judges Workshop is an annual week-long event organised by the Nigerian Communication Commission in conjunction with the National Judicial Institute (NJI) to sensitize Nigerian judges on telecoms issues and acquaint them with emergent technologies such as use of Artificial Intelligence (AI), Internet of Things (IoT), SIM Masking and Refilling in order to brainstorm the legal frameworks surrounding these services.

President Muhammadu Buhari has raised concerns over the increasing challenges posed by social media and the dangers with the misuse of online platforms as Nigeria’s elections loom and violent conflicts continue in several parts of the country including Maiduguri, Jos and Kaduna.

The president said enemies of the state were using social media to stir provocations across ethic and religious lines. He assured that government was studying options at checkmating those using technologies to spread fear and hatred.

“Never before have we faced such a challenge. We must all rise to the responsibility of shutting out those disruptive and corrosive forces that hide in today’s world of social media. We need critical minds and independent thinking, to question and question until we are satisfied we have the facts.

“Otherwise, all the progress we have made as a democracy since 1999 is at stake,’’ said the president while addressing the citizens in a nationwide broadcast as part of activities to mark Nigeria’s 58th independence anniversary in Abuja this week.

“Now we have in our hands technology that is a powerful tool that we can and should use for knowledge and understanding.

“As with other countries, we must also learn how to manage those tendencies that, instead, look to abuse new technologies to provoke passions and stir tensions,” said President Buhari while canvassing for positive use of ICT at nation-building.

About $3 billion in revenue has been lost to SIM boxing in the telecommunications industry in Nigeria, the Nigerian Communications Commission (NCC) has said.

The Executive Vice Chairman, NCC, Prof. Umar Danbatta made this revelation in his keynote address recently at the 85th edition of the Telecoms Consumer Parliament in Lagos.

The NCC boss said call masking and SIM boxing are a thorn in the telecom industry owing to the attendant security, economic and social implications with the consequent loss of about $3 billion. Danbatta was represented by the Director, Consumer Affairs Bureau at the commission, Felicia Onwuegbuchulam

“SIM boxing or Interconnect Bypass Fraud (IBF) is one of the most prevalent frauds in the telecom industry today and it is estimated to be costing the industry $3 billion in lost revenue,” said Danbatta.

Call masking and refilling are carried out by operators to hide the actual telephone numbers of callers when routing calls, especially international calls. When a call is masked, the caller identity is hidden and a call is refilled, passing off as a domestic call even though it is an international call whereas SIM boxing refers to the electronic boxes or devices with multiple SIMs that have the capacity to terminate calls at local interconnect rates. A SIM box has the capacity to receive and transmit calls undetected.

In both cases, the country loses revenue on international call traffic and services are inappropriately taxed on refilled calls.

SIM Boxing was observed to have started at the time the commission decided to review international termination rates from N3.90/min. to N24.40/min for international inbound traffic.

The NCC’s zero tolerance for this illegality had resulted in the suspension of six interconnect license holders and the deactivation of almost one million SIM cards suspected to be used for call masking.

To further halt the trends, the NCC has partnered security agencies, House committee on financial crimes, and other relevant stakeholders as part of its larger framework to curtail the menace.

At the Telecoms Consumer Parliament, a panel discussion ensued between the operators, the NCC and stakeholders all giving input to measures which can end call masking. At the end of the discussion, eleven resolutions were adopted to serve as counter-measures to call masking and SIM Boxing.

The first time I met Dr Isa Ali Ibrahim Pantami shortly after his assumption of duty as the brand new Director General of NITDA, I did something many would consider absurd! I followed my gut instinct and decided to be real and brave! In the flurry of all the usual and expected congratulatory messages, I walked into his office and said to him “sir, you are welcome to NITDA. I have not come to congratulate you but to welcome you and wish you all the luck you will need in this new assignment. What you have been assigned, is the most herculean task in the economy, time will determine if congratulations are in order or not. I will save my congratulations until such a time”. My CEO who sat across the table from me did not flinch. There was no change whatsoever in his countenance to suggest that he felt offended, infact, he smiled and thanked me for my courage and honesty and we had one of the most inspiring conversations yet. When I rose from his presence about half an hour later. I was convinced beyond any reasonable or unreasonable doubt that I had just met one of the greatest intellectuals of our time. This was a living proof that absurdity is the ecstacy of intellectualism.

It’s been two years since we had that first encounter, two years since he packed his bags, answered the call to serve his fatherland, left behind a lucrative position as an Associate Professor of Computer Science at the prestigious Al Madinah University in Saudi Arabia where he still holds the record of the only Nigerian to ever occupy that exalted position, two years since he took on the task of rebuilding and restoring sanity and professionalism in the Information Technology sector in Nigeria and two years of winning at it. A diehard IT enthusiast, thoroughbred professional, first class certificates from some of the most prestigious institutions in the United Kingdom, professional par excellence, world class administrator, globally recognized scholar and an esteemed authority in the global technology industry, Pantami has clearly steered the hitherto sinking Agency and indeed, the entire industry which had long lost its path, overwhelmed by administrative concerns to the detriment of its mandate back on track and focused on its first duty as REGULATOR . Two years into his baptism as a technocrat in that capacity, Dr Pantami holds the record for the only individual to have successfully stopped the flagrant disregard for the law, enforced adherence to due process and operating strictly within the tenets of the law, sustained a successful crusade against corrupt sleazy practices within the sector, curbed unethical excesses and laid a solid foundation for a vibrant , professional, productive and organized industry. The ripple effect has triggered a chain reaction in all areas of the economy. Education, healthcare, transportation, immigration, Public Service, security, Social Media awareness, governance, the physically challenged, females, the underserved, the educationally disadvantaged, partnerships and collaborations. There is a never before seen surge in technology because the needed support has been provided to fire imaginations and drive innovation.

The hardworking, amiable, accommodating and exceptionally intelligent Fellow of the British Computer Society has successfully repositioned NITDA as a regulator and a policy maker, injected a new lease of life in the sector, raised the country’s IT standards globally and is focused on consolidating on the successes and expanding the frontiers of success. A firm believer in the whole nine yards, his dream is to build a truly indigenous IT industry where content is 100% local. To achieve this, he has continuously exposed innovative talents and startups to real environments where knowledge transfer and exchange of ideas flourish. He has never hesitated to provide sponsorship and support for young innovators across the nation to international technology events. These exposures have placed many Nigerians in strategic global environments. He is investing in people an infinite resource. As with all great deeds,his giant strides did not go unnoticed as he attracted the attention of the presidency at a level which was a first among MDA’s in the country. The presidency issued two executive orders (003 and 005) in quick succession to give further impetus directly to the NITDA Act of 2007. That the Presidency is committed to, and has thrown its weight behind Dr Pantami in his pro IT crusade, was made clearly evident when President muhammadu Buhari made a personal appearance at the 2017 annual flagship conference tagged e-nigeria organized by the Agency. Again, this was a first and the import of that action was not lost on industry watchers.

The intellectual as a technocrat has carved an exceptional niche for himself in the league of extraordinary gentlemen. With numerous awards (well deserved and earned), both local and international to his name, Pantami and his beloved NITDA have easily become the most decorated public servant/institution in Nigeria today. The citizenry is not oblivious of this breath of fresh air in the midst of all the chaos. He continues to display sterling leadership qualities regardless of the odds. A man who sees challenges not problems, stepping stones instead of stumbling blocks, a dogged fighter , strict adherent to the rule of law, an unyielding resilient spirit, a visionary who sees the glory beyond the struggle and a true leader with unrivalled people skills. The quality of leadership he provides inspires initiative and creativity and for the first time in a really long while, the Nigerian youth is exemplified in a personality we are totally proud of. Without mincing words, I make bold to say that every Nigerian youth who believes the onus of making that much needed change rests with our generation must take a cue from Dr Isa Ali Ibrahim Pantami and learn the vital lesson that where there is a will, there is a way. In the two years I have been opportune to work with the amiable DG/CEO of NITDA, I have never, not once know him to accept the words “impossible” or “defeat”. They simply don’t exist to him.

Two years into the journey, even the most skeptic critics are convinced that this is a man on a mission with no time to waste on distractions. Under his strategic guidance, NITDA has earned its pride of place among its counterparts. Today, there is no public service institution domiciled within the Federal Republic of Nigeria that awards IT contracts or embarks on any IT project without due clearance from NITDA. The “business as usual” era of duplicating IT projects is over, IT contract inflation has become a thing of the past. Professionalism and competence have replaced favoritism and familiarity. Though I later got my way round it, they replied on ALL the fronts I engaged! Like who will think ANY agency of Government will bother to engage a citizen, particularly on a weekend!

Change is not rocket science. Change is not some abstract concept or alien ideology. It is the desire to effect what is possible inorder to get better. Dr Pantami is proof that it can be done. He is a living example that all it takes is one person equipped with determination and willingness to establish the might of law, to do the right thing regardless, to be brave and forthright in the discharge of his mandate. Dr Isa Ali has laid a foundation in IT that will stand strong in another century.

Two years down the line, I stand proud and happy to finally say congratulations to my boss, leader, a worthy mentor and the greatest ambassador of my generation in these climes. I celebrate an icon of true leadership, a living legend, a man of justice and fairness, a totally detribalized human being devoid of the petty sentiments that taint character, a true intellectual and technocrat, a gentleman extraordinaire. Nigeria capacity to grow and be among the top 20 economies in the world depends on her ability to leverage ICT and become part of the global digital economy, Director General of the National Information Technology Development Agency (NITDA), Dr Isa Ali Ibrahim Pantami, has argued.

Pantami during a presentation with the title: ‘The role of NITDA in Nigeria’s Emerging Digital Economy and Impact on Financial Technology (FINTECH) Innovation’ at the recent Vanguard Financial Technology Conference 2018 Economic Forum Series with the theme: ‘E-conomy: Nigeria’s Emerging Digital Economy and the Role of Financial Technology’ in Lagos affirmed the commitment of NITDA to collaborate with stakeholders in ensuring that Nigeria joins other countries whose economies are driven by digital tools.

“As part of strategies for growth of the digital economy, NITDA in its new roadmap is focusing on seven (7) priority areas namely: IT Regulation, Capacity Building, Promotion of Government Digital Services, Digital Job Creation, Local Content Development and Promotion, Cyber Security and Digital Inclusion.

“It has become harder to delineate between the traditional and digital economy, it is certainly essential for stakeholders and businesses to support government initiatives that seek to address policy issues related to electronic communications infrastructure and services,” said Nigeria’s Chief Information Technology Officer. He was represented at the event by Dr. Femi Adeluyi of the Corporate Planning and Strategy Department in NITDA.

Pantami said the agency will continue to regulate, render advisory services and incentivize information technology products, processes and services for the general well-being of the country.

The Chief Executive Officer and Managing Director of Airtel Nigeria, Segun Ogunsanya, has said the telco is currently building the largest 4G network in Nigeria as the telco launches 4G in Port Harcourt, Rivers State to add to the number of locations covered by its LTE network nationwide.

Ogunsanya who was speaking during a courtesy call to the Governor of Rivers State, Nyesom Wike this week in Port Harcourt said Airtel is currently rolling out its 4G technology in major cities and towns across Nigeria, making it the largest 4G network in the country.

“We bring our 4G Network to you and the people of Rivers State! I make bold to say we have the best and largest 4G Network in Nigeria and it is a sign of our regard for and commitment to the government and people of Rivers State that we have chosen this state and indeed this city as one of the early and biggest beneficiaries of this innovative system of mobile telecommunications.

“And we are not resting on our laurels as we are still connecting more cities and towns in Nigeria to our 4G network,” said Ogunsanya.

The Internet Society, a global non-profit organization dedicated to the open development, evolution and use of the Internet, has announced that it is partnering with Facebook to develop Internet Exchange Points (IXP) throughout Africa.

An Internet Exchange Point is where multiple local and international networks, ISPs and content providers interconnect their networks together to efficiently exchange Internet traffic through an arrangement commonly referred to as Peering.

Currently, 42% of countries in Africa lack IXPs, which means that most of their domestic Internet traffic is exchanged through points outside their respective country, usually through satellite or submarine fiber across multiple international hubs to reach their destination. This can result in poor end-user experiences and discourages hosting content locally, which are some of the key factors towards the development of the local Internet ecosystem.

Peering at IXPs helps keep domestic Internet traffic local by offloading traffic from relatively expensive international links onto more affordable local links. As a result, ISPs are able to offer improved Internet experiences for end-users and spur interest in hosting content locally.

The Internet Society and Facebook will collaborate in promoting IXP infrastructure development, training and community engagement with the objective of increasing the number of IXPs and supporting the expansion of existing IXPs to meet the growing demand in Africa. Studies have shown that Internet users throughout Africa benefit from Peering as it enables faster, more affordable and reliable access to content.

“The Internet community adopted the goal of having at least 80% of the Internet traffic consumed in Africa being locally accessible, and only 20% sourced outside the continent by the year 2020,”explains Dawit Bekele, Africa Regional Bureau Director for the Internet Society. “We are getting closer to that target thanks to the many activities that promote interconnection and hosting in Africa and to partnerships such as the one we are announcing today with Facebook.”

According to the Africa IXP Association (Af-IX), there are approximately 44 active IXPs located across 32 countries in Africa. This has resulted in a 275% growth of locally exchanged Internet traffic over the last 10 years (there were 16 IXPs in 2008). During the same period, traffic exchanged at the African IXPs increased from 0.16Gbps to 412Gbps with over 800 networks now connected at these IXPs.

“We admire the Internet Society’s important work to improve connectivity in Africa by supporting IXPs,” said Kojo Boakye, Head, Connectivity and Access, Africa at Facebook. “Our partnership with the Internet Society will help develop Africa’s IXP ecosystem by deploying resources like training and equipment to the areas where they are most urgently needed.”

The Executive Vice Chairman, Nigerian Communications Commission (NCC), Prof Umar Danbatta has stated that the deployment of Information and Communication Technology (ICT) Infrastructure will improve and strengthen the Nigeria’s defence system.

Danbatta made the statement while delivering a lecture titled “Leveraging ICT For Enhanced National Defence and Security In Nigeria” at the 17th Convocation Lecture in honour of the Graduating Cadets of 66 Regular Course and Postgraduate Students of the Nigerian Defence Academy (NDA) this week in Kaduna.

Danbatta said the increasing volume of communications through voice technology which as of May 2018, has reached 162 million active lines, stresses the importance of deploying ICT infrastructure towards national defence and cybersecurity.

He noted that the universality of ICT and its evolution has brought about technological advancement in information management, which also presents security challenges that can only be adequately assessed, managed and responded to using highly integrated, intelligent, interactive and inherently flexible monitoring devices and applications, adding that proactive measures must always be taken by security agencies to effectively monitor, manage and prevent cybercrimes, which remains a global threat to cyberspace.

“ICT infrastructure and systems are becoming very useful in producing intelligence information and reports that could be very essential and invaluable in the task of thwarting and combating crime.

“The deployment of ICT infrastructure has transformed our society in spectacular ways by enabling profound social and economic transformation. As at May 2018, the volume of communication through voice technology in Nigeria has reached 163 million active lines.

“ICT is progressively influencing all aspects of our systems, institutions, processes and services, particularly in key sectors such as education, finance, commerce, governance, security and health,” said Danbatta.

The NCC boss stated the commission’s commitment towards national security has birthed some initiatives such as the establishment of Cyber Security Incidence Response Team (CSIRT) and Nigeria Computer Emergency Response Team Coordination Center (ngCERT) for international coordination of cybersecurity incidents, and the establishment of Emergency Communications Centres (ECC) nationwide.

He assured that the commission will continue to establish strategic partnerships and collaborations with relevant security agencies and other stakeholders of the industry to ensure ICT connectivity across the country.

The National Information Technology Development Agency (NITDA), in its continuous efforts to foster the growth of the technology ecosystem, plans to showcase the country’s ICT innovation at this year’s Gulf Information Technology Exhibition (GITEX 2018).

The agency made this known in an official statement released in Abuja today by Head, Corporate Affairs and External Relations, Mrs. Hadiza Umar.

GITEX is an annual Information and Communication Technology trade show, exhibition, and conference that takes place at the Dubai World Trade Centre, Dubai, United Arab Emirates. This year’s event, scheduled to hold from 14th to 18th October 2018, aims at showcasing the global technological advancements and innovations in the domain of consumer electronics. Government and private sector technology institutions also leverage on the opportunity too.

The event provides a platform for accelerating investment-ready startups, expose them to international investors, networking opportunities, partnerships and access to witness emerging technologies that are changing the world. Previous attendance has recorded several successes with Nigerian startups coming top in pitching sessions and winning cash prizes as well as acceleration opportunities. Generally, startups have reported encouraging feedback on the effect of GITEX to their businesses.

NITDA’s subsidiary, the Office for ICT Innovation and Entrepreneurship (OIIE), coordinates startups’ participation at the event. This year, the process started with a call for pitch deck submission from technology and technology enabled startups on 24th July 2018 through our websites, social media platforms, tech and traditional media, broadcast messages and emails to all attendees of previous NITDAs events. Due to the wide reach of the call for application, over 500 submissions were received.

The rigorous selection was carried out in three stages with judges drawn from Government MDAs, Technology Hubs, academia, investors, professional associations and the ICT industry. In the first stage, idea stage startups were disqualified, resulting into the shortlisting of 143 startups with technology products or technology enabled enterprisers for the second stage. The second stage of the selection was a critical review of the successful stage one pitch decks based on criteria such as innovativeness, the startup is solving a real life problem, business model, traction, competitive advantage and team structure. In the third and final stage, online pitching was conducted for two (2) startups from each region and the best six (6) startups emerged and represent the 6 geopolitical regions. The successful startups are:

Arone (SE) – A technology, transport and logistics company to solve the problem of lack of accessibility to medical supplies.
Beepower (NE) – The product allows the use of one single source to power up multiple devices with different power requirements.
Domenium (SS) – A solution designed to help police obtain evidence for crimes.
Max (SW) – A technology, transport and logistics company that makes moto-taxis safe, efficient, and accessible to users in West Africa.
Off-k.com (NW) – An online platform that helps students conveniently locate and securely pay for accommodation off campus.
Wattlinq (NC) – A power technology with a website which provides services that monitors and manages energy availability and usage in homes.
Startups will undergo a one week bootcamp with seasoned resource persons in the ecosystem to equip them with state of the art skills to get the best of GITEX. To ensure continuous support of the ecosystem, the story for startups who did not make the GITEX list does not end there, 10 startups from the GITEX submission were selected to participate in Startup Friday, Abuja, which will take place on 30th October 2018. Twenty (20) more were selected for eNigeria, scheduled for 5-7th November, 2018. Both events will also provide startups opportunities to pitch to investors, sponsorship for incubation, training on key entrepreneurship skills, access to network and a cash prize for the best startups.

Catalina Lukianenko, Chief Operating Officer of BOSS Gaming Solutions, has highlighted the importance of mobile and telecommunications to the future of the online gaming ecosystem, exploring market research which foresees the technology driving over half of total winning games by 2023.

Nigerian ex-police chief, Mr. Solomon Arase, has canvassed for use of ICT to fight crime. The former Inspector-General of Police this week in aria, north of the country, advised government to leverage ICT in combatting rising incidents of crime.

According to the News Agency of Nigeria (NAN), Arase argued that internal security could be best enhanced when government invest in ICT infarstructures and training for personnel in his paper presentation titled: “Strengthening and Evaluating National Security” at the 50th Anniversary and International Conference held inside the main campus of Ahmadu Bello University (ABU), Samaru, Zaria.

The conference with the theme: “National Question, Security and Governance in Nigeria” was organised by the Department of Political Science in ABU.

“We are now living in a globalised world where technology is both a challenge and also a solution. As a challenge, virtually all crimes are conceptualised and manifested with the use of technology such as cybercrimes, kidnapping, insurgency and armed robbery among others.

“Conversely, technology is also a solution to internal security threats, as it provides solutions, hardware and softwares that could be engaged and deployed to present the text and destruct elements that constitute threats,” said Arase.

The ex-police boss argued that Nigeria needs the consent of her people and communities to make policing more effective as against the current attitude of the security architecture that assumed that citizens are a conquered people within a conquered territory as was the attitude of the British when she ruled Nigeria as a colony.

Government needs a mix of diplomacy, military law enforcements, and community rapprochements to effectively tackle issues that border on national security, said Arase.

NAN reports that the former Governor of Katsina State, Alhaji Ibrahim Shehu-Shema, described ABU as past, present and future of Nigeria while he noted that education remains the engine that drives development.

Vice Chancellor of ABU, Prof. Ibrahim Garba, said history of Political Science Department in ABU was synonymous with the history of the university itself.

The Nigerian Communications Commission (NCC) has held its first Industry Type Approval Working Group Meeting this week in Lagos in line with its mandate of providing quality telecom services and protecting telecom consumers.

By law, Type Approval is mandatory for all telecom equipment and devices in use in Nigeria. The Type Approval Working Group meeting was setup by the commission to bring together various stakeholders in the industry to discuss the importance of Type Approval on all telecom equipment and the consequences of non-compliance.

The NCC’s Executive Commissioner Technical Services, Mr. Ubale Maska was represented by the NCC’s Head of Technical Standards and Network Integrity, Mr. Bako Wakil at the Lagos meeting.

Wakil delivered a presentation on the “Impact of Counterfeit/Substandard Mobile devices”, where he explained the numerous negative effects of such devices which not only degrade the quality of a network, but also have negative socio-economic impacts.

Despite the law on type approval, the ICT market has been under siege of fake or counterfeit telecom products. But the NCC has remained unrelenting in raising awareness on the need for Type Approval and imposing sanctions on erring companies.

According to Wakil, using non type approved devices has consequences. They include reduced foreign direct investment, threat to green environment, risk to health, and vulnerability in online transactions, negative economic impacts on right holders, increased cyber threats, privacy risks, and degrading the quality of network services.

Facebook has announced the names of 116 people worldwide who have been selected to join the Facebook Community Leadership Program. Around a dozen African community leaders have been selected to become programme residents and fellows. The programme is in line with its focus on bringing people together and supporting the development of connected communities.

“Many community leaders worldwide and in Africa turn to Facebook to create connections through Facebook groups, WhatsApp or Messenger,” says Nunu Ntshingila, Regional Director Facebook Africa. “This programme is all about empowering them with the tools, support and funding they need to advance their causes and build their communities.”

Since announcing the programme in February, Facebook received more than 6,000 applications from all over the world. A selection committee, which included employees as well as community experts from outside of Facebook, reviewed each application to identify leaders with a strong, clear and committed vision for their community.

Five participants have been selected globally as community Leaders in Residence, each will be awarded up to $1,000,000 to fund their community initiative. The final amount received will be determined based on final budget proposal created and submitted by each resident as part of their program training.

Kenya’s Noah Nasiali, the selected leader in residence for Africa, has brought together more than 100,000 farmers across Africa through a Facebook group in less than a year. Farming is one of Africa’s most important industries, and Noah’s community helps farmers obtain and share critical information.

“Africa Farmers Club was formed to help farmers come together to access credible, reliable and applicable farming information that will help them develop their skills and most importantly help them to get a market for their produce and in the end get returns for their hard work. I invite group members to share their stories both positive and negative through pictures so that we can learn together. Whenever possible I personally visit members face-to-face to see for myself their challenges and we discuss how they can overcome and at the same time and improve. Our community aims to contribute to the Sustainable Development Goal which is to End hunger, achieve food security and improved nutrition and promote sustainable agriculture.” Said Nasiali

Nigeria’s Ministry of Communications and the Independent National Electoral Commission (INEC) plan to host an ICT summit targeting to reduce electoral malpractices, according to a report by the News Agency of Nigeria (NAN). The summit is scheduled for October 2 and 3 in Abuja.

The Minister of Communications, Adebayo Shittu, in Abuja this week, said the collaboration would provide the required platform for stakeholders to brainstorm on harnessing ICT in advancing the country’s electoral process.

The minister said the upcoming Electronic Campaigns Marketing Summit 2018 with the theme: “The Role of ICT in Electoral Process Management and Marketing Communications’’, will highlight how ICT can be used as a tool in checking indices of electoral malpractices in Nigeria.

The summit plans to increase public confidence in the country’s electoral process, using appropriate and cost effective technology.

“It will examine the role of communication between citizens and political actors as well as the inter dependence of internet and other mass media in ensuring credible, free and fair elections in 2019 and beyond.

“There is no gainsaying that technology has drastically reduced incidences of electoral malpractices such as ballot stuffing, result sheet mutilation, over voting, alteration of result sheets and hijacking of ballot boxes in the history of Nigeria elections.

“However, there is still need to get more sophisticated with technologies in order to meet up with international standard,’’ said Shittu.

The summit will also highlight the importance of exploring online campaigns for 2019 general elections, and the use of social media platforms to get candidates’ messages out to potential voters.

The Central Bank of Nigeria (CBN) has assured investors of the country’s open policy to partnership and the provision of a friendly and enabling environment for businesses to thrive. The CBN also revealed that it was also in talks with MTN Nigeria and the four banks it sanctioned some weeks back over foreign exchange (FOREX) infractions.

In a statement signed by its Director, Corporate Communications, Isaac Okorafor, the apex bank debunked allegations of corporate mugging against the telecoms giant or deliberately wanting to stifle the environment against investors.

Having been drawn to speculations around the possibility of MTN to close shop, the apex bank stated that the “sanctions arose due to the irregularities with respect to repatriations made on behalf of MTN Nigeria Limited and were not in any way designed to restrict access to investor returns.”

The CBN stated that the efforts made in its reforms and regulations revolves around simplifying the foreign exchange and creating a conducive and friendly environment for its teeming investors.

The statement reads:

“The Central Bank of Nigeria (CBN) acknowledges the public interest over the sanctions recently imposed on four deposit money banks (DMBs).

“We wish to state that the CBN will continue to welcome investments and investors. Indeed, some of our recent innovations and reforms of the Foreign Exchange regime such as the introduction of the NAFEX window are designed to simplify foreign exchange regulations.

“Furthermore, the delegation of the issuance of Certificates of Capital Importation (CCIs) to commercial and merchant banks some years ago was done to instill confidence in the investor community and encourage the flow of foreign direct and portfolio investments into the Nigerian economy.”

However, the CBN has been provided with new information by MTN and the banks which are being reviewed and encourages investors to take advantage of the investments opportunities in the country.

“In response to the recent regulatory actions, the Banks and MTN are engaging the CBN and have provided additional information which is currently being reviewed with a view to arriving at an equitable resolution.

“We assure all investors that the integrity of the CCI regime remains sacrosanct and there shall be no retroactive application of foreign exchange rules and regulations.

“The CBN welcomes all legitimate investors to take advantage of the enormous investment opportunities in Nigeria.”

Ten Nigerian students are to be sponsored to China by Huawei to major in ICT-related studies and practical ICT insights. The sponsorship, the third edition of its Seeds for the Future, is part of Huawei’s corporate social responsibility and commitment to the Nigerian government to provide ICT training for Nigerian youths, said a statement by the Chinese telecoms giant.

The sponsorship is also part of an African-wide initiative by Huawei to train Africans in ICT whether in Kenya or South Africa and build high grade skills to manage the continent’s rising technology profile.

The students were selected from those who signed to the Huawei Authorised Information and Network Academy (HAINA) or Huawei ICT Academy, including students from the University of Nsukka, Nigeria, University of Lagos, and University of Benin.

HAINA is a partnership project between Huawei and universities offering Huawei ICT courses, to encourage students to attain Huawei certification in support of a subsequent career in the ICT industry.

“The programme seeks to develop local ICT talent, enhance knowledge transfer, promote a greater understanding of, and interest in the ICT sector, and to improve and encourage regional building and participation in the digital economy,” said Channel Service Director of Huawei Technologies Company Nigeria Limited, Mr Simon Zhang.

Zhang said Huawei targets to train over 100,000 students by partnering top universities in Nigeria through the Huawei ICT Academy. Already about 10 universities had signed to the Huawei ICT Academy. , Zhang believes sustained cooperation between Huawei and the partner universities is critical to helping more students build successful ICT careers.

The telecoms giant plans to have 40 ICT academies this year and about 25,000 students put through preparatory stages for the ICT competition.

One team is to be selected to go to South Africa for the regional ICT competition and the overall best team in Africa will then proceed to the global competition in China.

“This initiative will change the life of the students completely because they will be certified internationally. The students will have the better opportunities beyond their university education,” said Deputy Vice Chancellor, University of Lagos, Prof. Oluwole Familoni even as admonished the students to take the competition in Nigeria very serious.

Mr Michael Maxwell, a beneficiary of the initiative and a participant of the Huawei ICT competition, expressed his appreciation and hope Huawei will further deepen the opportunities, particularly for students of the University of Nsukka.
