TE SubCom, a TE Connectivity Ltd company and an industry pioneer in undersea communications technology, has announced that it has secured a contract from leading connectivity and data center solutions provider, MainOne, to extend its active submarine cable system into West Africa’s francophone region with two additional branches connecting Senegal (Dakar) and Cote D’Ivoire (Abidjan). These new branches will connect to MainOne’s 7,000km cable system, which extends from Portugal to Nigeria, and will inject new technology that upgrades the system to a potential capacity of 10TBps by November 2019 when the subsea system becomes operational.

With this development, MainOne will have landing points in five markets – Nigeria, Ghana, Senegal, Cote D’Ivoire and Portugal, in addition to Cameroon. A cluster of francophone countries in West Africa that are experiencing an increased demand for advanced telecom services including Burkina Faso, Mali, and Mauritania will also benefit from these extensions into Cote D’Ivoire and Senegal.

“MainOne continues to lead the current digital transformation of the region by ushering in affordable connectivity to drive economic development. Our objective remains focused on bridging the digital divide between West Africa and the rest of the world. We have, and will continue to, invest significantly in projects to accelerate broadband access to help local businesses address the challenges they face procuring capacity at competitive rates. The new branches will be equipped with TE SubCom’s WSS ROADM technology that allows MainOne and its partners to match the capacity in each branch to the market need, thus optimizing cable utilization. SubCom will light the new branches with Ciena’s transmission equipment, which enables this flexibility and higher capacity. It is also an industry first for the deployment of undersea spectrum-sharing in Africa.

The MainOne Submarine Cable System links West Africa with Europe, bringing ultra-fast broadband in the region. It runs from Seixal in Portugal to Lagos in Nigeria. The system first went live in July 2010, becoming the first privately-owned subsea cable to bring open-access broadband capacity in West Africa.

4G Service now live in Onitsha, Awka, Nnewi, other key towns
Airtel Nigeria has reaffirmed its positioning as a leading mobile Internet services provider as it announced the deployment of 4G LTE (Long Term Evolution Service) in Onitsha, Awka, Nnewi and other major cities and towns in Anambra State.

Airtel says the switch to an upgraded 4G network in Anambra will boost trade and commerce; empower entrepreneurs, improve productivity, enhance personal effectiveness as well as enable telecoms consumers in Anambra to connect to their dreams.

Nigeria’s Silas Adekunle has become the highest paid robotics engineer in the world. The 26-year-old creator of the world’s first gaming robot hit the milestone after putting pen to paper with software manufacturers, Apple Inc.

Adekunle is also the founder and CEO of Reach Robotics, a company producing the first gaming robots in the world.

The young Nigerian who relocated to the UK after his secondary school education in Nigeria went on to study Robotics in the University of West of England where he graduated with a first class.

In 2017, Adekunle invented the world’s first gaming robot, Mekamon, the four-legged robots possessing Augmented Reality (AR) capabilities that can be controlled by your smartphone. The robots are compatible with both iOS and Android devices, relying on the phones’ cameras and infrared sensors.

After countless rejections when he sort for funds, Mekamon was able to make its initial launch and sold about 500 bots, generating $7.5 million. This ushered in a new era for Reach Robotics as support and encomiums poured in from every part of the world.

The venture capital firm, London Ventures Partners invested about $10 million in Reach Robotics owing to its success and unique abilities. This was followed by a deal with Apple securing exclusive sales in Apple stores all over the world.

“Impressed by the quality of his robots and their ability to show emotion with subtly-calibrated movements, Apple priced his four-legged “battle-bots” at $300 and has put them in nearly all of its stores in the United States and Britain.

“Early customers skew towards male techies but a growing number of parents are buying the robots for their children to get them interested in STEM,” Adekunle told Forbes in an interview this year.

Adekunle was named as ‘Someone to Watch’ in 2018 by the Black Hedge Fund Group and was also recently listed in Forbes’ 2018 list of 30 Under 30 in European Technology.

Adekunle’s feat is one among many of Nigeria’s recent strides in the area of Science, Technology, Engineering and Mathematics (STEM) with startups and solutions birthed. Although Adekunle’s recent success emanated from the field of robotics, an area lacking proficiency in Nigeria, the government will look to shine more light in that area with her pursuit of a technology-driven economy following his success.

Beginning from January 1, 2019, the Nigerian government will begin enforcing the mandatory use of the National Identification Number (NIN).
The NIN is a set of unique numbers issued by the National Identity Management Commission (NIMC) to citizens who have registered with it. The NIMC captures the digital identity of all citizens and issued them the NIN as their unique digital identity.

The NIN is designed for citizens’ registration as part of government’s national strategy to build database on all citizens for enhanced economic planning. It consists of 11 non- intelligible numbers randomly chosen and assigned to an individual at the completion of enrolment into the National Identity Database (NIDB).

According to the Director-General of the National Identity Management Commission (NIMC), Aliyu Abubakar Aziz, in an interaction with newsmen in Abuja this week, the Federal Executive Council (FEC) last week gave approval for immediate commencement of the implementation of a strategic roadmap for a new Digital Identity Ecosystem involving the enrolment of Nigerians and legal residents into the National Identity Database (NIDB).

The FEC meeting chaired by President Muhammadu Buhari put effect into five regulations, already gazetted and published by the federal government following an approval from the Attorney-General of the Federation (AGF) and the Minister of Justice in November, 2017.

“The gazetted regulations are: ‘Mandatory Use of the National Identification Number (NIN) Regulations, 2017’; ‘Nigeria Biometrics Standard Regulations, 2017’; ‘Registration of Persons and Contents of the National Identity Database Regulations, 2017’. “Access to Register Information in the National Identity Database Regulations, 2017 and Licensing of the Frontend Services of the National Identity Management Commission Regulations, 2017,” said Aziz.

With the approval, the digital identity agency will begin the full implementation of the provisions of the NIMC Act 23, 2007, which include the enforcement of the mandatory use of the NIN and the application of appropriate sanctions and penalties on defaulters as provided under Section 28 of the NIMC Act’’, said Aziz adding:

“The Commission shall from 1st January 2019 commence full enforcement of the mandatory use of the NIN and apply all applicable sanctions and penalties as provided under Section 28 of the NIMC Act against defaulters.”

Data harmonization

Also 1st of December 2018 is the cut-off date for data harmonisation with the NIDB meaning that “only data captured as at 30th November 2018 will be subjected to harmonisation as is currently on-going,” said Aziz.

As part of making the NIDB effective, government had commenced a data harmonization initiative across all ministries, departments and agencies (MDAs) to end data duplication processes.

From 1st of December 2018, the NIMC’s boss said:

“Fresh data capture of persons shall be in compliance with the Provisions set out in the Nigeria Biometric Standards; Mandatory use of the NIN Regulations 2017 and guidelines issued by the Commission.

“That is to say the capturing agency must request and verify the NIN before taking secondary demographic data of the person and where the person does not have a NIN, register such person (where it is licensed to do so) or refer such person to a NIN registration centre.

“Only licensed public or private agencies shall capture and transmit biometric to the NIDB.

“Only the NIMC, Nigeria Police Force and other related security agencies shall store biometric data’’.

Creating a buoyant marketplace for Virtual Reality (VR) in the future will depend on high-quality and interoperable services, the President of VR Industry Forum (VRIF) has said.

Speaking during an IBC2018 Masterclass on VR Technology and Industry, Rob Koenen highlighted the healthy and realistic expectations that now surround VR – but warned that the industry will need to come together to ensure its full potential is realised.

“Forecasts for VR are good – IDC, for example, expects spending on AR and VR products and services to reach $27 billion in 2018 – but there is still work to be done,” said Koenen. “To ensure these projections are delivered, the industry needs to come together to focus on creating interoperable, high-quality services which are accessible and bring true value to end users.”

Koenen emphasised how far VR has already come with the example of the first wave of headsets being geared only for early adopters, citing that they were expensive, required expensive computers, and were clumsy to set up. He noted that now, we see stand-alone headsets appearing that are below $200 USD, have no wires, require no computer, and offer better quality.

He then moved on to underline the progress that is visible in demonstrations being shown at the VRIF booth in IBC’s Future Zone. These demonstrations, said Koenen, are all based on the VRIF’s Guidelines and showcase standards-based implementations becoming available, including for high-quality live VR360 streaming, tools for the production and playback of streaming VR360 based on the MPEG Omnidirectional Media Format (“OMAF”) and MPEG‑H spatial audio.

“Consumers and businesses alike are interested in VR and a healthy ecosystem is developing, but for it to be truly successful it needs to reach enough people, deliver a cinematic-type experience and be affordable to distribute,” continued Koenen. “Live services will be key to the success of VR; they take the VR experience to the next level. They are a now key focus for VRIF and we will document recommendations for live VR in the upcoming version of our Guidelines, which is scheduled for publication in January 2019.”

Koenen also welcomed the new wave of VR applications that are emerging beyond entertainment, such as training and in healthcare.

He concluded his masterclass by emphasising the importance of interoperability in bringing the different elements of VR together: “For consumers, interoperability means less hassle and less expense, and for content creators and distributors, it means easier and more cost-effective production and distribution. This also means that there are more opportunities for ads and promotion – it truly is a win-win-win.”

Kaspersky Lab has revealed the online activities of children across Nigeria, based on statistics from the company’s Parental Control modules. The research has revealed what children in the region watched, listened to, purchased and searched for online.

The report shows anonymised statistics on websites visited from Windows PCs and Macs, and search activity on Windows PCs, Macs, Android and iOS devices. The stats were taken from Kaspersky Lab’s flagship products that have the Parental Control module switched on, and from Kaspersky Safe Kids, a standalone service installed for kids’ online protection.

Globally, children were more likely to watch video content and listen to music, than spend time on social media, however this was not true for children in Nigeria, who were most active across internet communication media (referred to as social media/networks) in the region at 35% with the most popular being Facebook, Google Mail, Twitter, WhatsApp and Instagram. This was then followed by video content and music at 29%. The research revealed that children spent more time on YouTube– in particular, showing an increased interest in Netflix and o2tvseries.com for movies and series.

Children in the region also began to visit news sites more frequently, including sports.ndtv.com, accounting for 20% of activities. Electronic commerce was also among top four categories as well: 7% of children showed their interest in exploring online stores for clothes and mobile devices. With regards to online stores, children in Nigeria visited Amazon the most.

It should be noted that alongside computer games (just under 1%), similar statistics where noted for children in Nigeria who also searched for adult-content web-sites. However, if their parents had blocked such sites (for example with a Kaspersky Lab product), then the children’s attempts to visit these sites were unsuccessful.

“The statistics we have obtained indicate the interests of children and teens in the region today. This is why we recommend using parental control products not only to block potentially dangerous content, but also to help parents stay informed about their children’s interests and passions. Many software programs, including those from Kaspersky Lab, allow parents to see reports about their children’s online activities. Naturally, reports like this do not disclose any private information. In our opinion, the parents’ knowledge of what their children do online should promote better family relationships, helping to encourage open dialogue and preventing more serious threats to children in the region,” Riaan Badenhorst, General Manager for Kaspersky Lab Africa.

Beginning October 2nd, this year, Nigerian banks are to pay N10,000 per-transaction fine should they fail to reverse failed electronic transactions to the affected customer’s account within 24 hours. The country’s financial regulator, Central Bank of Nigeria (CBN) has announced in a swift move to end tons of lapses and abuses in the electronic money sub-sector.

The CBN made this known in a new regulatory circular issued to deposit money banks (DMB) and other financial institutions in the country.

“A failed NIP (NIBSS Instant Payment) transaction not reversed into customer’s account within 24 hours” constitutes abuse and attracts a N10,000 sanction, said the new circular signed by the Director, Banking and Payment Systems Department, Mr. Dipo Fatokun.

All deposit money banks, microfinance banks, other financial institutions, mobile money operators, development finance institutions, payment service providers and other stakeholders across the country are directed to comply with the directive.

The apex bank CBN will also impose a penalty fee of N10,000 per item for delayed application of inward Nigeria Instant Payment (NIP) into beneficiary’s accounts beyond four minutes.

An electronic funds transfer or an NIP, according to the apex bank, happens between two distinct entities when delivery from the sending entity to the receiving entity takes place within one minute (60 seconds), while a payments system where delivery to the receiving entity occurs beyond one minute is considered to be a faulty bank system.

In the circular the CBN states:

“Whenever a credit has been erroneously applied to the customer’s account with the Receiving Entity, the customer shall promptly notify the Receiving Entity and authorize the reversal of such erroneous credit.”

“Where the customer account is unfunded, the customer shall provide funds within 24 hours, failure to provide funds shall be a ground for watch-listing of the customer in the banking industry, Credit Bureau and reporting to law enforcement agencies.”

Infrastructure companies (InfraCos) are to get subsidies for their rollout as incentives for investors exploring infrastructure licences in the country, Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Garba Danbatta has announced at the just ended ITU Telecom World in Durban, South Africa.

“In line with our initiatives to encourage investors for InfraCos to roll out, the Commission has created provisions in its 2017 and 2018 budgets as subsidies to the InfraCos. This is essentially to be disbursed piecemeal to the InfraCos as the deployment of their infrastructure progresses.

“We have assured all the licencees that this subsidy is based on the implementation and milestones of their roll out obligations,” said Danbatta while speaking at Nigerian Investment Forum in Durban.

Infracos are designed to close Nigeria’s infrastructure gaps and help to accelerate the national broadband initiative.

Six Infracos have been licensed to cover six geo-political regions of the country. They include Zinox Technology Limited for South East, Brinks Integrated Solutions Limited for North East and MainOne Cable Company Limited for Lagos. In all, NCC plans to licencse seven InfraCos.

“The NCC has put in place incentives for Infrastructure Companies in order to encourage speedy deployment of infrastructure that will deepen broadband penetration as quickly as possible, and further increase telecoms investment in GDP.”

“This is part of the roadmap to take Nigeria to the next level under the Open Access Model template. So far, six Infraco licences have been issued to cover Lagos, North East, North West, South South, South West and South East zones of the Country. Arrangements are underway to re-licence the North Central zone,” said Danbatta.

IHS which was licensed to rollout as an InfraCo in the north central region including Abuja returned its licence due to inability to carry out network buildout within a year.

More than one trillion naira is lost annually by the Nigerian government to activities of illegal lottery operators, Acting Executive Secretary, National Lottery Trust Fund (NLTF), Mr. Bello Maigari, has told the News Agency of Nigeria (NAN), official news outlet of the Nigerian government.

Maigari, who spoke in Abuja over the weekend, expressed fears that such proceeds are likely being channeled into crimes including fraud and money laundering.

“Nigerian government is losing more than one trillion Naira every year because of illegal operators. There are a lot of illegal operators in the industry and these are part of the reasons why there are leakages.

“Some are conducting this business without being regulated and there are chances that such proceeds will be channeled towards crime, fraud, and of course, money laundering.

Maigari said the country has many unlicensed lottery operators fleecing the government and causing financial leakages as to what they are expected to remit to the trust fund if they were licensed.

“We also have so many operators that are not performing for reasons best known to them; they have decided not to be moribund.

“And we learnt that some of them lease such licences to third parties to operate and through that there is huge leakage and government is losing revenue, particularly in the last 10 years,’’ said Maigari adding that the NLTF was already ‘collaborating with the National Lottery Regulatory Commission (NLRC) to develop a strong and robust enforcement strategy to curb leakages and enhance remittances.’

By law, lottery operators are required to pay NLTF 20 per cent of their proceeds in the first five years of their operation, said Maigari quoting the National Lottery Act 2005. His words:

“The national lottery Act 2005 section 24, sub section 3 requires an operator to pay to the trust fund at the end of every lottery a percentage of 20 per cent for the first five years of operation.

“Then subsequently 25 per cent, then after 10 years 27.5 per cent, this is the way it is structured.

“We are to use these proceeds to promote good causes for Nigerians in health, sports, water and sanitation and other social services that will impact the social well being of Nigerians.

“But our only challenge is that funds are not coming in as expected’’.

He said part of the strategies the NLTF and the lottery regulator are deploying is the use of an “automated form of collecting proceeds from operators.”

The African Innovation Foundation (AIF) has announced 10 nominees for the 2018 Innovation Prize for Africa (IPA) with a monetary value of $185 000. The nominees represent north, west, east, central and southern Africa, including Madagascar

The IPA 2018 was keenly contested with more than 3000 applicants from over 52 countries. This year’s innovations address critical challenges in ICT, agri-business, public health and the environment/ energy sectors.

This 2018 Call for Applications with its theme “African innovation: Investing in Inclusive Innovation Ecosystems” was fostered on the AIF mandate and this year’s submissions demonstrated significant breakthroughs in ICT, agri-business, public health and the environment/ energy sectors to improve the lives and economic prospects of Africans.

“Now in its seventh year running, we have witnessed multi-million-dollar businesses emerging from the IPA initiative, with health, environment/energy and agricultural innovations leaving imprints across the African continent and beyond. Our theme this year prompts the need for increased collaboration between government, business, industry, innovation enablers and the community to further realise African prosperity and economic freedom,” said AIF Chairman, Walter Fust.

The IPA initiative has grown from strengthen to strength mobilizing, rewarding and honoring top African innovators whilst also building strategic partnerships with innovation enablers to strengthen innovation ecosystems in Africa. To date, AIF has supported 55 IPA winners/nominees with US$ 1 million+ and mobilized 9 400+ innovators from all 55 African countries. AIF endorsement and exposure generated through IPA have seen past winners securing over US$135 million worth of investments to grow and scale their businesses. IPA past winners and nominee company valuations amount to US$200 million+.

Meet the top 10 IPA nominees whose innovations are in the sectors of agri-business, public health and well-being, ICT, energy, environment and water as follows:

Biodegradable seed tray for rice farming (Madagascar) – Juslain Nomenjanahary Raharinaivo: Rice is a staple food in many African countries, constituting a major part of the diet. With an ongoing demand for increased rice production, some African countries are not self-sufficient. In Madagascar, seeds are therefore sowed in innovative pots made of paper, called BG or biodegradable germinators. Growers transplant seedlings into easy-to-transplant clumps with very high tilling capacity which also increases rice yields and allow possibilities to expand the area under cultivation.

Buried Diffuser (Tunisia) – Mr. Wassim Chahbani: Irrigated systems play a major role in sustaining livelihoods in Africa and the world over. Water in agricultural use is critical for crop yields, and reducing consumption is necessary to increase the amount of available water for other uses. The Buried Diffuser saves irrigation water, energy, and use of fertilizers, reducing zero water waste through evaporation. Water is injected directly to the roots, radically reducing water consumption levels used for irrigation.

Efficient detection of TB and Hepatitis C (Morocco) – Professor Abdeladim Moumen and Dr. Hassan Ait Benhassou: Hepatitis C and Tuberculosis (TB) are critical health burdens in Africa. Besides lack of available treatment, access to accurate and cost-effective diagnostic tests remain a challenge across the continent. This innovation comprises two molecular tests for the rapid, accurate and effective detection and load quantification of both diseases. The technology allows specific detection of the hepatitis C or TB genome in blood or sputum samples; tests are clinically validated, simple, accurate and low cost.

eNose sensor for tea processing (Uganda) – Abraham Natukunda: This innovation applies an “eNose” and analytics platform to supplement current tea processing procedures using low power sensor devices to determine optimum levels of tea fermentation. An analytics platform receives and analyses the sensor data, providing real-time monitoring of key reactive elements and compounds during the tea-processing period, ensuring efficient traceability, prediction, and motion. This innovation will lead to improved control results in better tea quality, boosting marketability and increased revenue for tea processors from each bushel of tea harvested.

Incas Vaginal Discharge Kit (Ghana) – Dr. Laud Anthony Basing: Incas Vagkit is a 3-in-1 urine-based test kit that examines vaginal infections. Linked to a mobile application, it offers a convenient and fast solution for women experiencing vaginal infections. The Vagkit simply requires a urine sample and can be used at home; results are available within 10 minutes. This innovation drastically reduces testing time for vaginal infections in Africa, leading to the efficient and quick detection and management of vaginitis.

“iThrone” portable toilet (Egypt) – Dr. Diana Yousef: “We shrink it” is a revolutionary approach to removing un-piped sewage. This technology innovation is a disruptive yet low-cost composite polymer membrane that essentially “shrink-wraps crap” aggressively evaporating or “flushing” away the full water content of daily sewage output without need for added heat, energy or flush water. This innovation responds to the problem of poor sanitation and health conditions, as well as pollution caused by sewerage. iThrone cuts off a significant amount of methane emissions that are generated by unmanaged/uncollected sewage.

Mobile Shiriki Network (Rwanda) – Henri Nyakarundi: The Shiriki Hub is a Smart Solar Kiosk, powered by strong solar panels and equipped with large capacity batteries, Internet of things (IoT) sensors, and a custom designed router, offering device charging, virtual top-ups, and low-cost connectivity. Designed as a business-in-a-box and distributed on a micro-franchise basis, this is an ideal solution for digital connectivity to rural populations and temporal settlements such as refugee camps.

Natural solutions for skeletal regeneration and repair (South Africa) – Prof. Keolebogile Shirley Motaung: A multi-method approach using natural products for skeletal regeneration and repair. Waxy II Technology (Tanzania) – Christian Mwijage: His company recycles and transforms post-consumer waste plastic into durable and environmentally friendly plastic lumber using a chemical-free and energy conserving technology called “Waxy ӀӀ technology” for building, construction and furniture production. Every year, more than nine million tonnes of plastic garbage ends up in the ocean causing a major threat to marine life and people. Plastic timber is an affordable alternative to wood timber and reduces the need for building material manufactured from wood, preserving forests, cutting down on deforestation and mitigating the effects of climate change.

lnnovative tech solutions with the potential to change lives across the globe were highlighted at the ITU Telecom World Awards 2018 ceremony on the closing day of ITU Telecom World 2018, the global event for governments, corporates and small- and medium-sized enterprises (SMEs) in the information and communication technology (ICT) sector, held this week in Durban, South Africa.

From digital agriculture, mobile learning, education and healthcare, to virtual and augmented reality (VR/AR), satellite, automotive repair and more, the fourth edition of the ITU Telecom World Awards celebrated creativity and innovation in digital solutions meeting real-world social needs.

Winners and finalists in several categories were presented with trophies and certificates by ITU Secretary-General Houlin Zhao in a high-profile ceremony in the presence of government ministers, industry leaders, representatives of media and other high-level delegates from across the globe.

Participants took part in an adrenaline-filled live pitching session during the award ceremony itself, during which they shared the innovative approach of their entry, and the social impact that it is capable of creating.

The African Development Bank has created and refined a new tool to diagnose fragility in countries, taking into account their capacities and pressures they may be under.

Called the Country Resilience and Fragility Assessment (CRFA), the tool offers a completely new method of assessing resilience and fragility using seven key criteria: political inclusiveness, safety and security, justice, the economy, social cohesion, the regional contagion effect, and climate change.

“The creation of the CRFA represents a significant advance in the assessment of fragility, which is a reality that it is not always easy to pin down or discern. By introducing, for the first time, the concepts of ‘capacities’ and ‘pressures’, this new tool brings much more rigour and effectiveness to the assessment of resilience and fragility, especially since it takes greater account of the national context,” explained Director of the Transition States Coordination Office (RDTS), Sibry Tapsoba.

Simple, reliable and effective

Before its approval by the Bank Board on 11 September, the CRFA, was subjected to a range of checks for reliability and effectiveness, conducted under the supervision of the Transition States Coordination Office, with support from the Bank’s statistics and resource mobilization departments.

In addition to assessing resilience and fragility, the new tool should also be useful for advocacy and communication and improving and strengthening dialogue between the Bank and its regional members. It should also help to anticipate crises, thanks to an early warning system.

“What we have here is an assessment tool of unquestionable rigour. It is easy to use, it is reliable and it is accessible to all. It brings an undeniable added value to existing techniques for the assessment of resilience and fragility,” said Riadh Ben Messaoud, from the Bank’s Resource Mobilization department.

The creation of a new fragility and resilience assessment tool is an important contribution to research efforts for greater effectiveness in the Bank’s work.

The CRFA provides better insight into every dimension of fragility, including the less obvious, making it possible to offer the most appropriate responses in terms of building a country’s capacity and resilience.

Daar Communications, owners of AIT and RayPower, have been ordered to stop the test transmission of their FM signals in Yola, the Adamawa State capital. The Daar was ordered to stop transmission by the country’s broadcast regulator, the National Broadcasting Commission (NBC) because the company failed to due process.
