You didn't tell us how the 10pcs of 300w Solar panels were connected. Wouldn't be surprised if issue is that charge controller.
There are charge controllers, though marked MPPT, would constantly cut-off when Sunlight comes out well, hence limiting the amount of juice going into the battery. Say dem write 60Amps, no mean say e correct. I would start from there.
