Tbf to the Nigerian government, theres little surveilance and tracking equipment available for law enforcement back then, compared to today. It is one of the reasons there was more serial killers in the pre-internet era, because it was difficult to catch criminals back then. The criminals would have commited lots of murders before they leave enough paper trail to get captured, hence the word serial-killers.

In todays digital age, you usual get caught the first time before it goes serial, so you have less incident of serial killers.

read the story. the tenant did not refuse to pay the rent. the landlord asked him not to. and he has paid for another apartment, just asked for 2 weeks grace, which is very sensible
