The tenure of local government chairmen and councillors is a constitutional matter, therefore a federal law.

These chairmen are going nowhere without an election. They will appeal to the supreme court. Everybody will choose what they want. Even then, they may not leave, if the governor wants to foist illegal caretaker chairmen on the LGAs.

you are a Nigerian. As u got your degree before you were 30, you have to serve. It's compulsory unless you don't want to do govt work. But private establishments equally ask for NYSC certificate. That's what led to the removal of former Finance Minister Kemi Adeosun. And she ran back to UK

Most citizens of any given country don't have passports. People only apply for passport when they want to travel. Having a passport is not a requirement for citizenship. It is a requirement for travel though.
