Candidate A will be declared winner. Popular votes is not enough to declare you president. Something like that also happened between Hillary Clinton and Trump. Trump actually lost the popular vote but won based on the other component.

Tinubu took the Federal govt to court several times during Obasanjos tenure and part of NADECO against the military. Who did Obi fight for the people?
