The issue is that most of the landlords are usually aware of the limited areas approved to them, so when the boys are sent from office to check what is going on, the landlords call them aside and give them something and they will go back to the office and say the landlord is building according to plan.
Last 3yrs, there was a road construction ongoing and some houses were marked for partial demolition and money was paid to the landlords but some of the landlords paid the guys that did the marking to do some little adjustments like adjusting the marked area by 1metre or more which they did.
