Why don't download IDE like NetBeans, IntelliJ or Eclipse.

I downloaded eclipse but had a problem when I uninstalled JRE and replaced it with JDK 13.
Since then Eclipse stopped working.
Can't notepad be used ?

Please am a newbie in java programmimg.
