Yeah, new and clean. Though it's better to use the toilet immediately after parade because it's always cleaned when everyone must've gone out for parade.
As for ppa, I only know about my local government, which is Ota. Generally, avoid government schools unless you can sacrifice state allowance. Ogun state government will promise to pay you 55k after the service year but you ain't getting poo. I almost fell a victim.

White shorts at least 3 (You'll be given 1 at the camp anyway) -N2000
2pairs of white shoes/socks
Food Flask and waist purse -N1000
Bedsheet and a small towel -N/A
Disinfectant -N500
Soap/At least a dozen (medicated! Cos that place may not be neat) -N/A
Toiletries (For women all those whatever sha) -N/A
Shaving blades (Very necessary abeg, you need to clean up certain areas)

Unnecessary;
Power bank for you phone or spare batteries
Digital Camera (For those who like photos a lot)
Some beverages (Heard they'll be allowed but NOTE: Cutlery eg. Knives, folks etc won't be allowed)
