If truly he is the the most senior perm sec. in the FCSC commission, they you can't fault his appointment. I was a civil servant and I understand very well the issue of seniority in service. I can only say he is lucky because having being a permanent sec for 7yrs plus months, he was staring at retirement in the face before this big break happened for him .
