I have a similar issue with my 2005 honda city but mine started after it was involved in a nasty crash ... Please can more light be shed on this issue cos as soon as I exceed 60mph it stabilizes the vibration is felt mainly at the front right wheel

I think what your mechanic is trying to say is that the vehicle's fan has been connected directly to the battery and the thermostat has been removed . I think it's a wise decesion to have me restore it to the original configuration ,if that's what you are trying to say ...
Cons of driving without fixing it
-engine does not reach optimum operating temperature hence, sludge build up ,loss of power ,excessive load on engine ...

yeah I don't think the mileage of 151k is a deal breaker I have a friend whose car has done over 270k miles and the car still runs very fine , just make sure you maintain it well ...
