my question are how many times can someone apply. and how can someone know the reason why he was denial?

You have to be in the United States on or before the start date listed for your program. You cannot arrive more than 30 days before the start of your program. If you are going to be late, you must have an official letter from your school accepting/explaining your delay. If this is proven to be fraudulent at the border, you will be sent back to Nigeria on the next departing flight.
