Not no hope. Your funds answer the cost question, but the officer is judging her reasons to come back.
She does not need to wait until 2027. What helps now is something dated in Nigeria after the trip: an NYSC posting or exemption letter, a job offer with a start date, or a postgraduate admission.
Keep the trip to two or three weeks, write a clear sponsor letter, and apply soon since decisions take about three weeks.

Thank you for replying. So no hope at all? Even though I have the funds to show?

Sorry about this. If the refusal letter does not explain the reasons in detail, request the GCMS notes through an ATIP request; someone in Canada has to file it for you. Ten survey plans show assets, not income or ties.
Officers look for steady income in each applicant's own account, a clear trip purpose, and a reason each of them returns. Reapply only when every refusal point has new evidence.

Hello
I'm wondering if anyone has successful tackled such/similar reason in the past? This is kinda ridiculous to me and I intend to reapply ASAP.
Background - It's my brothers visa application to visit with my mum (visa approved)... His 'sufficient' bank statement/employment/property documents documents plus mine were previously attached

Thanks
