The West African Examinations Council (WAEC) yesterday sent a delegation to Egan Grammar School, Igando, Lagos to investigate the allegation of an assault on a hijab-wearing candidate.
Miss Khadijat Eniola Anisere was allegedly assaulted by WAEC female supervisor at the school.
The incident occurred while candidates were taking Biology last Friday between 9.30am and 12 noon.
The Nation learnt that the WAEC supervisor, who was shuttling from one centre to another, arrived the centre and entered the examination hall where the Muslim girl, wearing hijab, was seated among other candidates.
She approached the pupil and ordered her to remove her hijab. Miss Anisere was said to have pleaded that hijab was her mode of dressing as a Muslim. She further pleaded that she would feel naked if she removed the head cover.
The WAEC supervisor was said to have removed the hijab.
Miss Anisere, whose examination was interrupted, The Nation learnt cried and was unable to continue the paper.
On getting home, she reported the incident to her father, who later contacted Director of Muslim Rights Concern (MURIC) Prof Ishaq Lakin Akintola.
Prof Akintola went to the school the following day for fact-finding after which he reported the matter at the Human Rights Desk of the Igando Police Station around 10am.
The Nation learnt that the WAEC fact-finding delegation was led by its Ikeja Zonal Office Coordinator, Mr Jide Ojo.
Ojo-led delegation met Miss Anisere before she sat for Biology Practical yesterday.
A representative of the Muslim Students’ Society of Nigeria (MSSN) told The Nation that the WAEC officials asked the pupils and the invigilator on ground some few questions.
Prof Akintola described the alleged assault as “most bizarre, highly barbaric and totally deplorable.
“This is a hate attack and a blatant act of Islamophobia. We see it as part of a grand design to retard the progress of Muslim youths,” he alleged.
Explaining that Section 38 (i) & (ii) of the 1999 Constitution did not only grants freedom of religion but also stipulates its practice and manifestation, he said: “Hijab is a legally recognised head cover for female Muslims. The supervisor’s order for the removal of the hijab was unlawful, unconstitutional and therefore ultra vires. The forceful removal of the candidate’s hijab constitutes assault in legal parlance.
“The supervisor’s attack on Khadijah Anisere is a breach of Section 13 of the Code of Conduct Bureau and Tribunal Act (1991) which provides ‘’a public officer shall not do or direct to be done, in abuse of his office, any act prejudicial to the rights of any person knowing that such act is unlawful or contrary to any government policy.’’
MURIC demanded justice for Miss Anisere, saying “Nigerian Muslims will not fold their arms and watch their daughters dehumanised by Christian fanatics. WAEC must identify this extremist supervisor and discipline her. People like her are responsible for series of religious crises that have resulted in loss of lives and destruction of properties worth billions of naira. What Nigeria needs most today is peace and stability and our public institutions cannot afford to create unnecessary tension at this point in time. We assert that justice is the soul of peace and whoever denies one can never enjoy the other.
“We therefore demand a public statement from WAEC on the supervisor’s identity and the official be reprimanded failing which WAEC should blame itself for the reaction of Muslims. Nigerian Muslims also want to know what palliative WAEC has in store for the innocent girl who was rudely disturbed during the biology examination. Will she fail biology?
“We also appeal to the Federal Ministry of Education to restrain examination bodies from imposing anti-Muslim rules on registration guidelines.
“Nonetheless, we appeal to Muslims throughout the country to remain calm and law abiding as WAEC and the Ministry of Education take steps to address the matter. We advocate dialogue in place of spontaneous or premeditated violence. Muslim youths are warned not to take the law into their hands.”
Reacting to the assault, MSSN Lagos State Amir (President) Saheed Ashafa, condemned the assault, saying that the psychological effect caused by the assault could hardly be quantified.
According to Ashafa, assaults on Muslim candidates during major examinations are becoming rampant.
He called on the leadership of Christian Association of Nigeria (CAN) to call its members to order.
Ashafa explained that the caution was necessary because those found unleashing assaults on the students were exclusively Christians.
He said: “Leadership of CAN needs to tread the path of honour by making definite call on their members who continuously harass and assault the Muslims at every slight opportunity. Any refusal by the CAN to do this clearly shows that assault on the Muslim students is a master plan to subjugate Islam and the Muslims.
“It seems that Christians in Lagos State are more interested in truncating the existing religious tolerance in the state. If not, why will some individuals go against the court order that reaffirmed the interpretation of Section 38 (i) and (ii) of the 1999 Constitution by the Court of Appeal which allows for the legality and right to wear Hijab.
”The fact that November/December WASSCE is an external examination which does not have specification on dressing makes it worst for the Muslim students to be assaulted. This is a mere confirmation of a classified hatred towards Islam and the Muslims. This will not be tolerated any further by anyone no matter the guise under which such occurs.”
Ashafa also demanded for disciplinary actions against any official found guilty of assaulting students.
”We demand that WAEC reprimands the official for displaying such an abysmal ignorance, in addition to that, a public apology within the next 72 hours should be tendered,” he said.
WAEC, however, denied allegations of discrimination against hijab-wearing candidates.
A statement by the Head, Public Affairs, WAEC Nigeria, Mr Demianus Ojijeogu, noted that the council does not prevent such candidates from taking the examination.
The statement reads: “The Council wishes to state that no attempt has ever been made to prevent female Muslim candidates from wearing hijab to sit for its examinations.
“It has always been the practice of the Council to allow all female Muslim candidates, who wishes to register for the WASSCE, wearing hijab, to do so.
“If we can allow them to register for the WASSCE wearing hijab, how can we prevent them from writing the examination in that same attire?
“We just concluded the WASSCE for School Candidates, 2016 that had over one million candidates and there was no such report of a female Muslim candidate being prevented from writing the examination because she was wearing hijab.
“The Council wishes to reassure all its stakeholders that it respects the fundamental right to freedom of religion of every citizen and will not do anything to infringe on such.”

A tragic incident took place yesterday as Youths of Obubo community in Anambra State attacked a Priest, Rev. Father Fidelis Ifeanyichukwu Ugozo of the St. Raphael’s Catholic Church in Ugbenu, Awka North Local Government Area of Anambra State, beating him to a state of coma.
The rampaging youths led by their leader, Gabriel Ikegbunam are said to be Idol worshipers.

According to Anambra Broadcasting Service, (ABS),the priest and some of his followers were carrying out a rosary procession around some of the villages when they were stopped by one of the youth leaders in the village, Gabriel Ikegbunam, who felt the clergy man and his followers were out to burn down their deity.


Mr. Ikegbunem insisted that they will not enter his village, and when they overpowered him, he started making contacts, calling some youths from the village to attack the priest and others who were mainly women and children.

The Catholic priest who was severely beaten and stabbed in the face was rushed to an undisclosed hospital in Ebenebe after the attack but was later transferred to St. Joseph’s hospital, Adazi Ani by the Ebenebe Deanery Chaplain.

A former catechist at St. Raphael’s parish Ugbenu, Cletus Nwankwo, said Obubo village is known
for adulterous acts, adding that the youths suspected that the Rosary procession was aimed at destroying their deity shrine.

“They moved from Agueke village to Obiagu and decided to branch at Obubo before Ikegbunam blocked them and in the process, he called some of them and told them that Catholics are coming to burn their shrine. Soon the youths trooped out, wielding dangerous weapons such as axe, gun and machetes.


“They grabbed the Blessed Sacrament from our Parish Priest, hit it on the floor and used the Monstrance to hit our Parish priest on his hand before stabbing him on the face and other parts of the body” he said.

The Traditional ruler of Ugbenu town, Igwe Lawrence Egwuonu, while speaking to newsmen said his wife, Lolo Egwuonwu was also beaten by the youths, stating that Gabriel Ikegbunam, Israel Egwu and two others stormed his palace before the incident occurred to complain that their shrine and other sacred symbols were burnt by Christians.

“After investigation, I discovered that they were all liars. None of their shrines were burnt and I can defend it anywhere.

“It was Ikegbunam that incited others to attack the priest and other Christians.

“Their greatest mistake was touching the priest and destroying the Blessed Sacrament. It is a sacrilege and they will pay for it,” he said.

Two amongst the rampaging youths, Anthony Anigbogu and Humphrey Ekwenye, have been reprimanded and are currently in the custody of the State CID, Awka, while other accomplices are still at large.
