Please don't start with the analogy of VAT and IGR, because these are taxes and levies taken from people and not basically the wealth distribution of an area, which is what GDP is defined as.
If VAT and IGR is a measure of riches then Lagos should be richer than Dubai, but it is not the case, because Dubai has zero income tax and 5% VAT and 5% property tax. Lagos has income tax from 15% upwards, 7.5% VAT and in some places like VI and Lekki, they charge consumption tax or service tax, property tax is 15% upwards depending on the area you own a property.
