Domainking or namecheap once said they will soon make all their hosting account comes with htpps that means you must pay an additional fees of 1.99$

Not promo nah...

When you login to Cpanel, you should see Let's Encrypt SSL

I believe almost all hosting provider has that feature

U buy an ssl it can't be pre-installed unless you purchase it when buying the host.

So the opp didn't buy it from start but just realized the importance now then he fell into Google trap

I install SSL for free right from start on more than 3 WordPress site from the cpanel..

If it is a blogger blog; For faster approval, here is what he should do

1. Copy the code given from his adsense dashboard
2. Parse the Code using Adsense Parser Tool Here
3. Copy the Parsed Code and Paste it directly below the </head> section of his blog
4. He should now save the template and wait for reply

Additional tips
To speeden things up, try to update that website and share articles on social media.
