Well they wouldn't know until they give it a try. I remember a program that ran somewhere I think in a province in the US, where people were told to bring guns and collect and gift and it worked. we want government to bombard them with heavy artillery but to reduce civilian casualties, I think they should try this option even though am highly against pampering killers

Well even though it sounds stupid negotiating with murderous terrorists, but if it achieves lasting peace then it's worth a shot
