The State Commissioner for Agriculture, Prince Gbolahan Lawal, who disclosed this, explained that the neighbourhood food markets would hold in 27 selected public schools in the state, at 14 local government areas.

Lawal pointed out that the neighbourhood food markets were basically set up in order to provide Lagosians access to food supplies during the lockdown.

He also advised residents of the State to take individual responsibility during this lockdown period by acting positively so that the chain of COVID-19 transmission could be broken in the State.
PoliticsNig. Are Hungry, Use Bvns To Pay Stipends Into Their Acc: Tinibu Advises Buhari by uduakan(op): 10:37am On Apr 16, 2020
Bola Tinubu, National Leader of the All Progressives Congress, APC, on Wednesday, enjoined the Federal Government to render emergency sustenance relief to Nigerian households in a bid to cushion the effect of Coronavirus also known as COVID-19 on them.

Tinubu said the relief, which should be distributed to households, unemployed should be done via cash payment using their BVNs.

In a lengthy article where he stated his position on the economic stimulus to Nigerians and ideas on revamping the economy Tinubu me, the APC National Leader stressed that such reliefs will help refuse hunger.

According to Tinubu: “With the fiscal latitude provided by lifting the budgetary limit, the government can render emergency sustenance relief to most Nigerian households, especially the recently unemployed, via cash payments.

“This will blunt hunger, maintain aggregate demand in the domestic economy and help sustain private-sector markets to the extent possible. Directed towards needy and modest households, such expenditure must be heavily weighted to local produce, not to imports. This will help mute inflation.

The former Lagos State Governor also gave a breakdown on how the government should distribute financial palliatives to Nigerians.

He said:

“Such payments can be done in either one or in a combination of three ways.

First, we can designate a stipend for every household. The amount should be enough to pay for the monthly needs of an “average” household for food and other basics.

Second, the stipends could be given as a form of emergency unemployment insurance to those who can prove they were relieved of employment due to the crisis.

This would be more targeted at the actual victims of the crisis but harder to administer.

This stipend would also have to be extended to owners of small and medium-sized businesses.

“Third, we could render some form of payroll support to companies and businesses that seek to retain workers albeit they may not be fully employed.

The stipend could help companies stay in operation while maintaining workers on their payroll. By maintaining workers, the company can more swiftly return to full operation when normalcy returns.

“Payment of these stipends will require hiring additional government workers to augment the existing bureaucracies to implement this program.

This administrative requirement will help boost employment and aggregate consumer demand.”

Tinubu further stated that payment of palliatives would be easier using BVN of prospective recipients for direct payments into their bank accounts.

“Payments can be made quickly by using the BVNs of prospective recipients to make direct deposits into individual bank accounts.

This will encourage those without bank accounts to establish such accounts.

This process will bring millions of people into formal banking. It will also be safer and not lead to the types of violence and crime that might follow physical cash transfers,” he added.

Politics(Breaking) Covid-19: People With Over N5, 000 In Bank Won’t Get Palliatives ― FG by uduakan(op): 11:05am On Apr 15, 2020
THE Federal Government has said that people with over N5, 000 in their bank account will not benefit from the palliatives to cushion the effect of the lockdown as a result of the COVID-19 pandemic.

The government also said that it will be using the mobile networks, to know people that top up the credit units for their phones with maybe N100 or less.

Besides, the state governments will now be involved in the distribution of food items.

Minister of Humanitarian Affairs and Disaster Management, Hajiya Sadiya Farouq, stated this while briefing State House correspondents after meeting behind closed doors with President Muhammadu Buhari at the Presidential Villa, Abuja.

The Minister also said that the Ministry will now focus on the urban poor as it carries out with President Buhari’s directive on the distribution of palliatives to cushion the effects of COVID-19 on Nigerians.

According to her, “You are aware that the President in his broadcast of Monday 13th April, directed that we expand the beneficiaries of the conditional cash transfer by one million and in this regard, we are going to focus more now on the urban poor.

“These are people who depend on the informal sector to earn their livelihood; they are daily wage earners and these are the people that we are really going to focus more on as well as people living with disabilities.”

Giving details on how to identify the beneficiaries of the stimulus, she said that the Ministry has three options to be adopted in selecting the beneficiaries of the scheme.

She said, “Well, we have three options; one, we are going to use the national social register that we already have, two, we are also going to focus on the urban poor as I mentioned, by using their verified BVN accounts to get them, that is, people that have an account balance of N5, 000 and below.

“We are also using the mobile networks, to know people that top up the credit units for their phones with maybe N100 or less. Those are also people that we consider to be poor and vulnerable. So, these are the three options that we are exploring and I am sure that by the time we get this data we will be able to give this intervention.”

She, however, said only 25 per cent of the population would benefit for now, adding that the scope might be expanded later.

She said, “Let me also say that we have a standard. 25 per cent of the total population is what we will take out. It cannot go round everywhere but we are starting from somewhere.

“25 per cent of let’s say the population of Lagos State for example is what is going to benefit from this intervention that we are doing. Going forward, we might expand it but this is what is obtainable for now.”

The Minister said her ministry intends to hand over the distribution of food relief items to State governments, so as to address the challenges associated with distribution faced in the past.

She said: “On the issue of palliatives in terms of food relief, we have an emergency response plan in place. In the Presidential Task Force on COVID-19, we have different functional groups.

“One of such groups, is that which deals with mass care, logistics and security, to be led by the National Emergency Management Agency under the Ministry and they have a structure; from National, States, down to Local Governments, where the various State Emergency Agencies and other security agencies are involved in this distribution.

“So far, we have already done the distribution together with the State authorities in these two states affected by the lockdown, together with the FCT but going forward, when we are going to give these food items, we are going to hand them over to the states because issues have come up, as at yesterday (Monday,).

“Our people were mobbed, some of them were attacked in the course of carrying out this assignment so the general conclusion is that we give this food relief directly to the State governments for them to distribute to the beneficiaries.”

EU Donation
Also speaking on the N21 billion support given to Nigeria by the European Union to fight COVID-19, the Minister said the donation is coming in form of medical equipment and provision of structures that will help Nigeria fight the deadly disease.

“This donation is coming in kind basically by way of medical equipment and also some structure to be put in place as a response to this COVID-19 pandemic.

“In that intervention, there are also humanitarian issues that would be addressed. As you are aware, this is a health emergency but at the same time it is also a humanitarian emergency so the Ministry is going to come in here because we are to coordinate all humanitarian interventions coming into the country by way of making sure that such interventions get to the poor and vulnerable in our society,” she said.

PoliticsSanwo-olu Rolls Out Palliatives As Lagos Begins Extended Lockdown by uduakan(op): 4:24am On Apr 15, 2020
Lagos State Government yesterday introduced a bumper scheme to cushion the effect of the ongoing lockdown of the state on its residents

The new palliatives were rolled out by Governor Babajide Sanwo-Olu less than 24 hours after President Muhammadu Buhari, in a nationwide broadcast on Monday night, extended the cessation of movement in Lagos, Ogun State and the Federal Capital Territory (FCT).

Sanwo-Olu announced the social intervention programmes during a briefing that followed Security Council meeting held at the State House in Marina.

The new scheme came on the heels of the commencement of the second part of Food Stimulus Packages being distributed to 250,000 vulnerable residents since the lockdown directive came into effect.
The governor disclosed that the state government was moved by the need to support and ameliorate the inconvenience being experienced by vulnerable people as occasioned by the extended lockdown.

The government is opening food kitchens in all the local councils in the State with a target to provide one meal per day to 100,000 youths.

Sanwo-Olu also announced unconditional cash transfer of undisclosed amount to 250,000 vulnerable residents and economically challenged persons who have identification numbers with Lagos State Residents Registration Agency (LASRRA)
Besides, the governor granted three months moratorium to Micro, Small and Medium Enterprises (MSMEs) and entrepreneurs that got repayable loans from Lagos State Employment Trust Funds (LSETF), deferring the payment of accruing interests by the loan beneficiaries.

Sanwo-Olu also ordered immediate release of all private and commercial vehicles impounded from March 1, 2020 for minor traffic offences by the police, Lagos State Traffic Management Authority (LASTMA) and Vehicle Inspection Agency to date.

The governor said the new palliatives were carefully drawn out to bring succour to greater number of indigent people and those eking out living from daily wages.
He said: “Before the first set of stay-at-home directives, I announced a welfare package for the indigent and vulnerable segment of the society. Though we encountered some hitches along the way, we have since revised the process and have now seen a mark of improvement in the distribution of the relief packages that is being carried out in a dignifying manner and in full compliance with all public health directives and guidelines.

“Today, I am pleased to announce additional palliatives for our citizens to further ameliorate the inconvenience occasioned by this extended lockdown. In the next couple of days, we will commence a daily ‘Food Kitchen’ programme with the target to feed about 100,000 people daily. This will largely target the youths.
“We are also cleaning up our data from our various social registers to get a clean list of truly vulnerable and economically challenged persons to enable us remit some cash to them. We aim to do these cash transfers by the end of the week to a minimum of 250,000 indigent citizens.

U.S. President Donald Trump ordered his government to give support to coronavirus-hit Italy, in a memorandum published late on Friday.

“(Italy), one of our closest and oldest Allies, is being ravaged by the COVID-19 pandemic,” Trump wrote in the memo.

Although the U.S. government’s “first and foremost responsibility is to the American people,” helping Italy will help mitigate the impact of the crisis, and demonstrate U.S. leadership, he wrote.

Trump ordered U.S. military personnel stationed in Italy to be made available to help set up field hospitals and transport supplies, fuel and food.

The order added that Italians who need medical care unrelated to the COVID-19 illness caused by the virus may be treated in U.S. military medical facilities.

U.S. Commerce Secretary Wilbur Ross was asked to encourage U.S. suppliers to deliver necessary supplies, such as medical equipment, as requested by the Italian authorities.

Italy had the highest death toll from coronavirus in the world as of Friday, with 18,849 fatalities, according to the country’s Civil Protection Agency.

The U.S. followed closely, with 18,769 recorded deaths as of early Saturday, according to a tally by Johns Hopkins University.

PoliticsRelease 150 Trucks Of Rice To 36 States –buhari Gives Final Directives To Custom by uduakan(op): 11:12pm On Apr 06, 2020
President Muhammadu Buhari has ordered distribution of 150 trucks of rice seized by Nigeria Customs Service (NCS) to the 36 states of the federation.
The Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed disclosed this while fielding questions from journalists at a news conference in Abuja on Monday.

The news conference was on the fiscal stimulus measures in response to COVID-19 pandemic and oil prices fiscal shock.

Ahmed said the seized trucks of rice had been handed over to the Ministry of Humanitarian Affairs and Disaster Management for onward distributions to Nigerians.

She added that in addition to this, the president had also approved distribution of grains from strategic grain reserves across the country.

The minister stated that as part of the effort to support the farmers, the president also approved reduction of the price of fertilizer from N5,500 to N5,000 per bag.

She added that this was another measure to give subsidy to farmers in view with the economic crisis caused by COVID-19 pandemic.

According to her, more measures will be taken to provide more benefits to the citizens.

“We don’t want to rush and announce measures that will end up benefitting only a few of the segments. Our interest is to make sure that as much as possible a lot of Nigerians are productive and have liquidity in their hands.

“This will help to increase consumption, thereby assist to improve the economy.

“This is not something we will announce in a hurry without consulting with the central ministry and also without consulting with the key participants in the sector,”

She added.

The minister noted that the emerging health and economic risks resulting from the COVID-19 Pandemic and decline in international oil prices posed existential threats to Nigeria’s economy, healthcare system, national security, as well as the lives of the citizens.

She emphasised that extra-ordinary measures would be required, as the situation evolved, to address these challenges.
