Not really. If he can get a good after his education, he can buy another house with 6-10 months savings. Take for instance, the minimum wage for salaried workers here in California is $68,000. Of course we know there are bills to pay, but if him save, one to two year savings go buy am Nice bungalow for some nice location in Lagos.

Increase salaries for security agencies significantly and it will bring people through the door, pay salaries without delays consistently , it will sustain motivation.
