I don't know about Ethiopia but I do know that Africa's problem is foundational. The civil was was caused by the British because they know Africans are easy to manipulate. Tribal government is the only thing that can preserve the strength of an African state because the only time Africans were making progress was before the whiteman disrupted them.

If Africa was never colonized the way Japan was not colonized, if the regional government was even not dismantled, there would have been little progress. The state structure is just a parasitic nonsense where the idle and unproductive are pampered. Make everyone productive and see progress.
