I have no experience with any of the two countries above.Will be moving to Calgary in a few weeks time,having lived in China for 7yrs( great place,just not having favourable laws for longterm stay and lack of some freedoms).I think your choice of movement should weigh far above the PR fees.Because in the grand scheme of things,the PR fees are negligible compared to the longterm benefits you will get regardless which country you choose.So you need to weigh the pros and cons of both the UK and Canada, and thoroughly go through these with your wife.
There are already generalities between both countries that we all know.You have to dig deeper before deciding.
