Yes probably.
If you're going to run multiple stealth accounts then use different numbers and different static vpns. Avoid clearing your cookies as much as possible and use different browsers/devices.

don't temper with the account for 2 to 3days, don't even log into the account for those days, after the 48hrs come back and try it again.. The PayPal robot is carrying out some small research on the PayPal account.

ONE OF THE FOLLOWING CAUSES IT:
1. Newly created account sending for the first time
2. Accounts that doesn't send thru fnf
3. UAE Paypal accounts.
4. Unverified accounts.

Choose which one of them has your option. But note that there is a way around it that could make your sending successful
