1. It's not about Norwegian universities allowing international students, it's about Norway allowing international students into the country. Most universities have information concerning this on their admissions page.

2. Public universities and colleges in Norway do not charge tuition fees, as such they are already offering you scholarships (kinda?). I have no idea about private schools, check their websites.

3. This year is turning out dicey but 2020 students were supposed to resume this January(see 1). Non- pandemically, schools generally resume August to September for Autumn semester.

1)Which universities in Norway are allowing international students into the country at the moment ?

2) Which university do u know that is offering Economics/Finance students fully scholarship?

3) When are universities there expected to resume new session?
