These young workers resumed duty with pride and hope, eager to serve, to grow, and to contribute meaningfully to the development of Cross River State under your compassionate leadership. Yet, for three months and more, they have remained unpaid, despite clear indications that payment processes had already begun. A Pattern Too Concerning to Ignore: Your Excellency, many affected civil servants have: seen their names consistently appear on the state payroll from September to November, received computer numbers, confirming full capture and validation within the system, been repeatedly informed that salary payment would drop soon, but to no avail. They have been instructed to submit alternate bank account numbers, even after the initial accounts were accordingly, reversed payment. Yet despite all of these steps, no payment has been credited to any of the affected workers. A System Sending Mixed Signals Your Excellency, upon seeking clarification, the workers were informed that the initial accounts could not receive funds, and that their salaries were reversed. However, on curiosity, banking professionals later explained that an account typically fails to receive funds only when it was opened without even a first deposit, raising serious questions about why accounts paid for with ₦6,000 activation fees were not properly validated. Meanwhile, payroll visibility, system updates, and confirmed computer numbers all indicate that payment was initiated. This contradiction, between what the system shows and what workers experience, has caused deep emotional distress and legitimate concern. A Modern Workforce That Understands the System Your Excellency, it may interest you to know that the newly employed civil servants of today are informed and digitally aware. They understand: Payroll systems, data visibility, computer number significance, Banking processes, the digital trail of payroll reversals, they are enlightened, patient, and resilient, but they are also struggling. Three months without salary, after resigning from previous jobs, relocating, settling into new roles, and borrowing to survive, has taken a great financial and emotional toll. Your decisive leadership can correct these lapses swiftly and honorably. A Most Important Point: The affected civil servants have submitted Alternate Account Numbers. Your Excellency, the affected civil servants have fully complied with all directives to the best of my knowledge. They have already submitted alternate personal bank accounts as requested. This means: There is no outstanding requirement on their part. Every step demanded of them has been completed. All that remains is the release of their pending salaries and arrears. Your intervention at this moment will immediately restore hope, confidence, and morale. What May Be Beneficial at This Time Your Excellency, you may consider: 1. A discreet but comprehensive review of salary entries for newly employed civil servants from September till date. 2. Verification of all salary reversals to ensure every reversed fund is properly accounted for. 3. Immediate release of all outstanding salaries and arrears, since alternate accounts have been successfully submitted. 4. Stronger oversight of payroll and account-opening processes to prevent future inconsistencies or exploitation. The Christmas lights represent hope, joy, and unity,a moment families and visitors look forward to every year. But as the lights shine over the city, hundreds of newly employed civil servants remain in deep distress. These workers were recruited purely on merit, completed all documentation properly, and even opened their current accounts as directed, believing that their salaries would follow immediately. They resumed work the very next day after receiving their appointment letters, as instructed, faithful, hopeful, and ready to serve. Yet, almost a year later, many have not been paid a single month. Workers recruited at the same time, such as accountants and procurement officers, have been paid already, while others are left behind. This selective salary payment has created frustration, hardship, and emotional exhaustion. Many now survive on borrowed money just to transport themselves to work. Some struggle to feed their families. Others are emotionally drained, but still show up every day because they believe in the system and in the leadership of Governor Bassey Edet Otu. We've been told some might be on the payroll, but the truth is, all new staff deserve equal treatment. Although the payroll has been officially done, I humbly request that it be recalled to include the newly recruited staff. This small gesture would bring immense relief to these dedicated workers. Open Letter to Governor Prince Bassey Otu Dear Governor Prince Bassey Otu, I appreciate your efforts in leading Cross River State since assuming office. Your approval for the recruitment of civil servants last year was a welcome move. However Sir, you may not be aware but it's concerning that the newly recruited civil servants have not received their salaries for five months, despite reporting to work. With the high cost of living, transportation challenges, and rising commodity prices, it's becoming increasingly difficult for them to continue working without pay. We've been informed that some workers might have been added to the payroll, but the reality on the ground is that all they newly staff and not some should be payroll. They newly recruited workers have been told already that few will receive October salary but others wouldn't, why they disparity? I urge you to look into this matter urgently and order for the payment to all newly recruited civil servants and also facilitate the payment of their salaries from August 2025 to October 2025, so to maintain your mantra as the government to the people.
