Well, as you have just seen, genocides are not primarily counted by the number of casualties but by the intent of the massacre.

Another name for it is "racial killing".

Palestinians are a nation. They are also ethnically Arabs. And Israel is targeting and killing them deliberately with the aim of destroying them.

That's why it's called a genocide.
