Our attention has been drawn to a misleading statement credited to a purported media aide of a former Governor of Oyo State and chieftain of the All Progressives Congress, His Excellency, Otunba Adebayo Alao-Akala, in relation to our latest enforcement drive against tax defaulters.
We wish to debunk the insinuation in the said statement suggesting that the exercise, including past enforcements, as well as future initiatives were political vendetta targeted at certain imaginary opposition to the ruling government.
For the avoidance of doubts, our agency gave ample opportunity and enough notices to tax defaulters to reconcile their records with the board and make statutory payment through advertorials in national newspapers weeks before the enforcement team began the exercise.
Since the exercise began, we have shut many financial institutions, companies owned by respected statesmen, private and public entities that have defaulted in tax payment, in order to demonstrate our impartiality.
During our last outing on Thursday, we shut many firms and business premises, whose owners were yet to yield to our civil and legal approaches to make them to comply with extant laws and regulations on the performance of their civic obligations.
Among these were an event hall owned by the University College Hospital (UCH), Ibadan, National Horticultural Research Institute (NIHORT); a business plaza known as Ile Itesiwaju; Wemabod, owned by Oodua Investment Company, Carlton Gate Hotel, and NUT Teachers House, among others.
Coincidentally, Ile Itesiwaju is said to be owned by HE Otunba Alao-Akala, who happens to be a former governor of the state.
When words got to the Governor, His Excellency, Senator Abiola Ajimobi, about the status of the building, His Excellency immediately directed that we reopen it in order to give the owner more time to reconcile with the Board of Internal Revenue and make the necessary payments.
We have since complied with the governor’s directive and business activities have resumed on the premises pending when they will clear the debt owed the state government, as no defaulter is exempted or protected under the law.
However, the board will like to emphasis that it will not treat any defaulter of taxes, levies and dues as sacred cow nor exempt any institution covered by the extant law from paying taxes.
We want to use this opportunity to again appeal to businesses and individuals still in the breach of tax payment not to wait for our enforcement teams to seal up their premises before they approach our offices to regularize their payments.

In continuation of its aggressive tax drive, the Oyo state government on Tuesday shut down the business premises of Obasanjo Farms, located in Oluyole Industrial Estate, Ibadan, MRS oil in the Oyo state capital city.

The farm is one of the sixteen other business organizations that were shut for defaulting in the payment of the environmental development levy due to the state government.

The companies are said to have defaulted in the payment for the year 2017 and or 2018.

The exercise by the combined task force teams of the Oyo State Inter-ministerial Enforcement Unit was being coordinated by the Oyo State Board of Internal Revenue.

Locations visited by the task force team included Dugbe, Eleyele, Podo, Challenge, Onireke areas of the capital city.

Some of the other firms affected in the seal up by the task force team include Black Horse, Heinemann Educational Books, Lister Flour Mills, and University Press Limited.

Others are Evans Brother, Brooking House, Group Medical hospital, Butterfield bakery, Chicken Republic, MRS oil and Rasmed publicity.

While addressing the press, the chairman, Oyo state Board of Internal Revenue (OYBIR), Mr. Bicci Alli said the exercise became inevitable due to the failure of the affected firms to comply with the state tax laws after series of formal communication failed.

Stressing that the enforcement will be continuous, he warned all corporate organizations in the state to do the needful and be corporately responsible in line with the laws of the land.

He said “the exercise we carried out today (Tuesday) is not something new and not outside the law. It is within the law. We went to restrain some corporate organizations that failed to pay what is due to Oyo state government after giving due notices, demand notices and even public notices to that effect and they failed to pay.

“So we went to those places to distrain them from having access to their premises and it’s going to be a continuous exercise, all through the week and even next week.

“What they are guilty of is the payment of the environmental development levy. Some of them owe about two years. We wrote to them and gave them notices to pay, they refused to pay. It was as a result of their failure to pay that we now embarked on the needful.

“But it's so sad that not until we have to take this step against the firms that they are now actually coming out to pay.  

“Government is not interested in disrupting the business of these corporate organizations, the business of government is to create an enabling environment for business to thrive which Oyo state government has done tremendously well in the last few years and that's why you see businesses springing up on daily basis in Oyo state.  The government cannot disrupt their businesses unless where it is absolutely necessary.

“The focus now is that we will collect every kobo that people are owing the state government, we did publication on August 13, in two widely read newspapers, drawing the attention of corporate organizations and individual residents of Oyo state to pay all their taxes, dues and levies that are supposed to pay to the state government within 14 days.

“But that was like a reminder, prior to that: we served demand notices in line with extant laws on corporate organizations, individuals to pay their taxes. Some of the taxes are due early January, February, March, depending on the position of the law. However, when they failed to pay, we did the reminder in line with the position of the law and we now did a public notice on 14th August, giving them 14 days to be able to pay. So, nobody could tell us that they were not informed.”

Activities were paralyzed in many banks in Ibadan, the Oyo state capital, Monday morning as a combined task force team of the Oyo State Interministerial Enforcement Unit swoop on the financial institutions to enforce tax compliance.


As early as 9am, no fewer than 20 different branches of the various bank had been shut with sealed notices placed at the property.


Some of the areas the enforcement team carried out their activities include, Dugbe, Mokola, Idi-Ape, Agodi Gate, Secretariat Road, Challenge, Jericho, Bodija, UI among others.


Some of the affected banks include, Diamond, Stanbic IBTC, Skye, FCMB, Heritage,


Immediately the officials of the affected banks were seen running around to tidy up their papers to save losing the whole days business.


While some succeeded in making the necessary payment as fast as they could to resume operations, some others were seen still trying to reach out to superior authority for further directive.


A source within the government enforcement team said the affected banks defaulted in the payment of the annual environmental development levy.


The tax, which is paid to the coffers of the state government is said to be payment for the impact of the various business and corporate entities on the environment across the state.


The affected banks were also said to have been found guilt for various duration ranging from 2015 to 2018, despite series of official communications and reminders to the management at different times.


It would be recalled that the Oyo State Board of Internal Revenue (OYBIR), the coordinating agency for collecting all government revenues had last month issued a 14 day ultimate to all tax payers in the state to pay up all outstanding dues and levies to the coffers of government.


The Chairman of the Board, Mr Bicci Alli had warned in the paid advertorial that the agency would embark on massive enforcement to seal up all erring corporate organisations on the expiration of the ultimatum.


But a source hinted that about two weeks after the expiration of the 14 days, the OYBIR had also written series of reminder letters to the affected banks, to which no response was gotten until the enforcement.


Many people who were within the affected bank premises when the enforcement team sealed up were seen with shock on the faces and expressing disappointment that cooperate organizations like banks could default in tax payment.


Alli said, the enforcement team decided to focus on banks to serve as deterrent to other defaulting corporate organisations, adding that the exercise is continuous.
