President Goodluck Jonathan has signed the 2015 Appropriation Bill into law, THE PUNCH has authoritatively learnt. Investigation by our correspondent on Monday revealed that Jonathan decided to sign the budget into law a couple of days back without fanfare. As of the time of filing this report, it could not be confirmed why the President had kept the development away from public knowledge. The Senate had passed the 2015 budget on April 28, following the passage of the same bill by the House of Representatives on April 23, with an expenditure outlay of N4.493tn, up from the N4.425tn proposed by the Executive. There have been concerns among Nigerians on whether Jonathan will sign the budget before May 29 when he will formally hand over to Muhammadu Buhari or he will leave it behind for the incoming administration which is believed may still prepare a supplementary budget. But a Presidency source told our correspondent that the President signed the budget about two weeks ago immediately after the document passed by the National Assembly was transmitted to him. The source, however, said he did not know why the President chose to sign the document without making it public. When contacted, the Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, also confirmed that Jonathan had signed the budget. Although he also did not give any reason why the signing was not made public, Abati said the President signed the document “some weeks back.” The Senate, in passing the budget, slightly reduced the N2.607,601, 000,300 proposed by the Executive to N2.607,132,491,708 as recurrent expenditure and simultaneously scaled down the capital expenditure from N642,848,999,699 estimated in the proposal to N556,995,465,449. The Chairman, Joint Senate Committee on Appropriation and Finance, Mohammed Maccido, explained that the details of the figure approved by the Senate in the document were not different from the version passed by the House of Representatives. He added that the budget would be driven by $53 oil benchmark, an exchange rate of N190 to one US dollar; 2.2782m per barrel crude oil production per day; and a deficit gross domestic product of -1.12 per cent. The budget also put fiscal deficit at N1.075tn; N953bn for debt service; N375.6bn as statutory transfers. Education takes the lion’s share of the budget with N392.3bn; followed by the military which gets N338.7bn while police commands and formations will receive N303.8bn. In the same vein, N237bn was voted for the health sector; N153bn for the Ministry of Interior while N25.1bn was budgeted for the Ministry of Works. Jonathan and successive heads of government had been signing the fiscal document in the full glare of media representatives and some members of the public, including the leadership of the National Assembly except for the period when the late President Umaru Yar’Adua was sick and members of his kitchen cabinet claimed that he signed the budget on his sick bed abroad. The situation however changed in 2013 when a bad blood between the executive and the legislature over their differences on the budget forced Jonathan to sign the document in secret. That year, Abati only issued a statement announcing that Jonathan had signed the bill into law. Also last year, Jonathan signed the 2014 budget in secret and handed it over to the Minister of Finance, Dr. Ngozi Okonjo-Iweala, and the Director, Budget Office, Dr. Bright Okogu, for implementation, two days after he signed it. Abati had explained then that Okonjo-Iweala was not around when the President signed the budget, hence the need to formally it hand over to her. “The President actually signed the 2014 Budget two days ago. But you know that the Minister of Finance was not in town. So he needed to hand over to her and the Director Budget for onward transmission. That was what he did today. If you are a regular user of the Ijora flyover bridge, you may have consciously or otherwise noticed a perimeter fencing with two gates shielding two primary schools, a junior high school and an abandoned health centre with ugly shanties erected around the perimeter fencing. The schools are Banjo Primary School, Ebenezer Primary School and Ogbo Junior High School, all in the swampy Otumara community, Ebute Metta West, Lagos State. Located in an unfriendly and inhabitable environment, students of these schools are exposed to various dangers, including diseases and attacks from street urchins and animals . The schools which are near Brickfield Street, Apapa have a minimum of 500 students each. The sorry state of these schools, particularly Banjo Primary School, however, demands urgent attention from relevant authorities. Until recently, when a non-governmental organisation offered a helping hand by erecting the perimeter fencing which was estimated at about N2 million, students of these schools were unintentionally mixing freely with street urchins and domestic animals that have made the schools their abode. Apart from that, uncleared refuse dumps and weeds competed for space in the schools premises. Same applies to the abandoned, vandalized health centre where street urchins usually pitch their tent irrespective of government presence. Banjo Primary School has only six teachers attending to over 500 pupils. The teachers are supported by a head teacher and an assistant head teacher to carry out academic duties. This is apart from the fact that the school is made up of only six classrooms which are in advanced state dilapidation. An resident who pleaded anonymity told Vanguard Metro, VM, that some of the pupils have been raped due by undesirable elements that usually hang around, although none of the victims has spoken out. To make matters worse, some parents said that during the rainy season, the premises are usually flooded. VM gathered that Senator Remi Tinubu offered to donate three classrooms through a contractor who did not complete the project. This was also the case with the four-year-old dilapidated six classrooms building which was said to have been badly constructed. VM was informed when the former head teacher called the attention of the contractor to the shoddy job, the contractor had threatened to deal with her. As at the time of filing this report, some worried parents are appealing to all relevant authorities to come to the aid of the school as there are very strong indications that it might cave in any moment and endanger the lives of the innocent pupils. One of the parents, 50-year-old Mrs Basirat Abdukareem, said several complaints have been expressed over the matter in the past but nothing has been done so far in response. ‘’We shall not stop calling on government until our prayers are answered,” she said. Another parent, Mr Olokunola Adisa, said he was planning to relocate to another area due to the poor condition of the school. ‘’The classroom block can collapse any moment. So, I am planning to relocate my children but this is difficult because that is the only school around here. With effect from May 29, 2015, the President-elect, Muhammadu Buhari, will drop the title “general” from his name. The retired Army general, has chosen to be addressed as President, Commander-in-Chief of the Armed Forces Federal Republic of Nigeria. This was contained in a statement signed by the Director of Media and Publicity of the All Progressives Congress Presidential Council, Mallam Garba Shehu, in Abuja, on Sunday. The statement read, “As from May 29, 2015, the President-elect and Vice President- elect are to be respectively known and addressed as Muhammadu Buhari, President, Commander-in- Chief of the Armed Forces Federal Republic of Nigeria and Prof. Yemi Osinbajo, SAN, Vice President, Federal Republic of Nigeria.” The media team also unveiled the official portraits of the incoming President and Vice President. Buhari is the second retired army general to drop general from their names on assumption of office as President. The first was General Olusegun Obasanjo who exchanged the title with Chief, on assumption of office as civilian President in 1999. A trader, Fatimo Nurudeen, on Friday pleaded with an Agege Customary Court in Lagos State to dissolve her 12-year-old marriage for alleged frequent beating and fetish practice by her husband. Fatimo, 31, who lives at 32, Akiode St., Ibafo, Ogun, told the court that her husband beats her frequently. “I don’t think my husband is normal because he beats me as if we are in a boxing competition. “Also, he brought home a substance suspected to be fetish in nature and put it in our room. I was afraid of it, and my children and myself had to run for our dear lives from our matrimonial home. “My husband drinks to stupor and smokes Indian hemp, after which he usually loses self control. “I do not love him anymore, I want a dissolution of our marriage ,” the mother of two children; ages seven years and ten years said. Fatimo also told the court that she had been the one responsible for the upkeep of her children before and after she had packed out of her husband’s house three years’ ago. “I want the custody of my children but I want him to be responsible for their monthly upkeep,” she said. The husband, Ayomide Yakubu, 35, a welder by occupation, failed to appear in court. The President, Mr Phillips Williams, told the woman to maintain the peace and ordered the court registrar to serve Yakubu another court summons.
