In a resolution in Abuja, the House also queried a recent claim by Arase that the police had procured and deployed additional surveillance cameras in many parts of the country. The House, which was presided over by the Speaker, Yakubu Dogara, noted that there was no evidence of the cameras Arase claimed the police deployed, while kidnapping and other violent crimes had merely escalated in number lately. Asking Arase to explain how the N10bn was utilised, the House stated, “The House is aware that the rate of kidnapping, profile murder and other crimes in Nigeria are presently on the increase. “The House is further aware that there are not enough equipment and surveillance cameras deployed by the IGP to facilitate the reduction of violent crime in the country.” Lawmakers took the decision to probe the utilisation of the N10bn after a member from Plateau State, Mr. Johnbull Shekarau, drew the attention of the House to the rising cases of kidnapping across the federation under matters of urgent public importance. The House also raised concerns over the utilisation of a separate N8bn released to the police to rehabilitate police training colleges ahead of the ongoing recruitment of fresh 10,000 personnel by the police. It observed that though the Police Service Commission had begun the recruitment, the colleges that would train the new personnel remained in a dilapidated state. Part of the resolution read, “The House notes that the President released over N8bn to facilitate the proposed recruitment of the 10,000 police personnel in Nigeria. “The House is worried that till date, the police training colleges are still dilapidated and infested with rodents, a condition not conducive for the effective training of police recruits.” The House directed its Committee on Police Affairs to conduct the investigation and produce a report within two weeks. The committee, by procedure, will summon Arase to appear in the course of the investigative hearing |

The accused persons were arraigned before Justice M. M. Kolo of a Federal Capital Territory High Court sitting in Wuse, Abuja. According to the EFCC, Ugbolue, who was the Special Assistant, Media and Communications; and Pepple, the former Technical Assistant on Reintegration, were to be arraigned alongside their principal, Kuku, but due to his (Kuku) continued absence in court, his name was removed from the charge to enable the two others to enter their plea. Kuku and Ugbolue were alleged to have conspired among themselves and awarded contracts running into millions to companies in which they had interests. Ugbolue, according to the anti-graft agency, is the sole signatory of Great & Gamaliel Alliance Limited, the company which provided integrated management of communications and stakeholders’ engagement chain for the office of the Special Adviser to the President on Niger Delta. Pepple is director and sole signatory for KER Global Wave Limited which was awarded a contract to provide Reintegration Support Services by the Office of the Special Adviser to the President on Niger Delta Affairs under the Presidential Amnesty Programme |

Villagers, who spoke with our correspondent, said more than N500,000 was stolen by the attackers. They alleged that apart from money, clothes, shoes and foodstuffs that were taken, cooked food items were taken away by the attackers who had a field day roaming the places for more than seven hours. Various sources also put the number of the attackers at between 30 and 40. Owner of one of the farms, Ayodele Adigun, called on the Federal Government to intervene in the frequent Fulani herdsmen attack on the communities lying on the border between Oyo and Osun states. He said unless urgent step was taken, the situation could degenerate into an ethnic clash. A supervisor at the farm, Olaonipekun Ogunkolade, explained that the attackers stormed the farm around 8pm in a commando style, wielding guns and other dangerous weapons. The supervisor said the attacker gathered the workers into groups and held them hostage while the operation lasted. He said they were thoroughly beaten and threatened with their weapons. The injured guard was later found in the pool of his own blood after a headcount showed that he was missing. Another worker, simply identified as Haruna Usman, said he escaped death after he was shot by one of the attackers as he was returning to the farm. Usman, who was coming from Jos in Plateau State, said, “The robber who chased me was speaking Fulani language to me. Later, he spoke Hausa, telling me to stop. He threatened me that he would shoot me if I didn’t stop.” When The PUNCH visited the injured guard, Jimi Aido, at the Iwo Medical Centre, Iwo, Osun State, the senior medical officer on duty, Mrs. Adeola Adelabu, said that the health condition of the victim was stable. When contacted, the Police Public Relations Officer, Oyo State Command, Adekunle Ajisebutu, said he had yet to be briefed about the attack and that he would get back to our correspondent. Kamarudeen Ogundele, Ado Ekiti The Publicity Secretaries of the All Progressives Congress in the South West States have criticised Ekiti State Governor, Ayodele Fayose, over his objection to the $2bn China loan to Nigeria. In a statement jointly signed by the APC spokesmen of Ondo State, Omo’ba Abayomi Adesanya; Ekiti, Taiwo Olatunbosun; Ogun, Sola Lawal; Joe Igbokwe of Lagos and their Osun counterpart, Mr. Morakinyo Akintola, they said the call became inevitable on account of the alleged persistent odd conduct by the governor before and after he assumed office for the second term. “His thoughts and emotions have been so impaired that he has completely lost decorum and conduct expected of a man that can safely live in peace with other people in a sane society where the law works.” Listing instances where the governor had displayed questionable conducts, they said, “The governor went to the House of Assembly with the gavel to conduct a voice vote to pass the 2016 budget. “He sits on the road median treating official files and goes to the market personally carting away traders’ tables and chairs, including their wares. “The last was his embarrassing and illegal communication with the Chinese authority urging President XI Jinping to refuse financial assistance to Nigeria to enable the country address her economic challenges. “Also in China, he mounted a rostrum at a train station addressing travellers in tattered clothings and posted his photograph on the Internet, claiming that he was addressing investors in China even when there was no Federal Government’s approval that he ought to seek before a state can embark on such diplomatic trip. “Besides, Fayose’s intervention on the nation’s appropriation matter is an exclusive function of the National Assembly.” The Spokesmen urged the Yoruba monarchs to caution the governor to save him from self-ruin. “Governor Fayose is one of our sons. He needs help. We want him to succeed as an individual and as the Governor of Ekiti State (The Land of Honour). Therefore, we cannot continue to watch him drag the revered name of Yoruba in the mud in the name of government’s criticism. Tompolo, Igo, Julius, Victor, Norbert, Emmanuel and Clement were declared as being “now at large” when the charges were read before a Federal High Court in Lagos on Monday. But Akpobolokemi himself, two females, Josephine Otuaga and Rita Uruakpa and one Kime Engozu, who were also listed as defendants in the amended charge, were present in court on Monday to answer to the charges. The other defendants in the charge were six companies, namely: Mieka Dive Training Institute Ltd./GTE; Oyeinteke Global Network Ltd.; Wabod Global Resources Ltd.; Boloboere Properties Estate Ltd.; Gokaid Marine Oil and Gas Ltd.; and Watershed Associated Resources. The charges bordered on conspiracy, advanced fee fraud and money laundering. In one of the counts, the EFCC alleged that the defendants conspired among themselves to defraud the Federal Government between December 2, 2014 and April 10, 2015, by inducing the Federal Government to deliver N11.9bn to them. The EFCC claimed that the accused persons induced the Federal Government by “falsely pretending to the Federal Government that a parcel of land and its appurtenances situated at Mieka Dive Training Institute, Kurutie, Warri South-West Local Government Area of Delta State had been acquired by NIMASA for the temporary campus of the Nigerian Maritime University, Okerenkoko.” By allegedly making fraudulent and false representations to the Federal Government, the EFCC said the defendants violated Section 1 (b) of the Advanced Fee Fraud and other fraud related offences Act, 2006 and were liable to punishment under Section 1(3) of the same Act. In another count, the EFCC accused the defendants of fraudulently converting N13,027,564,822 belonging to NIMASA to theirs in 2014. The offence is said to be contrary to Section 18 (a) of the Money Laundering (Prohibition) (Amendment) Act, 2012. The defendants were also accused of swindling the Federal Government to the tune of N11.940bn, by presenting a forged Certificate of Customary Right of Occupancy of Bendel State of Nigeria, dated May 6, 2014, to NIMASA on the false claim that the forged document was genuine and issued by the Warri South-West Local Council, Delta State. For the alleged offence, the EFCC said the defendants were liable to being punished under Section 1(2)(c) of the Miscellaneous Offences Act, Cap. M17, Laws of the Federation, 2004. But Akpobolokemi and his alleged accomplices pleaded not guilty to all the charges. The presiding judge, Justice Ibrahim Buba, subsequently admitted them to bail. Akpobolokemi, who had earlier been arraigned along with others by the EFCC at two different times before Justice Buba, was allowed to continue with a bail granted him by the judge on March 22, 2016. The 2nd defendant, Engozu, who had also been earlier arraigned, was also allowed to continue with the bail granted him on March 22, 2016. The 3rd and 4th defendants, – Otuaga and Uruakpa – were granted a N50m bail each with one surety in like sum. The judge said the surety must be resident in Lagos and must own a developed landed property and swear to an affidavit of means. The money was diverted by the Office of the National Security Adviser from a Signature Bonus Account in the Central Bank of Nigeria. The N10bn is believed to have been diverted from oil receipts as follows: $5m (November 14,2014); $47m( November 27, 2014); €4m (December 3, 2014) and €1.6m(December 24, 2014) While Adegbe was arrested but later released, Dudafa was said to have fled to either Dubai or a Caribbean country where he stayed for several months. However, impeccable sources at the EFCC told our correspondent that Dudafa was arrested by operatives of the Department of State Services upon arrival at the Murtala Muhammed International Airport, Lagos on Monday. The source revealed that immediately Dudafa was screened at the port of arrival, the DSS operatives were alerted and he was immediately picked up. The ex-presidential aide, who hails from Bayelsa State, was subsequently interrogated and then transferred to Abuja. A source, who did not want his name in print, said, “We have arrested Dudafa. He arrived at the Murtala Muhammed Airport in Lagos and was swiftly arrested by the DSS. He was subsequently flown down to Lagos and handed over to the EFCC. “He is in our custody as we speak and our findings will be made public in due course.” When asked to explain the crux of the case, the source added, “The money was diverted from the CBN to bribe or settle the PDP delegates to adopt ex-President Goodluck Jonathan for a second term. “Dudafa is expected to provide the list of beneficiaries of the largesse. All the beneficiaries will be unveiled by the EFCC and they have to refund public funds.” The source explained that the N10bn was taken from the Signature Bonus Account (oil block account) with the CBN. In his Statement of Witness/Accused Person which had been filed in the High Court of the Federal Capital Territory, the embattled former NSA, Col. According to the complainants, Prince Ejikeme Mgbemena and Frank Egbon, the suspect allegedly promised them that he would invest the money under the Citizenship and Immigration Services Employment Based Fifth Preference (EB-5). The complainants further alleged that the suspect promised to provide American Green Card for members of their families below 18 years. The charges read in part, “That you Marco Anthonio Ramirez, being the Manager of Eagle Ford Instalodge Group LP and USA NOW LLC and you EAGLE Ford Instalodge Group LP and USA Now LLC on or about May 21, 2013 in Abuja within the jurisdiction of this honourable court with intent to defraud obtained through an account titled Eagle Ford Instalodge Group LP domiciled at Wells Fargo Bank USA the sum of $55,000 from one Ejikeme Mgbemena under the pretext of investing for him under the United States Citizenship and Immigration Services Employment Based Fifth Preference (EB-5) Regional Center Program with pretence you knew was false and thereby committed an offence contrary to Section 1(2) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 and punishable under Section 1(3) of the same Act.’’ The accused person pleaded not guilty to the charges. In view of his plea, the prosecution counsel, Samuel A. Ugwuegbulam, asked the court for a date for trial. Consequently, Justice Affen adjourned the case till May 21, 2016 for the hearing of bail application and ordered the accused to be remanded in the EFCC custody. punch |

The Nigeria Labour Congress has called on senators who benefited from a recent purchase of 108 brand new Toyota Land Cruiser vehicles by the Senate to immediately return same or face the wrath of the Nigerian people. The union described the purchase, coming at a time the country is enduring excruciating financial crisis, as a crime against the people. Reports said senators have started taking delivery of the new Sports Utility Vehicles, SUVs, since last week at the rate of N35.1 million per unit. In a statement by the NLC president, Ayuba Wabba, on Monday, Labour said it was “morally despicable and shameful” that the lawmakers embarked on such acquisition when they were supposed to occupy themselves with issues that would benefit the people. “We consider appalling, insensitive and greedy the decision of the Senate to acquire 108 Toyota Land Cruiser jeeps (one for each member less the Senate President) after collecting car “loans” in August last year for the same purpose,” Mr. Wabba said. “It is equally morally despicable and shameful that they are doing this after publicly admitting that the standing committees of the Senate are unable to perform their statutory functions due to paucity of funds.” Mr. Wabba said the prices of the vehicles were grossly inflated and demanded that the lawmakers explain where they sourced the funds since the 2016 Appropriation Bill had not been signed into law. “We at the Nigeria Labour Congress equally consider it a willful and grievous criminal act the inflation of the unit cost of each of the cars by over a 100 percent, as each car supposedly cost N35.1 million instead of N17 million. “Aside from this, Nigerians are keen to know from where they got money for the purchase of these cars without appropriation.” Mr. Wabba also rubbished the explanation put forward by the Senate to justify the purchase. “The defence offered by the Senate spokesperson, Aliyu Sabi Abdullahi, is laughable and childish. According to him, Special Advisers use jeeps, why not Senators or do Nigerians expect them to trek to work? And in any case, cars are capital projects! “Couldn’t this have been put to better uses such as the constituency projects of these same Senators? At a time with severe economic challenges and deepening poverty in the land, can the Senate afford this level of reckless luxury and arrogance? “The answer is “no”. “Their multiple acts of criminality, ranging from acquiring these cars after previously taking loans for the same purpose; spending money without appropriation and over inflating costs constitute not just corruption but a crime against the Nigerian people whom they claim to represent,” Mr. Wabba said.
