On the same day, the CSTO Council convened at Armenia's request and dispatched an observation mission to assess the situation, compile a report, and devise proposals to alleviate tensions along specific areas of the Armenia-Azerbaijan border.

⚡A British Royal Navy nuclear submarine suffered a "concerning" malfunction while diving, the BBC has been told. The incident on board the unnamed Vanguard class submarine, which carries the UK's trident nuclear missiles, happened more than a year ago while it was preparing to go out on patrol. A defence source said "there was a problem and it was concerning", but that it was picked up by "the system". A Royal Navy investigation into the incident took place, the source said. But they declined to give further details. During the incident the main depth gauge on the submarine failed as it was diving, a defence source confirmed, but a secondary depth gauge was still working.

⚡European Union countries have quietly funded Vladimir Putin’s war machine to the tune of €6.1 billion (£5.4 billion) this year through the purchase of liquefied natural gas (LNG), The Telegraph reports. The bloc has bought up more than half of Moscow’s LNG exports, with Spain and France being the second and third largest buyers behind China. Eurostat trade data acquired by The Telegraph shows Madrid sent €1.8 billion to Moscow in the first nine months of the year. Europe’s second-largest purchaser was France with shipments worth €1.5 billion arriving in its ports, while Belgium followed closely behind buying €1.36 billion worth of Russian LNG. Some of Kyiv’s most ardent backers in Europe, including Estonia and Lithuania, also continued to send money to Moscow for LNG. Previous analysis of European imports of Russian LNG suggested purchases were up 40 per cent compared to 2021, before Putin ordered the invasion of Ukraine. This is despite plans by the EU to end its use of Russian fossil fuels by 2027.

⚡Armenia will transfer Tochka-U tactical ballistic missile systems and Osa-AK anti-aircraft missile systems to Ukraine, Russian source Rybar claims. According to Rybar, agreements on this may have been reached during a meeting between Armen Grigoryan, Secretary of Armenia's National Security Council and Ukrainian president’s powerful chief of staff, Andrii Yermak with the assistance of the Americans. The exact number of available launchers and missiles is unknown: according to open sources, there were at least three, but according to Rybar, several more modernized Tochkas were transferred to the Armenians by Russia. And all of them, along with an impressive ammunition supply (up to 200 missiles), could end up in Ukraine. At the same time, the White House is actively pushing the issue of transferring the Osa-AK anti-aircraft missile systems, which are in service with the Armenian Armed Forces, to the Ukrainian Armed Forces. Their number, taking into account losses in the Second Karabakh War, can be up to 30-40 units.
