⚡Ukraine’s foreign minister was in China Tuesday for talks on how officials there might help end the war with Russia, whose ties with Beijing have grown stronger since the conflict began.

Ukrainian Foreign Minister Dmytro Kuleba’s visit until Friday is his first since the war began in February 2022.

Kyiv said Kuleba’s visit would focus on “ways to stop Russian aggression” as well as “China’s possible role in achieving a sustainable and just peace”.

Beijing said Tuesday the talks would focus on “advancing China-Ukraine cooperation and other issues of common interest”.

“On the Ukraine crisis, China always believes that an early ceasefire and a political settlement serves the common interests of all parties,” foreign ministry spokeswoman Mao Ning said.

“China will continue to stand on the side of peace and dialogue,” she said.

Russia will build an oil refinery in Cuba, negotiations are already underway, said State Duma Deputy Speaker Alexander Babakov.

The largest Russian state-owned companies can take part in the project.

The construction of a refinery was discussed while the State Duma delegation, headed by the Speaker of the House Vyacheslav Volodin, was in Havana. The next step could be the creation of enterprises for deeper processing of petroleum products, including the production of fertilizers.


A meeting was held between the Chairman of the State Duma and the President of Cuba, Miguel Diaz-Canel Bermudez, at which issues of bilateral cooperation between Russia and Cuba, intensification of economic ties and tourism were discussed.

“Your visit confirms the remarkable state of political and economic ties between our countries. We continue the exchange of bilateral delegations at the highest level,” said Miguel Diaz-Canel Bermudez.

The Chairman of the State Duma also met with the Chairman of the National Assembly of People’s Power and the State Council of the Republic of Cuba, Esteban Lazo. He emphasized that Russia and Cuba have an unprecedented level of relations, the dynamics of which are set by Presidents Vladimir Putin and Miguel Diaz-Canel Bermudez.

⚡After changing arms export rules, Japan announced the delivery of Patriot missiles to the United States with the expectation that they would be redirected to Ukraine.

Now Tokyo can supply finished products, not just parts, to countries that have the appropriate license. This could ease Japan's ban on military exports, making it easier for the United States and Europe to arm Ukraine.

Last June, the Wall Street Journal reported that Japan was considering supplying 155mm projectiles to Ukraine, and a few days ago there was speculation that it might increase production of missiles designed for Patriot systems.
