⚡The European Commission is preparing to release billions of euros in EU funds to 🇭🇺 Hungary currently frozen because of rule of law concerns, in a move that could secure Budapest’s support for an increase to the bloc’s budget and significant financial assistance to 🇺🇦 Ukraine. Releasing the funds, which have been frozen since last December, would mark a victory for prime minister Viktor Orbán, who has vowed not to agree to any increase in the 🇪🇺 EU budget until Hungary’s access to it is restored. The commission intends to unfreeze about €13bn in funding before the end of November, three officials briefed on the discussions told the FT.

⚡Axios: The Biden administration is scrambling to try to assure 🇺🇸 U.S. allies that war aid to Ukraine will continue despite the growing number of Republicans in Congress who oppose it. Biden is scheduled to hold a conference call with the leaders of the G7 countries and several other European allies. One European diplomat said Biden's team is telling allies that it's working on an agreement with Congress to allow continued military aid to 🇺🇦 Ukraine.

⚡️Armenian Parliament ratified the Rome Statute, despite the strong opposition of the 🇷🇺 Russian Federation. The Rome Statute is the treaty that established the ICC with jurisdiction over certain international crimes, including genocide, crimes against humanity, and war crimes. Armenia signed the Rome Statute in 1999 but has not ratified it. Armenian PM Nikol Pashinyan has supported its ratification, arguing it will strengthen 🇦🇲 Armenia’s security and has nothing to do with Armenia-Russia relations.

Mexican Congressman Brasil Alberto Acosta Peña said that the terms of trade with the United States imposed a number of restrictions on cooperation with so-called countries “not meeting the standards of political and economic democratization.” “I think Mexico should be in BRICS. Our country is interested in this. The problem is not that our government does not have the will to do this. It's about relations with the 🇺🇸 United States. About 80% of our exports come from the USA, which is a big problem for us. Thus, the United States becomes an obstacle on the way to BRICS, because if they decide to cut off trade ties with us, the Mexican economy will suffer greatly,” the parliamentarian said. Translated into 🇷🇺 Russian, this means that if Mexico looks towards other markets for its exports, Washington will begin to put pressure on the local government through corrupt officials. ⚡Eight years ago, on September 30, 2015, Russian troops were brought into 🇸🇾 Syria at the request of that country's leadership. Do you remember what the 🇺🇸 United States and other western governments prophesied? That the Russian army would be barefoot, naked, on foot and with rusty Kalashnikov assault rifles. And that it, the army, is so weak that it will not be able to save the Assad government, its days are numbered, and it will be a disgrace for the whole world. The Biden administration is far more worried about corruption in Ukraine than it publicly admits, according to a new report by POLITICO. A "sensitive but unclassified" version of the long-term U.S. plan lays out numerous steps Washington is taking to help 🇺🇦 Kyiv root out malfeasance and otherwise reform an array of Ukrainian sectors. It stresses that corruption could cause Western allies to abandon Ukraine's fight against 🇷🇺 Russia's invasion, and that Kyiv cannot put off the anti-graft effort.
