Clearly corruption stinks in nigeria including our corporate world.I got wind recently of a non-conformer who was persecuted for not giving in to corruption. This concerns a certain medical sales representative in lagos working for an indigenous local pharmaceutical company (names withheld) whose popular products include artesunate and mekophar vitamin c glucose which you might know very well. Sales reps are usually hired to market and sell their medicines to hospitals and pharmacies. Sales reps are allowed to sell above company selling price and keep whatever profits they make on the field as an incentive to them since they are generally poorly paid. But what I hear as a pharmacy owner is that this sales reps are usually mandated to give kickbacks(part of their personal profits) aka bribe to their direct supervisors or managers so as to retain their jobs and get more goods to sell so as to meet up with very high and ridiculous targets. This is usually a conspiracy or a corrupt scheme in most indigenous pharmaceutical companies which is known only to the reps and their managers excluding the most senior managers and MD. Most reps do comply as far as I know so as to save their jobs and meet targets. But what annoys me is when it is made compulsory for them and those who don't comply are usually frustrated out of the company or blackmailed most times they are sackly unjustly and replaced without the knowledge or consent of the MD. This happens very often and has been in place in so many companies for years now. This recently happened to a pharmacist friend of mine. And I begin to ask if NLC or the Pharmaceutical society of nigeria or nafdac is not aware of all this schemes or if they are aware but they choose not to act or investigate it. It beats me seriously. Please my good people of NL pls your advice or inputs are needed here. These corrupt schemes must stop. Its unprofessional and unethical. Pls MOD pls front page pls I beg u.thanks |

Angry Nigerians say Stella Oduah’s corruption and profligacy should not be condoned at a time the country appears too broke to pay university teachers. Anti-corrupt crusaders and opposition politicians, on Thursday expressed outrage over the purchase of two BMW armoured vehicles for the Minister of Aviation, Stella Oduah, for N225 million by an agency under her supervision. Special Assistant to the Minister on media, Joe Obi, in a media interview confirmed the vehicles were purchased for her principal to protect her from “imminent threats.” She was reported to have compelled the Nigeria Civil Aviation Authority, NCAA, to buy the vehicles for her. Anti-corruption campaigners and politicians, who spoke with PREMIUM TIMES, condemned the purchase of the armoured vehicles and demanded the minister’s immediate resignation and a subsequent probe of the transaction. Leader of the Anti-Corruption Network, ACN, Dino Melaye, said his organisation had already briefed its lawyers, who he said would file a suit against Ms. Oduah on Monday. He said his organisation had conducted investigation into the matter and found out that there was no threat to the minister’s life as claimed by his media aide. Mr. Dino also said the vehicles could have been purchased for far less the amount they were purportedly procured. “This government promotes, massages, embraces corruption,” an angry Mr. Melaye, a former member of the House of Representatives, said in a telephone interview with our reporter. “There are two questions to ask – was the N225 million appropriated by the National Assembly? Does the purchase of the vehicles not negate the monetisation policy, which says that only the President, Vice president, Senate President, Speaker of the House of Representatives, their deputies and a few other public officials should have official cars? If she does not fall into this category, why did they purchase the vehicles for her? “They claim there was a threat to her life. There was no threat to Stella Oduah’s life. Even if there was a threat, we have done our investigation and we discovered that those vehicles cost less than N100 million. “You are spending N225 million at a time you claim there is no money for ASUU, at a time you cannot pay statutory allocations to states. “Jonathan administration is the most corrupt administration in Nigeria.” Ezenwa Nwagwu, Convener of Say No Campaign, Nigeria, SNCN, asked the anti-graft agencies to wade into the scandal immediately. He wondered if the N225 million used to purchase the vehicles were appropriated, insisting that the NCAA officer(s), who authorised the release of the money, should be penalized. Mr. Nwagwu added, “We have lost about 200 citizens to sheer incompetence and add salt to injury, we are being told that a cash-strapped agency under her had to cough out that amount of money to provide armoured vehicles. “In saner climes, she would have resigned. But here we are treated to half truths and excuses. “What is important now is that an independent inquiry should be set up to look into the happenings in the aviation sector. We cannot be deceived by the so-called reforms. When you renovate 11 airports at the same time, the implication is that it is a honey-pot, after the petroleum sector. “We must as a matter of urgency beam our searchlight on happenings in the sector. It is not enough to go round media houses. What Nigerian want now is an independent inquiry into the activities in the sector. Mr. Nwagwu lamented that the Jonathan’s administration kept treating corruption with kid gloves, especially by allegedly shielding Ms Oduah and the Petroleum Resources Minister, Diezani Alison-Madueke. “These are two ministers that can never do wrong in this government,” he said. Also speaking, Auwal Musa Rasfanjani, Executive Director, Centre for Civil Society Legislative Advocacy Centre, CISLAC, expressed worry over the flagrant abuse of public office, corruption, impunity and constant disregard of public procurement law by some ministers and other public officers under the supervision of Mr. Jonathan. “We are particularly concerned over the Minister of Aviation who runs the Ministry of Aviation like a personal and private entity,” Mr. Musa told PREMIUM TIMES. “Many Nigerians express worries for the various allegations of corrupt practices and outright looting in the name of renovating our airports and the recent scandal of purchasing bullet proof cars without due process and also the allegation of refusal of landing permit to some international airlines who applied but were denied the permit because they did not give bribe to her. “It is also on record that the National Assembly had conducted a public hearing which found her guilty but yet no sanction was taken against her due to her connection to the President. “If buying the bullet proof cars is for her own security, then we don’t understand why she doesn’t pay more attention to the safety of millions of Nigerian passengers travelling within the country every year. “Again, despite the huge amounts spent in the name of renovating Nigerian airports, the work is very dilapidated and cannot be said to be representing value for money because of corruption in the procurement process and the service provision.” Mr Musa demanded outright probe of Ms Oduah, saying “We therefore call for immediate investigation of the above matter in order to bring sanity, transparency, accountability, professionalism, and safety to our aviation industry which is now being characterized by corruption and impunity under the auspices of the Minister of Aviation. “This will serve as a deterrent to other ministers and public officers who abuse the trust of their office.” Olarenwaju Suraj, Chairman of the Civil Society Network Against Corruption, CSNAC, who was also livid over the transaction, said he would not bother calling for Ms Oduah’s sack saying, “You won’t have that under Jonathan. Jonathan does not have the integrity to ask her to resign.” Mr. Suraj, who demanded an urgent investigation into the scandal, said there were so many corrupt officials in the present government, adding that the case of the aviation minister could not be treated in isolation. Spokesperson of the Conference of Nigeria Political Parties, CNPP, Osita Okechukwu, called on the Economic and Financial Crimes Commission, EFCC, to quickly commence investigation into the scandal. “Under what subhead is that money in the budget? You can’t use any money that was not appropriated. If you do, it becomes an illegal expenditure,” Mr. Okechukwu said angrily. “I don’t know what she is protecting. Prof Rufai says it is now unfair to ask her to speak on the strike. The immediate past Minister of Education, Ruqayyatu Ahmed Rufai, who was sacked from the federal cabinet last month, has joined the ongoing strike by Academic Staff Union of Universities, ASUU, which she desperately tried to break while in office. PREMIUM TIMES enquries at Bayero Universities, Kano, BUK where Mrs Rufai was teaching Education Curriculum before joining the Jigawa State cabinet in 2007 and later the federal cabinet in 2011, revealed that although the former minister had returned to the institution, she was yet to commence work as a result of the ongoing industrial action. Public Relations Officer of BUK, Mustapha Zaharaddeen, told this newspaper in a telephone interview on Wednesday that the former minister had joined her colleagues in the strike. “How can she teach? She has joined the strike,” Mr. Zaharaddeen said. “She has no choice. How can anybody teach? Don’t forget, ASUU National President is from BUK.” When PREMIUM TIMES asked Mrs Rufai on Wednesday if she had joined the ASUU strike, she merely retorted, “It is an unfair question. Ask my university.” Efforts to reach the ASUU President, Mr. Fagge, was unsuccessful, as his mobile telephone number repeatedly indicated it had been switched off. Mrs Rufai, the first female education minister from the northern part of Nigeria, was sacked from the federal cabinet alongside eight other ministers last September 11. The other sacked ministers were Olugbenga Ashiru (Foreign Affairs), Hadiza Mailaifa (Environment), Shamsudeen Usman (National Planning), Ama Pepple (Land, Housing and Urban Development), Ita Ewa (Science and Technology). Ministers of State for Defence, Power and Agriculture, Olusola Obada, Zainab Kuchi and Bukar Tijani, respectively were also relieved of their positions. Mr. Jonathan is yet to appoint their replacements. Before she was fired, Mrs Rufai, who became Education minister in 2011, was a member of the Governor Gabriel Suswam-led Federal Government negotiation team, which held discussions with ASUU officials led by the Union’s President, Nasiru Fagge, who incidentally teaches at BUK. However, the government team could not make any head way in resolving the issues that led to the strike which is now entering its third month, until Mrs Rufai left government, unceremoniously. Mr. Rufai repeatedly blamed her colleagues for failing to call off the strike despite the concessions made by government. The former minister returned to her home state, Jigawa, two days after her sack and was welcomed by a large crowd which had gathered in Aminu Kano Triangle, Dutse, the state capital. The crowd repeatedly shouted her name in excitement when she arrived at the venue, accompanied by her husband, Ahmed Rufai. Responding to questions from journalists during the reception, the former minister, a professor of curriculum studies, promised that she would return to the classroom the following Monday. “I plan to go back to my university, I am a professor in education in curriculum studies and I will report on Monday and then take a brief leave to have a kind of rest, but I am going back to the university,” she said. On whether she would join the ASUU strike, which she was negotiating away while in government, Mr Rufai, said “Don’t make me controversial, don’t make me controversial.” She said she had no regrets that she was relieved of her appointment, saying “This is the fourth time that I am handing over in my life. I have been a commissioner twice and I have been a minister twice and it is really not a surprise and depending on what the circumstances may be.” Jigawa State Governor, Sule Lamido, under whom she served as commissioner and who nominated her as minister, revealed that a few weeks before her sack, Mr Jonathan told him she (Rufai) “was doing a good job.” Mr. Lamido, was, however, silent on whether she was fired because he (Lamido) joined six other governors to float the New PDP led by Kawu Baraje. The group is opposed to Mr Jonathan’s bid to contest the 2015 presidential election. “Ruqayyatu has discharged her responsibilities as minister responsibly and I repeat there is no anger or ill feeling because what the president did is within his constitutional powers. We have no pain, no ill feeling,” the governor said. “There is need for people to know why we are gathered here. Anything that has a beginning has an end,” the governor said. “We have no grudge against her removal. We love anybody that loves us. It was the president’s wisdom to appoint her. “Let me remind us that as Muslims we were very happy when our sister, daughter, mother and grandmother, was picked by our brother President Jonathan. “Jigawa State is the only state in the North that has two ministers and this is because of the attachment the president has for Jigawa. “This is not the time for politics, the time will come, the purpose here is to honour our daughter. Nigeria Aviation Ministry justifies purchase of N225 million vehicles for Minister Oduah NATIONAL, NEWS The minister’s spokesperson said the vehicles are ‘protection from external threats.’ After initial efforts by aviation officials to dismiss as mere rumours the purchase of multi million naira vehicles for Stella Oduah, Nigeria’s Aviation Minister, the ministry, Wednesday, confirmed the purchase. Joe Obi, Special Assistant on Media to the Minister, said that the two armoured BMW cars were to protect his boss from “imminent threats.” “Yes, it is true that some security vehicles were procured for the use of the office of the honourable minister in response to the clear and imminent threat to her personal security and life following the bold steps she took to reposition the sector,” Mr. Obi told the Punch newspaper, on Wednesday. “When she came on board as the minister, she inherited a lot of baggage in terms of concession and lease agreements in the sector, which were clearly not in the interest of the government and people of Nigeria,” Mr. Obi continued. “And so, she took bold steps and some of these agreements were reviewed and some were terminated, and these moves disturbed some entrenched interests in the sector, and within this period, she began to receive imminent threats to her life; therefore, the need for the vehicles,” he added. The aviation ministry has come under close scrutiny following the recent spate of air mishaps in which over 150 lives have been lost. Mrs. Oduah, herself, has also been the subject of severe public criticism after she described the air accidents – two major disasters have occurred since she became minister – as “an act of God.” In its investigation, the New York based online newspaper, Sahara Reporters, Tuesday, reported that Mrs. Oduah compelled the Nigerian Civil Aviation Authority, NCAA, an agency under her supervision, in a presumed case of corruption, conflict of interest, and abuse of office, to procure the cars for her with public funds. SaharaReporters had supported its report with documents of the procurement, adding that it discovered that Mrs. Oduah, a close associate of President Goodluck Jonathan, is enmeshed in a pattern of questionable expenditures in the aviation ministry. The newspaper also showed that the transaction for the purchase of the two BMW vehicles began last June. But the request for delivery of and payment for the two vehicles was, however, fast-tracked between August 13 and 15. The transaction involved the NCAA, First Bank of Nigeria, and Coscharis Motors Limited. In a letter dated August 13, 2013, J.D Nkemakolam, the former Acting Managing Director of the NCAA, sent a letter to the Managing Director of Coscharis Motors asking the company to deliver two BMW 760 armoured vehicles to the agency based on a pro-forma invoice dated June 25, 2013 at the cost of N127, 575,000 ($796,846.21) each. The total amount for the two black BMW Li HSS vehicles, with chassis numbers WBAHP41050DW68032 and WBAHP41010DW68044 respectively, was N255,150,000, or $1,593,687.31. The NCAA’s letter further directed Coscharis Motors to deliver the vehicles with sales invoices, delivery notes, and attestation documents. The payment for the vehicles, according to SaharaReporters, was made into a First Bank of Nigeria account (number 2018912995 with sort code: 0111152303), according to a letter signed by Godwin Umeaka, Coscharis’ group financial controller. The two cars were delivered to the NCAA on August 13, 2013, where it was received by two store managers, F. Onoabhagbe and Y.A. Amzat (who is also the agency’s head of transport). On August 15, 2013, Sola Ogunsakin of the NCAA signed off to certify completion of the transaction. Aviation spokesman, Yakubu Dati, had earlier dismissed the newspaper’s report as “rumours” suggesting that it was politically motivated. “This is a woman (Mrs. Oduah) who is successful and established. A woman that made her mark in oil and gas, who owned trucks, barges, and so on. What is two cars?” Mr. Dati had told PREMIUM TIMES, late Tuesday. But in his response 24 hours later, Mr. Obi maintained that the vehicles were not Mrs. Oduah’s personal properties as they were not procured in her name. “They are utility vehicles and are for the office of the minister, and if she leaves the office, she will not be taking the vehicles along with her,” Mr. Obi said. |

But what outsiders don’t know is that these projects are being used to divert big amounts into private pockets,” an aviation source said. Our sources disclosed that the Economic and Financial Crimes Commission (EFCC) had investigated several corrupt practices in the aviation sector, but added that the anti-corruption agency never had the backbone to act on their findings due to political pressure from the Presidency. Several sources at the agency told SaharaReporters that they were not aware of the whereabouts of the two BMW cars. Some of the sources stated that the cars were handed to the minister who had converted them to private use. Several interest groups have been demanding the removal of Ms. Oduah, citing her corrupt tendencies, mismanagement of aviation funds and incompetence. Under her watch, the Nigerian airspace has witnessed several air mishaps that claimed the lives of at least 140 people. A Presidency source told SaharaReporters that Ms. Oduah still retains the confidence of President Jonathan. She is a close associate of Mr. Jonathan, serving as the treasurer who handled funds for the Jonathan campaign during the 2011 presidential election.
