Good news. I called the secretariat. They say 2nd tranche is on process and will be disburses soon.

I have always maintained that we don't have to worry. Those that should worry about their second tranche are those that are yet to be visited, yet to meet up with their milestones or mismanaged their first tranche, thereby resulting to conflict between them and their monitors.

Why should a YouWiN! 3 awardee use his first tranche on personal things despite all the warnings? I just hope he wont end up in prison.
