Solar should be for where there is unstable power.

If the issue is due to outstanding debt, I've asked them to find a way to settle it and revert to normal billing.

Oh it's a case of unsettled bills?

Then they need to pay all outstanding bills

I thought it's a case of high charges on prepaid meter not knowing they have unpaid debt
