The Supreme Court has struck out the suit filed by Senator Magnus Abe on the primaries of the All Progressives Congress (APC) in Rivers State. In a unanimous judgment read on Monday by the Acting Chief Justice of Nigeria (CJN) Ibrahim Mohammed, the apex court dismissed the application on the ground that it lacks merit. The court also noted that the suit is incompetent and a gross violation of order 2 rule 8 of the supreme court rules. It held that once a notice of appeal has been found defective, it cannot be amended. The Federal Executive Council (FEC) has approved a new scheme that is targeted at creating employment for 60,000 Nigerians aged 18-25 years. This was announced Wednesday by the Minister of Budget and Planning, Udoma Udoma while briefing State House correspondents at the end of the meeting of the council chaired by President Muhammadu Buhari. Mr Udoma said the new scheme is called the N-Power knowledge multi-track youth empowerment programme. He said under the scheme, 12,000 unemployed or under-employed graduates aged 18-25 yrs will be trained and given relevant devices afterwards. He also said the training will be on mobile computing and commonly used electronic devices. Mr Udoma said the programme, which will be run under the National Social Investment Programme (NSIP), is open to all unemployed graduates. He also said after the training, each of the initial 12,000 selected and trained “will be empowered to train five other youth, leading to additional 60,000 jobs” He said the contract for the programme was awarded to Softcome Ltd working with the officials of NSIP. The minister also said the federal government will spend N259,000 per youth on the training while an additional 207,000 will be spent for work tools. He put the value of the programme at N5,595,669,250 with a completion period of nine months. The Code of Conduct Tribunal has dismissed a no-case application brought by the suspended Chief Justice of Nigeria, Walter Onnoghen. Mr Onnoghen had earlier on Friday dismissed charges of false asset declaration against him as “useless and invalid”, saying the Code of Conduct Bureau failed to follow its standard operations procedure in raising the charges. He therefore argued that he had no case to answer, implying the charges be dismissed. But a three-member panel of the tribunal led by Danladi Umar dismissed the application, saying the argument that the CCB, which is the prosecution, failed to abide by its guidelines amounted to a mere internal communication flaw. Mr Umar said the standard operational procedure of the bureau was faulty and must not be complied with by the prosecution. According to the tribunal, the procedure which is internal, cannot above the Nigerian constitution. The tribunal adjourned immediately after the ruling. There is an uproar in the court room at Jabi, Abuja, currently, as lawyers from both sides confront each other over the decision of the tribunal to adjourn till Monday. President Muhammadu Buhari on Thursday launched a micro pension plan for self-employed Nigerians. The launch took place at the State House Conference Centre, Abuja. Mr Buhari launched the programme by supervising the registration of a Keke NAPEP operator, Sagir Shawai, a resident of Karu village of the Federal Capital Territory. The president said the programme was conceived for Nigerians in the informal sector of the country. He appealed to trade associations, workers unions and non-governmental organisations (NGOs) in the informal sector to join hands with the government in enlightening their members on the importance of the scheme. “This initiative will capture those that are not fully captured in the existing pension scheme. In the past three years, we have provided loans to farmers and others in the informal sector. The micro pension plan is the next step,” he said. Nigeria’s central bank (CBN) has slashed the Monetary Policy Rate (MPR) from 14 per cent to 13.50 per cent. The decision was reached at the Monetary Policy Committee (MPC) meeting of the CBN on Tuesday. The MPR is the rate the CBN lends to commercial banks. It had remained unchanged at 14 per cent for 30 consecutive months or 15 meetings of the MPC, since July 2016. It moved from 12 per cent in June 2016. The cut in the MPR is the first time since the CBN decided in July 2016 to pursue a tight monetary policy to bring stability to the financial market and engender growth in the country’s economy. In announcing the committee’s decision at the end of its 122nd meeting in Abuja, the CBN governor, Godwin Emefiele, said the committee, however, resolved to retain other parameters unchanged. He said Cash Reserve Requirement (CRR) was left at 22.5 per cent, while the liquidity ratio was kept at 30 per cent. The CRR is the funds kept with the CBN as a minimum deposit a commercial bank must hold as reserves, rather than lend out. When SaharaReporters arrived at the Federal Medical Centre, Yenagoa, where they were rushed to by men of the Azikoro division of the anti-robbery squad, it was learnt that one of the corps members was already dead on arrival. All efforts to save the life of the second corps member was unsuccessful, as he died while receiving treatment. Three National Youth Service Corps (NYSC) members have been shot by suspected cultists in Bayelsa State. The incident occurred on Wednesday night in the Swali community of the state. When SaharaReporters arrived at the Federal Medical Centre, Yenagoa, where they were rushed to by men of the Azikoro division of the anti-robbery squad, it was learnt that one of the corps members was already dead on arrival. All efforts by the men of the Nigerian Police and the medical personnel at the hospital to save the life of the second corps member was unsuccessful, as he died while receiving treatment. A third corps member, though, survived the attack and is receiving treatment for the wounds he sustained. "Boko Haram has taken over michika," a resident screamed to SaharaReporters on the phone before going off the line abruptly. Narrating the incident, a resident of Michika who simply gave his name as Sebastian, told SaharaReporters: "It’s really sad for us in Michika, because Boko Haram guys have struck again. Personally, I'm not in Michika at the moment, but my mum and siblings have managed to escape to the mountains where they're taking refuge as I speak with you. Only God can help us now.” Adamu Daniel, another resident, said: “I called home from Maiduguri only to hear my sister's cries and I could hear a loud bang in the background; shortly thereafter, her phone went off. I'm so scared now and I haven’t been able to reach them again.” Wosini Marwa, a resident of the neighbouring Bazza town, said: "We heard that Boko Haram people have entered a village called Kwapa, between Shuwa and Michika, so we've been placed on red alert.” Also a former Michika Local Council Chairman, who preferred not to be named, confirmed: "Presently, we have fled to the mountains. Only God knows what will happen to us." However, the state Police Command could not confirm the attack outright, as Othman Abubakar, the Police Public Relations Officer (PPRO), told our correspondent: "I'm getting to hear about the attack from you, but please give me some time to verify what happened.” As of the time of filing this report, he had not responded.
