An investigation by the Platform to Protect Whistleblowers in Africa (PPLAAF), in partnership with the Anti-Corruption Data Collective (ACDC), has identified 284 United States properties collectively worth nearly $271m linked to 61 current and former Nigerian politically exposed persons (PEPs), their family members, associates and affiliated entities.

The report, titled Dirty Deeds: How Top Nigerian Officials Bought A Piece Of America, was presented by PPLAAF’s Director of Investigation, Sonia Tolley, on Tuesday in Abuja.

The investigation examined property acquisitions dating from 1991 and found that 39 of the 61 individuals had previously been publicly accused, indicted or convicted in corruption-related cases.

A copy of the report obtained by THE WHISTLER showed 232 properties worth approximately $238m were connected to those 39 individuals, while 195 properties worth $208 million were acquired without apparent financing.

Obasanjo Family, Orji Kalu

The report’s first major case study focuses on the family of former President Olusegun Obasanjo, identifying about $9m worth of US properties linked to members of his immediate family.

PPLAAF said it identified 11 properties acquired over 26 years that could be sufficiently corroborated through independent sources, while an additional eight assets could not be fully corroborated but were linked to individuals bearing the Obasanjo surname and first names corresponding with members of the former president’s family.

The first property identified was purchased by Obasanjo’s son and daughter-in-law in 1999, the same year Obasanjo returned to power as Nigeria’s elected president.

The investigation said no property appeared to be directly owned by the former president, but several were linked to his son, Olumuyiwa George Obasanjo, and grandchildren Iyabo Obasanjo-Bello and Olugbenga Obasanjo.

One property identified as belonging to Iyabo Obasanjo was reportedly purchased after her tenure as senator representing Ogun Central. The report said she had previously been publicly accused of involvement in the alleged embezzlement of public funds, leading to an EFCC investigation, although the case was eventually dismissed.

PPLAAF said most of the properties were connected through recurring addresses, mortgage information, corporate registrations, signatures and documented family relationships.

The report said Dasuki’s wife later told US authorities that the money came from a $1 million consulting contract involving an oil company. US authorities rejected her appeal concerning an immigrant investor visa.

Dasuki was subsequently accused in Nigeria of involvement in the alleged diversion of approximately $2 billion meant for arms procurement. He pleaded not guilty.

PPLAAF also linked individuals associated with Dasuki to about 20 properties in California and the Washington, DC area, reportedly acquired for about $24 million in cash.

Former Chief of Defence Staff Alex Badeh was similarly linked to several US properties acquired during and after his tenure.

The report said Badeh was charged by the EFCC over alleged diversion of nearly N4 billion from Nigerian Air Force funds. He denied wrongdoing and died in 2018 before the conclusion of his trial.

Cash Purchases And Ownership Structures

Across the investigation, PPLAAF identified cash purchases as a recurring feature.

The report said “230 of the 284 properties, representing about 81 per cent, were purchased without apparent financing” and had a combined value of $232 million.

It also identified “104 properties worth $180 million allegedly acquired, held or sold through US-incorporated entities apparently affiliated with Nigerian companies or the officials involved.”

According to PPLAAF, “147 properties worth $111 million were acquired in the names of officials, their spouses or legal entities registered in their names.”

The organisation said some professionals involved in the transactions failed to verify identity documents and, in some cases, accepted transactions conducted in the names of deceased individuals.

PPLAAF said “79 properties worth approximately $73 million remain connected to 27 publicly accused individuals.”

The investigation said properties could potentially become subject to freezing, seizure or recovery where authorities establish that they represent proceeds of corruption or otherwise fall within applicable asset-recovery laws.

It called for stronger cooperation between Nigerian and US authorities, arguing that property records and publicly available evidence could provide a basis for tracing and recovering assets where legally justified.

Libya, Angola and Algeria have emerged as the African countries with the cheapest petrol prices in August 2026, with pump prices in the three oil-producing countries significantly below the global average.

Data from Global Petrol Prices, updated on August 3, 2026, showed that Libya had the continent’s lowest average retail price for octane-95 gasoline at just $0.024 per litre.

Angola ranked second at $0.327 per litre, while Algeria occupied the third position at $0.35 per litre.

The wide differences in petrol prices across African countries reflect variations in domestic fuel subsidies, taxation, exchange rates, crude oil production, refining capacity and government regulation of downstream petroleum markets.

Global Petrol Prices tracks retail energy prices across more than 150 countries and over 250 cities, providing comparative data on the cost of gasoline and diesel.

The latest figures show that the 10 African countries with the cheapest petrol prices in August are predominantly oil-producing or fuel-subsidising countries, although the degree of government intervention differs significantly.

The development of domestic refining capacity is increasingly important to the country’s fuel-price outlook because locally refined petrol can reduce exposure to international refined-product prices, shipping costs and foreign exchange pressures.

However, domestic refining does not automatically guarantee lower pump prices, as the final retail cost remains influenced by crude feedstock prices, operating costs, distribution expenses, taxes, margins and exchange rates.

Has anyone been able to apply for the NPC digital certificate reissuance without a NIN?

I'm outside Nigeria and need to renew my passport, but there's now a requirement to have NIN.

I don't have NIN, and in order to get NIN, I need to have the NPC digital certificate.

I do have a hardcopy certificate from NPC, and now trying to apply for reissuance, which is the way to go to convert my hard copy to digital.

On the NPC portal, it says one can do the reissuance without NIN, but after paying the $20 fee and confirming my reference number, it still asks for NIN, and won't allow me proceed.

Has anyone been in the same situation?
