I feel like $CATS is still underfarmed, which could give people a better opportunity to earn more compared to $DOGS.

With 53M users already in $DOGS, it seems a bit diluted. Only the influencers will get a good allocation , others wouldn't be able to secure more than $30-50.
Howver, If you're looking for a fresh start with potentially higher rewards, $CATS might be the way to go. They just have 5million user so far. That is just my take.
