is the PC branded (as in HP, Acer, ) or cloned (assembled). most branded are solded with the OS pre-installed, otherwise it will be stated on the PC or its carton.it'll of cause make it cheaper. cloned, not neceaasrily, and might not be stated.
the system is a heavily used non-tested pentium II system
so i have decided to used abootable CD to check if can format the HARD DISK and upgrade the operating system

No operating system found could also happen when either your hard disk is bad or IDE cable is not connected or perharps the hard drive is not recognized by the cpu or bios

This is only and advance troubleshooting process when all other advice posted earlier don't walk.

If you don't know anything about hardware,then i might be speaking greek to you.consult your pc technicain or engineer.
All what u have siad i know them all it is just that i don't know the previuosly installed version of the operating system in his pc. i ahve checked the IDE cable myself and even reconnected it my self but to know avail i suggeted a bootable CD but the issue is which of the bootable do i use windows 98,

I read a comment in a post https://www.nairaland.com/nigeria/topic-3402.0.html about java. I didnt read it completely because I am STRONGLY anti-Java.

As far as I am concerned, JAVA has failed. It started with a hype - Write Once, Run Anywhere. Has anyone done that? I don't think so. One good thing, JAVa opened our eyes to a concept which was right under our noses: use a platform specific engine while the high level language can be written in well - high level. The code is translated to a intermediate form which is run.

.NET from Microsoft uses the same principle, so is RunRev (from http://runrev.com.

A friend of mine wanted to convert me to Java, giving me theory, history and other .... I stopped withone simple question "Which JAVA program have you written that runs on Windows (all variants), Linux, Unix, Mac, Solaris, OS2, Symbian, Palm"

I wanted to ask the same question cos since i i knew about java i haven't been able to test the program i dowloaded without the system displaying some funny error message
