Desperate politicians are at it again. This topic on Nairaland: "How Aliyu and Lamido deceived me- Gov. Amaechi" is fake, obviously cooked up by mischievous haters.
Governor Chibuike Rotimi Amaechi never said a word attributed to him in that fake posting, that had no source. This smear campaign against the governor and others like it will not sell. The public is now wiser and well informed not to believe such gibberish. Whoever is writing, posting, publishing or sponsoring these lies should look for something else to do and stop spreading falsehood.

Rivers State Governor and Chairman of the Nigerian Governors’ Forum (NGF) Rt. Hon. Chibuike Rotimi Amaechi have dismissed comments by the infamous and draconian former Commissioner of Police in Rivers State Joseph Mbu, who while apparently referring to Governor Amaechi described himself as a lion who tamed the Governor in Port Harcourt.


Mbu, who was recently promoted Assistant Inspector-General of Police, said this while handling over to the FCT Commissioner of Police, Wilson Inalegwu, on Monday in Abuja.

However, Governor Amaechi scoffed at Mbu’s claims to be a lion. In a statement by his Spokesman, David Iyofor in Port Harcourt on Tuesday, the Governor described Mbu as a puppet who completely lacks the steel and strength of character of a lion, and is rather a shameless, corrupt puppet and toothless attack dog of a woman.

The statement reads: “Indeed its very sad, pathetic, however ironic that Mbu called himself a lion. Which lion? This character call Mbu Joseph Mbu completely lacks the courage, steel and strength of character of a lion. Rather he’s a shameless, corrupt puppet of a woman. This is a man paid by taxpayers to protect, secure and serve the interests of the people. But when he was in Rivers State, he spurned the people, he trampled on the masses and rather elected to be the partisan servant of one woman, to be the woman’s tool in causing disaffection, confusion and crises in Rivers State. Mbu shamelessly and corruptly turned himself into the toothless attack dog of this woman to fight the government and people of Rivers State.”

“How can a man who has no strength of character to be himself, be a man and stand up to a woman, a man who willingly submits himself to serve as the puppet of a woman call himself a lion? How ironic! Mr. Mbu, no lion behaves like that! You are a disgrace and shame to the Nigerian Police Force.”

Governor Amaechi maintained that Mbu epitomizes everything that is wrong with the police in Nigeria. He said Mbu not only disobeyed the Inspector General of Police during his time in Rivers State but also clearly acted lawlessly, like a man who is above the law and in fact, turned himself into the law. “All these, Mbu did because he was the puppet of one woman, a woman who clearly has no constitutional role to play in the governance of Rivers State or Nigeria. Mbu’s only claim to fame and prominence is because he has turned himself into a willing tool and servant of this woman. Mbu is a very bad example of a police officer.”

Amaechi recounted that when the former Rivers police commissioner finally left the state, Mbu disobeyed the instruction of the Inspector General of Police to pack out of his official residence in Rivers State.

“Mbu refused to pack out because he said he would come back here (to Rivers State) as the Commissioner to organize the 2015 elections. When eventually he packed out and this is a long time after his successor had resumed here, he took everything including the carpet and nothing has happened to him, nobody has punished him for that. During his time here, when we hold Security Council meetings in Rivers State, he goes to report the proceedings of the meetings, what everyone said, to his woman puppeteer. What a shame. Mbu is a disgrace to the Police Force”
The statement concluded that a thousand Mbus can neither “tame”(using the word of Mbu) Governor Amaechi nor the people of Rivers State to surrender their constitutionally guaranteed democratic rights to anyone, no matter how highly placed.

Rivers State Governor and Chairman of Nigeria Governors’ Forum, Rt. Hon. Chibuike Rotimi Amaechi has called on religious and traditional leaders in the state to collaborate and work with the State government to contain the Ebola virus in the State.

At a meeting with Traditional rulers, Church leaders and those of the Muslim community in the state, held at Government House, Port Harcourt, Governor Amaechi gave the leaders an expository on the Ebola virus and enjoined them to sensitize the people in their different domains, and partner with his administration in its operational rescue effort.

Amaechi also warned against stigmatization of people suspected to be infected with the Ebola virus. He said the Rivers State Government was doing its best to contain and eliminate the disease in the state.

He urged religious leaders to preach about the disease in their churches and mosques as well as traditional rulers in their various communities. He urged them to encourage those under them to imbibe healthy living and wash their hands regularly.

“Ebola is not a death sentence if properly managed. If you think you are Ebola positive and you know and you run away, you are living in self-denial, so we want our pastors, our Imams and our traditional Rulers to pass on this message.

“First, don’t heal them for us, don’t touch them for us, just call us, we will come there and in six hours after examination of the person, we will get the result and treat the person accordingly. We are doing that to curtail the spread of Ebola in our communities, so that we can be free to do our normal businesses. But for now, don’t live in fear, don’t panic. If you suspect a case, please call the Ebola line,” Amaechi admonished.

“We are discouraging people who have Ebola from going to Church. You know why? Church is a place that you have a large crowd of people. If you touch one person or two persons, you are contaminating the environment and the people, and they may get infected. If you suspect, don’t stigmatize them, call the Ebola line, we will come there, they will examine them. We have the machine to test them and within six hours we can get the result whether a person is Ebola positive or negative.

“You don’t need to run away when you have Ebola. When you run away, you will infect your family members. That means they can also possibly die, but if you report to government, government will take you in, we will feed you and feed you well, hydrate you and doctors will treat the symptoms if they come."

Amaechi urged the religious and traditional leaders to immediately report suspected cases of Ebola virus using the available Ebola help lines: 08167733939, 08033124314, 07036321076 or the state’s emergency line 112. He said the state has the necessary facilities to deal with the outbreak but called for the cooperation of everyone in the state to successfully stamp out the Ebola disease.

“My reason for calling you today is to partner with you in our attempt to eliminate Ebola from our communities. As religious and traditional leaders, you have a major role to play. Your people respect and listen to you."

“I am a Christian, a Catholic by birth and I have been in the Catholic Church all my life and I believe in the miraculous power of the Lord Jesus Christ. If you don’t know what miracle is, I know. I hope you know how I became Governor? I am the only Nigerian that became governor without an election. So, I don’t doubt the power of God and I have never doubted God’s power. But, I also believe that we need to do the needful to deal with Ebola. So, don’t walk into Ebola because you believe you have spiritual powers. It means that if you have people who have the symptoms of Ebola, you call the Ebola line.” he said.

Also addressing the leaders, the Incident Control Manager on the Ebola virus in Nigeria, Festus Shuaibu, explained the process of containing the disease in Rivers State, assuring the people of success as recorded in Lagos while stressing the need for cooperation and support from the traditional and religious leaders in the state, as well as all people of the state.

A cross section of religious and traditional leaders at the meeting commended Governor Amaechi for the initiative, describing him as being proactive. They pledged their support and cooperation to tackle the Ebola outbreak in the state in partnership with the Amaechi administration.

As the 2015 general elections draw near, Rivers state Governor and Chairman of Nigeria’s Governors’ Forum, Chibuike Amaechi has advised on the need for the military to play a lesser role in political activities to allow the civilian populace exercise their franchise in an atmosphere devoid of rancour and acrimony as well as undue influence.

Amaechi spoke when the Chief of Army Staff, Lt. Gen. Kenneth Minimah led a delegation of top ranking Army Officers on a courtesy visit to the governor at Government House, Port Harcourt, Friday.

Amaechi said, “The military need to play lesser role in politics. I have said that severally. I am sure you will ensure that the relationship between the military, civilians and politicians is cordial, such that the 2015 elections would not be controversial.”

He expressed appreciation to the Nigerian Army for its role in the fight against militancy and criminality in Rivers State while appealing to the Army to leverage on its strong security networks to help stamp out kidnapping in the state as further perpetration could crumble the fast growing economy of the state.

“We have a peaceful co-existence in Rivers State with the military. And we cannot claim to have fought militancy if not for the support of the 2Brigade, Bori Camp. There was a period it was so bad, they had to get more soldiers from outside to join the soldiers here in Rivers State. After that you could freely drive around peacefully until recently.

“The situation in Rivers State is gradually going back to what it used to be in 2006, 2007, and 2008. It is not the cause of the Brigade Commander or the Army. The problem is that, politicians are back and they have brought back the boys. They say, they are freedom fighters. Now what are they fighting for? I have argued that the reason for which the militancy was set up was to get the Presidency to the South-South region. We no longer hear about resource control. And if we cannot control our resources, then we need to go back to our houses and allow the government in power to govern the state.

“I want the 2 Amphibious Brigade of the Nigerian Army, Bori Camp to work with us, because we need to stamp out kidnapping in Rivers state. There are competing economies in the country and the largest of all is Lagos while the second is Rivers State and if kidnapping continues, our economy will crash, unemployment will rise and we may not be able to compete with the comity of states,” Amaechi said.

Congratulating the Chief of Army Staff, Lt. Gen. Kenneth Minimah on his appointment, Amaechi called for improved funding and support for the Nigerian Army, giving a morale boost to the COAS and the Forces.

He said, “This is the first time, Rivers State is receiving the Chief of Army Staff to the State. Let me on behalf of the people and government of Rivers State, congratulate you on your new office. I was very delighted in your appointment. The State will be glad to host you in a reception any day you decide.

“The greatest thing that you and I will do for Rivers people is to leave an enviable legacy. We thought that the Nigerian Army was highly equipped as the greatest Army in Africa, but records have shown that the Army is ill-equipped, poorly funded, even though, you have the highest spirit to fight. I think you are carrying the Nigerian Army at a time when you need direction, funding, support and development. And if you achieve that, nobody will write your history for you, history will write itself,” Amaechi said.

On his part, the Chief of Army Staff, Lt. General Kenneth Minimah commended Governor Amaechi on the landmark development initiatives of his administration since he assumed office in 2007.

He expressed satisfaction with the level of infrastructural and human capital development in the state and prayed for more.

Minimah said, “I am equally a citizen of Rivers State. It is like home coming to me to see good things around my people and to identify with them. I wish that the state increases further in development and achievement. I want to also identify with Governor Amaechi on his developmental programmes. Some of them are landmark while others are hi-tech. I want to thank Governor Amaechi for all his initiatives on development in Rivers State. I want to commend him essentially for the infrastructural development in the state.”

He also commended Governor Amaechi for his assistance to the Army in Rivers State, particularly the provision of potable water, infrastructure and electrification projects.

“I want to remark that the Rivers State Government has supported the Army in several ways, particularly at the 2Brigade of the Nigerian Army, Bori Camp. There are countless government interventionist’s projects. There are several blocks of flats that have been provided by the state. Water has been provided by the state, electrification projects too. There are other projects that were also sponsored by the state and I am sure they will go a long way in affecting the lives and well-being of soldiers and officers of the Nigerian Army. And it is my honour to thank you for putting the Nigerian Army as one of your constituency,” Minimah said.

The Chief of Army Staff also emphasized the commitment of the Nigerian Army to promote civil-military relationship with host communities and the State governments while calling for more corporate social welfare and infrastructural development of the Armed Forces.

CORRUPTION:WIKE KNOWS THE FACE IN THE MIRROR

I have been made aware of statements by the Minister of State for Education, Nyesom Ezebunwo Wike concerning the Justice Adolphus Karibi Whyte Hospital and our Malaria Elimination Program.

In the statement to his supporters, Mr. Wike insinuated that I engaged in corrupt practices in these projects.I would have dismissed Wike’s claims as the ranting of a fast drowning man who is disorientated by his circumstances but my duties and obligations as a public servant, accountable to the people of Rivers State does not allow such luxuries.

Therefore, I am constrained to respond to Wike’s delusional statements.

1. The Karibi Whyte Hospital is an on-going project with a target completion date. I shall in due time brief Rivers people on the progress of the hospital.
May I quickly add that the first contractor was disengaged based on spurious allegations and campaign of calumny orchestrated by Nyesom Wike, then the Chief of Staff and his cohorts. The Governor set up an independent panel of inquiry. The panel exonerated me of any wrong doing and stated that the State had lost no money on the project. Not satisfied and blinded by his desire to implicate me in some crime pressured the security services and ICPC to arrest and indict me. I challenge Wike to tell Nigerians how much he spent to spread rumours of my arrest while I was in United Kingdom on official assignment. As stated earlier, I will give Rivers people a progress report on the Justice Adolphus Karibi Whyte Hospital. It suffices to state here that the 1,000 bed mega hospital is not an abandoned project and will be commissioned before long.

2. Malaria Elimination Program: Rivers State was the first Statein Nigeria to embark on Malaria elimination. The Governor, after consultations with experts in Nigeria, ECOWAS and WHO decided that Malaria Elimination was achievable. Malaria is a disease that has killed more Africans, especially children, than all the world wars and inter tribal wars combined. This noble vision was supported by ECOWAS and even some foreign governments. We commenced the first trial phase of this program which involved spraying of biolarvicide in select local government areas and towns in Rivers State. This was done in conjunction with the Cuban government. The analysis and the effects of the spraying are known to the people as the findings were made public. Malaria incident reduced by as much as 63% in the areas we sprayed. In fact, it is the effectiveness and efficacy of our trial that led to the National Council on Health adopting Malaria Elimination as a national health policy for Nigeria.

Due to the success of this first phase and the high cost of transporting the biolarvicides we used, government, in order to reduce cost decided to set up a factory to manufacture this essential substance, in our Malaria Elimination Program. The foundation stone for this factory was laid by the ECOWAS President Kadre Desire Quedraogo and President of the Federal Republic of Nigeria who was represented by Minister for Health Prof. Onyebuchi Chukwu at the proposed site Rumuosi in Obio Akpor Local Government Area which is Wike’s local government of birth. ECOWAS is a partner in this project. The factory on completion, will supply biolarvicides to the entire country and beyond. Construction of the factory shall soon commence.

Can Nyesom Ezebunwo Wike claim ignorance of these facts?

Honour must be given to whom it is due. Rt. Hon. Chibuike Rotimi Amaechi has done extremely well in conceptualizing and provision of affordable, free qualitative health care to Rivers people. I am proud to have served as his Commissioner for health since the inception of this administration.

I know Nyesom Wike very well. We are both products of the Chibuike Rotimi Amaechi political family. Wike may be described as a son of perdition but he was loved by his family.

As I stated not too long ago, we have entered another political season. But this should not deter us from speaking the truth to our people.

The reality is that all power belongs to God and He gives to whom it pleases Him to bless. If in the quest for power we destroy institutions, malign people and fabricate stories just to score cheap political points, we fool nobody but ourselves. It is like building a structure on quick sands.

I am a man of simple tastes. My family size is very manageable. I was practicing medicine before politics. God has blessed me. I know my history. I have no desire for primitive acquisition of obscene wealth as I do not indulge in expensive habits like consumption of drinks that cost hundreds of thousands of naira a bottle. When I travel within and outside Nigeria I am content to do so in commercial airliners. Yet I feel no envy or jealousy towards those who, even as serving public officers, travel in private jets at least twice a week.

I challenge Nyesom Wike to make same claims. Wike has been in public service all of his adult life. There is no record that he has worked anywhere, either as a lawyer or a businessman, yet Nyesom wike has properties in Port Harcourt valued at over N5,000,000,000 ( five billion naira )
I shall give 50% of my August salary to Nyesom Wike or anybody who can prove that the Minister of State for Education has travelled to Port Harcourt on a commercial flight more than two times since being sworn in as Minister of State for Education. I repeat, at least two stubs of flight tickets or manifest that proves that Wike was a passenger on any commercial airline. Who pays for the chattered flights Wike comes to Port Harcourt with at least two times a week?
Wike’s private residence in Asokoro, Abuja, is said to be worth at least ₦1,000,000,000.00 (One billion naira). How did the minister of state for education acquire that kind of property?
How can a man who has never managed a private company in his life afford tens of cars which he doles out to his supporters? Did he sponsor some of his supporters to the world cup in Brazil with his salary as Minister? How many years did he save money to sponsor these people to Brazil?

Wike should tell Nigerians who pays for his favorite brandy, Louis XIII, which costs at least £5,000 (five thousand pounds) or ₦1,400,000 a bottle?

Conversely, I challenge Wike to tell Nigerians and indeed the world my assets, apart from my house in Okrika, so as to support his allegations against me. He should also expose all the assets acquired by Rt. Hon. Chibuike Rotimi Amaechi who he claims to have made Governor ofRivers State.
The injunction that “those who live in glass houses should not throw stones” should have been imbibed by Wike.
He claims to be a lawyer but cannot show one brief written by him. His familiarity with court rooms are as a result of being a plaintiff or defendant in law suits. A man with no visible means of livelihood yet owns malls, mansions, and doles out cash and gifts in millions of naira daily;a man whose earnings do not match his assets should be the last person to accuse anyone of corruption. He needs no one to show him the face in the mirror when he accuses people of corruption.

However, I pray that those who aspire to lead should be very mindful of their utterances and actions, especially in this season. If by the time this election cycle is over our people and institutions have been destroyed who will they govern?

I am ready to stake my character, reputation and integrity against Wike’s. Let the Rivers people and indeed Nigerians be the judge.

Daily, I remind myself of what the good book says: “Power belongs to God.”

SOKU OIL WELLS: THE FACTS
AMAECHI TO DICKSON: YOU’RE WRONG ON SOKU OIL WELLS

After a very long slumber, the Bayelsa State Governor, Hon. Seriake Dickson, through his Chief Press Secretary has issued a statement, claiming that the Soku oil wells, which historically have always been in Rivers State are in Bayelsa State. This statement is coming many months after the Rivers State Governor, Rt. Hon. Chibuike Rotimi Amaechi, has been consistently reiterating that the Soku oil wells which belong to Rivers State have been appropriated to Bayelsa State by the President Goodluck Jonathan led Federal Government. 
 
It is also interesting to note that the statement from the Bayelsa Governor is coming after he has held several clandestine meetings with a few Kalabari indigenes and Chiefs in his bid to get them to publicly renounce the Kalabari ownership of the Soku oil wells.  At these meetings, all sorts of dummies were thrown up, including the ‘story’ that President Jonathan is Ijaw; Kalabari people are Ijaw; so Kalabari people should support their fellow Ijaw brother, who is the President, to take away Kalabari oil wells and should not join Governor Amaechi, who is not Ijaw, in the fight to return Soku oil wells to Kalabari people of Rivers State.
 
The facts on the Rivers State ownership of the Soku oil wells are immutable, no matter how the Bayelsa State Governor tries to stretch, twist or spin them. Even in his statement, he conveniently left out the fact that from colonial times up till the 10th edition of the Administrative map of Nigeria, the boundaries between the Kalabari communities in Rivers State and the neighbouring Nembe communities of Bayelsa State have been clearly delineated, with the boundary clearly marked as the Santa Barbara River.
 
The 11th edition of the Administrative map, prepared by the National boundary Commission and the Federal Surveyor General’s Office in 1999, but published in 2000, strangely shifted the boundaries between Rivers and Bayelsa States from the initial boundary between Kalabari and Nembe, west of the Santa Barbara River, to San Bartholomew River, contrary to the delineation by all preceding administrative maps of Nigeria and all historical records.
 
Irked by this distortion of facts, the Rivers State Government, under Dr. Peter Odili, petitioned the chairman of the National Boundary Commission, His Excellency, Vice President Atiku Abubakar. In a letter dated July 3, 2002, the Director General, National Boundary Commission acknowledged the error and apologized, stating, “ I have discussed this issue with the Surveyor General of the Federation and wish to state as follows: that the National Boundary Commission has taken note of the State’s observation on the INADVERTENT MISREPRESENTATION OF THE BAYELSA/RIVERS INTERSTATE BOUNDARY ON THE SAN BARTHOLOMEW RIVER AS SHOWN ON THE MAP.” The Director - General also said: “I am to assure your Excellency that your observations have been noted and necessary corrections shall be reflected on the 12th edition of the map currently under production. I am to assure you that the boundary line as reflected in the said edition of the map shall in no way have bearings on the current efforts.”
 
The revenues from the disputed Soku wells were originally fixed in an escrow account to await the resolution of the boundary dispute and this has been so until recently when the authorities decided to release the monies from the disputed oil wells to Bayelsa State. This unjust and illegal administrative decision resulted in Rivers State Government instituting Suit N0 SC/106/2009   Att. Gen of Rivers State State Vs. Att. Gen of Bayelsa State & others. The Court decided that it would be appropriate to await the final delineation of the boundary by the National Boundary Commission. For completeness, we quote the court: ’’It is on account of the foregoing and because of the technical nature of the dispute and the claims of the parties that the court finds that the NBC (National Boundary Commission) as an authority vested with authorities and expertise, know-how in dealing with this matter, should have, once and for all, conducted an exhaustive exercise of delineating the disputed boundary, hence the long awaited 12th edition of the Administrative Map when completed soonest would have been of tremendous assistance in settling the lingering dispute. In the light of the observations I have clearly expressed above, I do not feel comfortable to grant the declarations sought until the NBC concludes its exercise of delineation of disputed boundary to finality. It will be futile and premature to determine the boundary of the two parties in the present circumstance’’.  
 
The Supreme Court Judgment is clear- that it could not and will not decide the boundary based on the erroneous 11th Edition Administrative Map the Bayelsa State Governor is relying on and using as his basis to claim Bayelsa ownership of the Soku oil wells; but that it will await the final delineation to be heralded by the promised 12th edition of the Map.
 
In the light of the foregoing, we would enjoin Nigerians to join us in asking the Bayelsa State Governor to answer the following pertinent questions:
 
· Why would the accruals from the disputed wells which have been kept in escrow all these years to await the final resolution of the matter be suddenly paid to Bayelsa State?
 
·Why rely on an Administrative Map whose authors have acknowledged its inaccuracy and promised to remedy?
 
·Is it not unjust, even highly immoral, to allow a party to a disputed oil well to be drawing proceeds from the oil well when the matter is the subject of   a dispute at the Supreme Court?
 
The Bayelsa Governor made reference to facts without addressing the facts. Instead, he chose to twist, spin and distort the facts against the Kalabari people of Rivers State.Worse still, the Bayelsa State Governor carefully avoided naming the location of these wells, which are in Soku, a community he knows very well is in Akuku Toru Local Government of Rivers State.
 
The Bayelsa State Governor, in his press statement, accused the Rivers State Governor Rt. Hon. Chibuike Rotimi Amaechi, of “blackmailing President Goodluck Jonathan and leading a smear campaign against President Jonathan; and of using Soku to incite the Kalabaris in Rivers State against their Nembe kinsmen in Bayelsa.” This assertion is dangerous, unfounded and in bad faith. Rather, it is the Bayelsa State Governor who has been blackmailing Kalabari people of Rivers State, cajoling them to relinquish the Soku oil wells to Bayelsa State, using the puerile argument that President Jonathan is Ijaw; Kalabari people are Ijaw; so Kalabari people should support their Ijaw brother, who is the President, to take away Kalabari oil wells and should not join an Governor Amaechi, who is not Ijaw, in the fight to return Soku oil wells to Kalabari people of Rivers State.   
 
The Rivers State Governor, Rt. Hon. Chibuike Rotimi Amaechi, will continue to accord the highest respect to the person and office of His Excellency, the President of the Federal Republic of Nigeria, but will never submit to any attempt, as is being orchestrated now, to be intimidated in its responsibility of preserving the property and resources that rightly belong to the people of Rivers State.
 
The Governor and people of Rivers State cherish the historic good neighbourliness they have enjoyed with the Governor and people of Bayelsa State. Governor Amaechi will work to preserve this cordial relationship in the context of mutual respect and observance of the rights of each state.

First Lady Patience Jonathan Orders Rivers Police Commissioner Mbu To Release Arrested Armed Thugs Of Her Political Allies

In a rare show of power she constitutionally doesn't have, Nigeria's First Lady Patience Jonathan has reportedly ordered the Rivers State Commissioner of Police, Mbu Joseph Mbu, to release the armed thugs of her close political allies, Senator George Sekibo and Evans Bipi.

The six men were arrested on Friday by the Joint Military Task Force (JTF) in Ogu, the hometown of the two politicians, and they were handed over to the police for prosecution.

But SaharaReporters has authoritatively learned that Mrs. Jonathan ordered Mr. Mbu to release the suspects as well as return to them the arms and ammunition that were found in their possession.  It is as yet unclear if Mbu has complied with the order, but Mr. Bipi, a former domestic aide of Mrs. Jonathan, is understood to be actively trying to ensure the release.

Meanwhile a crisis of confidence seems to have erupted between the JTF/Army and the police in Rivers State concerning how the story, which was broken by Saharareporters, leaked to the media.

Mbu is said to have complained loudly that the Army/JTF must have leaked the story to the media.  

The police commissioner is further said to have lamented that the other security agencies (Army, Navy, Airforce, SSS) in the State are not helping him and the police at all in the fight against Rivers State Governor Rotimi Amaechi. 

According to our source, he is citing the arrest of the six men and the subsequent leakage of the story as an example of such lack of cooperation, arguing that had the arrest been made by the Rivers State police command, the media would not have heard about it.

A source within the JTF/Army has however dismissed Mbu's claims, describing them as ridiculous and preposterous. The source maintained that the army does not get involved in politics and certainly does not take sides in political fights, calling Mbu a joker if he expects the army to do otherwise.

The source further stated that Mbu should look inside the police concerning how the story got to the media, saying that it was after the Army handed over the suspects to the police for prosecution that the story went public.

It would be recalled that the six armed youths were arrested by the JTF on Friday on their way to Ogu in Ogu Bolo Local Government Area.  They had on them several AK-47 rifles arrested six youths bearing seven AK47, 146 rounds of 7.62mm Special life ammunition and 10 life magazines. 

Their names were given as Daniel Ibito-Anga, Sunday Elisha, Uche Jenikachi, Ibinabo Lawson, and Okechukwu Okoro.  Their leader, Ibito-Anga, is known to present himself as Security Adviser/PA to both Senator George Sekibo as well as State Assemblyman Bipi.

Sekibo and Bipi hail from Ogu and are known to be very close allies of Mrs. Jonathan.

Following their arrest, the men were taken to Bori Camp, the military base in Port Harcourt.  Unconfirmed information reaching us is that they were this morning handed over to the Police in Rivers State.

The police command in the State is headed by Commissioner Joseph Mbu, who is said to have been brought to the command by Mrs. Jonathan, from whom he has been widely accused of taking directives.

Only recently, Rivers State Governor Chibuike Rotimi Amaechi raised the alarm that arms, ammunition and weapons were being brought into the State by people opposed to his administration ahead of the next general elections.  He alleged that the weapons were meant to be used to intimidate and perpetrate violence against the people of Rivers to enable his opponents to rig the elections.

IVERS STATE GOVERNMENT RESPONDS ON THE OBIO-AKPOR SUIT AND JUSTICE IYAYI-LAMIKANRA, THE OBIO-AKPOR SUIT, THE PORT HARCOURT CENTENARY WORK-FREE DECLARATION AND THE ADMINISTRATION OF JUSTICE.
 
INTRODUCTION:
The Hon. Justice Adama Iyayi-Lamikanra of the Rivers State High Court, sitting in the Port Harcourt Judicial Division, presides over the Obio-Akpor suit filed by the suspended Chairman of that council in which he is seeking judicial intervention to return him to office.
As it is the case with everything now in the State, the proceedings have become subject of bitter and unrestrained politics.
 
THE SOURCE OF THE POLITICISATION OF THE MATTER:
The politicisation (the term is here used to denote the arousing of unrestrained political interest in the matter) started when the former Chief Judge, Iche N. Ndu, Ksc,OFR, a few days to his lordship’s retirement, ‘mysteriously’ ‘assigned’ the suit to Justice Iyayi-Lamikanra as though it was a fresh suit when, in fact, it was pending already before Justice Iragunima and ought to have been a re-assignment. The instrument which the former Chief Judge used in effecting it, shows, clearly, that it was done as though it was never pending in any previous court. This was the beginning of political suspicion in the matter. The Defendants, except the Claimants, did not know of the ‘reassignment’ until they got to Justice Iragunima’s Court on the return date of 10/10/13 for a Ruling, when they learnt there in her Court, of the transfer.
 
CONTINUING SOURCE OF POLITICISATION:
On the 23rd day of October, 2013, the ‘assigned’ suit came before Hon. Justice Iyayi-Lamikanra for the first time.
In law, ordinarily, coming up for the first time, the suit should be for Mention and not for any other business, not the least, for hearing except the parties agree.
However, on that day, the Judge not only heard all the applications in the file including the ones filed that very morning accusing her of bias – and dismissed them all.
 
MORE SOURCES OF POLITICISATION:
His Lordship heard application for stay of proceedings and after hearing it, adjourned Ruling on it and continued with the proceedings of the day in the matter all to ensure hearing and conclusion of the matter on that same day!
I was in court. I sat there from the beginning of the proceedings till the end. These therefore, are not what I read in the newspapers or relayed to me by anyone. No. These are what I heard, saw and observed personally in court that day.
 
THE BIGGEST SOURCE OF POLITICISATION:
Perhaps, the biggest source of politicisation of this simple suit was what the Judge subsequently did:
Emenike Ebete, Esq, of counsel to the Obio/Akpor Caretaker Committee, moved his motion in which he prayed the court to extend time for his clients, up to 14 days, to file their reply to the originating summons. In other words, an extension of time for them to be heard.
The court granted the Order as prayed – in effect giving them 14 days within which to file their defence, as it were, so as to be heard.
 
After so granting the prayer, the court insisted that the matter must go on to hearing that day! The lawyer protested that having just been granted an extension to state, as it were, their own side of the story, to the case, (to use ordinary parlance), it followed that hearing could not go on until after the period (14 days) granted them within which period they would have filed their defence. He then formally, applied for an adjournment, following the grant of the Order of extension of time, to enable him do what the court had granted him 14 days to do.
Curiously, the learned Trial Justice Iyayi- Lamikanra declined to allow him to go and file his defence despite the Order for that purpose.
Curiously, still, the court went on with the hearing of the suit and after which adjourned for Judgement!!!
 
This is what happened in court on that day. I repeat that I was personally present.
I have since applied for and obtained the certified (true) copy of the proceedings and have arranged for its publication in the print media for any doubting person to see and read it. This is the biggest source of the politicisation of the matter.
 
ACCUSATIONS AGAINST THE PERSON OF THE JUDGE:
Since then, accusation of bribery in foreign currency and sundry other benefits against the Judge have been inundating the media and social space.
Apart from the fact that those are difficult to prove, and in many cases impossible of proof, I hereby restate my oft-repeated position that no sitting Judge should be denigrated in the media. That would be destructive of the Judicial System just on the basis of only one person’s alleged judicial malfeasance. The desire to protect the system as a whole, should give wider berth to the overwhelming urge to denigrate a sitting Judge publicly especially since Judges, by the nature of the system, do not defend themselves as expected. There is a system in place, a respectable system, to correct such judges in deserving cases. There is also the appellate system. Chronically slow as it is, it is still an option.
 
Expectedly and in keeping with my own resolve not to denigrate a sitting Judge in public no matter the strength of my belief that such a Judge had been steeped in malfeasance, we lodged an appeal against the proceedings of that day. We must distinguish between factual representation of court proceedings – as I have done here –and denigrating a Judge as the politicians have been doing.
 
I restate here, for emphasis, that Hon. Justice Adama Iyayi-Lamikanra on the very first day the matter came to her court on transfer from another court, ensured that the matter was heard to Judgment stage and refused a party time to file his defence even after she had granted that party an extension of time to go file the defence.
Three Senior Advocates in the matter were in court on that day and they are:
Ken Njemanze Esq. SAN, one time Attorney General of Imo State; Donald D Nwingwe Esq. SAN, himself also was once an Attorney General of Imo State and Rowland Otaru Esq. SAN.
 
I have named them because they are Senior Advocates and should, in keeping with their status, be more interested in truth to save the judiciary than in a temporary court victory to please a client. That is the meaning of being a Senior Advocate. I expect that they contradict me publicly to expose any lie on my part on this my representation of what transpired in court on that day, especially on the vex issue of granting of extension of time to the Defendants to file their Defence and still going on with the Hearing and adjourning for Judgment. It is difficult not to be horrified by that proceeding no matter how you hate the Defendants’ case. As a legally-trained mind, I was and I am still horrified.
 
FURTHER DEVELOPMENTS:
 
Apart from the appeal, Records of Appeal have since been compiled and transmitted to the Court of Appeal.
Hon. Justice Iyayi-Lamikanra has been officially communicated to the effect that Records have been transmitted. This step has legal implications as I shall show anon in the concluding part of this piece.
 
THE CENTENARY WORK-FREE DECLARATION:
There has been a series of activities to mark the 100 years of Port Harcourt establishment as a city.
To give it a grander celebration, the Rivers State Government declared week-long work- free days which, as Government, it has right under the law to do – no one has said it lacked such power.
 
However, politicians of the factional PDP in Rivers State led by its chairman, Felix Obuah, have continued to state that the work free period was declared to scuttle the delivery of Judgement in the Obio/Akpor suit. The suit was not only adjourned for Judgment, but for ‘Rulings and/or Judgment’.
 
This means, without more, that the Obuah political faction, are aware of what the Judgement will be. In other words, the Judgment is already leaked to them. Which means that Obuah and his group have already known that all the Rulings will be decided against the Defendants –including the application for stay of proceedings- and then the Judgment will be delivered. This is dangerous!
 
LACK OF KNOWLEDGE OF THE LEGAL SYSTEM AND THE WORKINGS OF THE COURT:
This thinking that the Rivers State Government needed a work-free period in order to prevent further proceedings in the Obio/Akpor suit is one that is borne out of lack of knowledge of the workings of the law and the Judicial System itself. The records of proceedings having been compiled and transmitted to the Court of Appeal, there is then, automatically, a total lack of Jurisdiction in the court below (i.e. Hon. Justice Adama Iyayi-Lamikanra’s Court) to take any other step in the matter, interlocutory or otherwise, when records have been compiled and transmitted as there can no longer be concurrent proceedings of the courts at that stage.
This has always been the Law since Chancery to the modern era.
 
For the avoidance of doubt and to make matters clear contrary to the reasoning of the political Group as to the motive of declaration of work free days, the public is hereby informed that the Law is that the Rivers State Government does not need to declare a holiday to make the Hon. Justice Iyayi -Lamikanra to stop further proceedings on the matter as the Record of Appeal in the matter has already been compiled and transmitted and automatically, the Judge no longer has jurisdiction in the matter until the appeal is disposed of. I speak here of law and not politics.
 
The following are the consistent position of the law on the matter. In:
 
(i) MOHAMMED NDEJIKO MOHAMMED & 4 Ors Vs. MOHAMMED HUSEEININ & ANOR (1998) 14 NWLR (PT 584) at 108 on Page 141, the Supreme Court held that:
 ‘’In effect, when the Record of proceedings have been transmitted to the appellate Court, whereby the court is seized of the matter, the trial Court lacks every jurisdiction to take any proceeding, interlocutory or otherwise’’.
 
 
(ii)  HIS ROYAL HIGHNESS OBA Y.D OGUNDIPE V CHIEF A.M.A AKINLOYE & 4 ors (2002) 10 NWLR (PT 775) 312 on Pages 336 to 337, Paragraphs A to D, 339 to 340, Paragraphs E to O where the Court of Appeal held as follows: ‘’ the Law is well settled that …once Record of appeal is transmitted to the Court of Appeal, in which case it is seized of the matter, the trial court lacks jurisdiction to take any proceedings, interlocutory or otherwise’.
 
(iii). UDUNMA NWAFOR ORIZU V SAMUEL UCHECHUKWU OFOMATA & 3 ORS (2007) 13 NWLR (PT 1052) 487 On page 508, Paragraphs C to E it was held that:
“It should be noted that it is a matter of trite Law that when an action is on appeal from a trial Court…, the trial Court ceases to have jurisdiction on the matter as soon as the appellate court entertaining the appeal has received the Record of Appeal compiled by the appellant and the appellate court enters same in the court’s cause list, the trial Court should no longer exercise jurisdiction over the action.”
 
The above are only fragment of the many clusters of decisions of the Court on the matter to the effect that once an appeal has been entered, the Trial Court, no longer has jurisdiction in the matter. See also the following Decisions:

THE QUESTION:
Why then should the Rivers State Government be declaring work-free days as with motive to prevent the Hon. Justice Iyayi-Lamikanra from continuing with the jurisdiction in the Obio/Akpor case as to proceed to Judgment (the Judge actually adjourned, not only for Judgment but also for Ruling on some pending motions) when, as demonstrated, such executive interference is not necessary as the law, as reproduced above, has already taken care of the situation?
 
 
It seems that the Felix Obuah political group is hinting that the lawlessness that now characterise our polity shall now be transported fully into the Obio/Akpor suit and that the Judge shall, willy-nilly, continue, despite the transmission of the records.
It is unfortunate that too much Politics is mixing with Law to ridicule the judicial system as exemplified by the Obuah Group using the Police to block entry into and exit from the Obio Akpor Council despite the subsisting Ruling of Nganjiwa J of the Federal High Court. It is curious that the same group which has so successfully and brazenly blocked the Court order from being operational is the same group desperately seeking for another Court Order to be used to enter the premises they have blocked against another Court Order. Maybe, when they get the Judgment as they have hinted, the bomb scare they raised as the reason for disobeying Nganjiwa’s Order will disappear and then they will occupy the Council ostensibly on the strength of a preferred Court Order.
 
To import this lawlessness into the Obio/Akpor suit before the Hon. Justice Iyayi-Lamikanra as the Felix Obuah Group is hinting, will be most unfortunate as it will become proof that anarchy has been successfully introduced into the judicial system.
 
 
POLITICAL GROUP OF FELIX OBUAH A PARALLEL GOVERNMENT IN RIVERS STATE?
There is only one Governor in Rivers State. The Felix Obuah faction of the PDP or any political structure or platform whatsoever, however named, is not the Governor of Rivers State.
 
Where criticisms are legitimate and constructive, they will be welcome, but, acting like a parallel government when you are merely a political Group, is invitation to anarchy.
 
The underpinning boldness of this group which fuels the impunity in Rivers State is traceable to their insistence to their followers and beneficiaries that whatever happens, whatever wrong they commit, that the National Government is behind them through their link Minister. This is unfortunate, both for the polity and for the system.
 
FINAL ADVICE TO LAWLESS POLITICIANS:
Since politics is the only means of livelihood for many, it is imperative that that means be preserved as too much lawlessness in the course of politicking has the assured potential of annihilating the system and thus throwing many of its practitioners into unemployment and penury. It is, therefore, the course of wisdom, to play politics in a manner that preserves it, and that is by being law-abiding, so that the ‘profession’ of politics can be preserved, than by destroying it and thus endangering selves (through assured unemployment that will inexorably result when politics is destroyed) and jeopardising the governed (by making them live in fear arising from anarchy). It is, therefore, in every one’s interest, to play by the Rules.
Please, remove the Judiciary from your politics.

PRESIDENCY LIED, RIVERS STATE GOVERNOR RT. HON. CHIBUIKE ROTIMI AMAECHI IS THE ONLY AUTHENTIC CHAIRMAN OF NGF

Again, Ahmed Gulak, the Presidential Adviser on Political Matters displayed his complete contemptuous lack of basic democratic tenets and principles and sadly painted the President Goodluck Jonathan Presidency as a partisan undemocratic Presidency that has no regard or respect for the peoples' mandate expressed through the ballot box when he told PUNCH newspaper of Monday November 18, 2013 that the Presidency does not recognized Rivers State Governor Rt. Hon. Chibuike Rotimi Amaechi as the duly elected Chairman of Nigeria Governors’ Forum (NGF).  Not done yet, Gulak digged in further to say Plateau State Governor Jonah Jang who lost the NGF chairmanship elections to Governor Amaechi is the NGF chairman recognized by President Goodluck Jonathan! Haba!

It is a known fact that in the election for the chairman of NGF held on May 24, 2013, Governor Amaechi got the mandate of the majority of his colleague governors to continue to serve as their chairman when 19 governors voted for him as against 16 that voted for Governor Jonah Jang. 19 is always greater than 16. It is that simple.


But for the Jonathan Presidency (according to Gulak) 16 is greater 19! We, like most Nigerians, are further saddened that the likes of Gulak in the Presidency are so ignorant and totally bereft of substance that they lack the capacity to comprehend the quantum of damage comments like that do to the President and the Presidency, they are paid with taxpayers money to serve and protect. By his comments in PUNCH, repugnant Gulak just told Nigerians and the world, that the Presidency (of course with President Jonathan) do not respect, have no regard and do not recognize the result of a free and fair voting process that produced a clear winner in the person of Governor Amaechi.

It continues to baffle us, like most Nigerians that small, petty minds like Gulak in the Presidency will continue to make undemocratic comments that do enormous and sometimes irreversible damage to the President and the Presidency in their thoughtless, madcap self-imposed mission of persistently pouring intemperate, obnoxious and opprobrious invectives on Governor Amaechi. But this is not about Governor Amaechi. It is about respecting and recognizing a democratic, electoral process that produced a winner. And it does not matter whether they like the winner’s face or courage or ability to speak his mind. It does not matter whether the person disagrees with Mr. President on certain national issues; they are duty-bound to respect and recognize that democratic process that produced a winner.

It is certainly rude, uncharitable, ill-mannered and nonsensical for Gulak, an appointed aide to condescendingly, derisively and superciliously refer to elected governors as ‘Amaechi Governors Forum’. Ahmed Gulak and his likes in the Presidency must be told in unambiguous terms that the Governors Forum is the internal business of the governors and who becomes their chairman can only be determined by the governors and the governors alone; and certainly not the Presidency. And for now, the majority of governors have democratically elected Governor Amaechi to serve as their chairman. Governor Amaechi remains the only authentic chairman of the Nigeria Governors’ Forum. Casting nasty aspersions on governors elected by their people will never change that fact.

Finally, we want to assume that bigmouthed Gulak who talks first then think later was only speaking his wrenched and warped mind; and speaking for himself and not for our dear President, His Excellency, Dr. Goodluck Ebele Jonathan or the Jonathan Presidency. We want to assume that his comment to PUNCH which is an obnoxious and futile attempt to distort the fact was not authorized by President Goodluck Jonathan. This is why it is imperative and pertinent for the Presidency to dissociate itself and President Goodluck Jonathan from the unbefitting, perverse, delinquent and pigheaded comment of Gulak on who is the authentic chairman of Nigeria Governors’ Forum.

Yes, Port Harcourt is working! And Yes Governor Amaechi has done and he's still doing a lot to transform Port Harcourt and the entire Rivers State. Segun Oshogbo's dubious photos purportedly showing bad roads to discredit the Governor Amaechi administration is the biggest fraud that I have seen on this forum. Segun showed us a bad patch on Woji road but did cleverly refuse to tell us that Amaechi is reconstructing and expanding that road and work is ongoing right now as the photos below show. He also insidiously refused to tell us that the other entrance to Woji from Rumuomasi, Rumuogba and Oginigba has been reconstructed and expanded. Erstwhile tiny one lane roads are now expanded to brand new two-lane, three-lane roads. He also didn't mention that Trans Amadi- Garrision road is been reconstructed and expanded by Amaechi. Work is actually on going on that road. The roundabout at the Slaughter end of the road is almost ready. The pictures of Abacha road he posted is alien to those who live in Port harcourt. Those photos of roads posted by Segun is a big fraud, a deliberate attempt to deceive. Amaechi has done a lot in terms of road construction and reconstruction in Port Harcourt and the State. Some of the roads include, Elekahia/Rumuomasi road, Rumuola/Rumuokwuta road, Rumuobiakani/Old Aba road, Oginigba/Slaughter road, G U Ake-Eliozu road/flyover, Stadium road, Nkpogu road, Eleme junction flyover/interchange, Obiri-Ikwerre/East-West road flyover/interchange, Agip flyover, Ikwerre road, Olu-Obasanjo road, Azikiwe road, internal roads in Old Port Harcourt Township and in Dioubu. most of these roads are reconstructed into dual carriageways with integrated underground drainages, streetlights and greenery. The pictures below tell a fraction of the story.
