if abroad, like the UK. all you need to do is register on ebay https://scgi.ebay.co.uk/ws/eBayISAPI.dll?RegisterEnterInfo&_trksid=m37, crtate an account. after filling the form, you'll receive an email for you to activate your account.
after activation, you are ready to shop.
look for items you want to buy or you can take part in an auction.
you'll need a credit card or debit card or paypal to make payments. opening a paypal account is free.
