We are busy making policies without orientating people. Helmet is for protection when accident happens. This woman did not use helmet.All advert they are making, they are just telling us to wear helmet instead of clamoring why I should use helmet. In US, they won't tell you in their advert to use helmet, they will tell you dangers you engage your life to if you don't use helmet. They will paint it to an extent that you will think if you don't use helmet, you will die instantly.

Let's change our approach and spend more money on orientation. Though, it takes time. You might use 2years to orientate people about a course. But, when they understand it, your policies will stand.
