"Protection Rackets" are among the oldest forms of organized extortion known to criminal law. From the young Triad foot-soldiers who demand money from Hong Kong shop-keepers, in exchange for assurances that shop-front windows won't get "accidentally" smashed, to the kidnap gangs of Mexico and Colombia, from whom temporary immunity can be leased with monthly payments, the classic shakedown takes many forms.

In response to the pasting of those Wild West style posters demanding cash from residents of Nsukka Nigeria, local authorities would do well to arm and pay vigilante groups, to whose ranks would then be added defectors from kidnapping gangs hoping to act as paid informants to the government. The kidnapping gang leaders, once pointed out by those informants, can then be neutralized expeditiously in "Los Pepes"-style decapitation strikes, outside the court system.
