So where exactly is d fraud here?? Smone shld explain..... It is a shame though that d Recruits are meant to receive #25000 and are still supposd to feed demselves (eida directly or indirectly). They shld be paid this amount, while the Colleges shld feed dem separately. Thit policy from that former IGP needs revision... |

Punch did not do a thorough job here! Firstly, they failed to provide the amount allocated for the entire police training schools in the 2012 budget and how many graduated as at december 2012. The entire training schools allocation for 2012 was N851million, its actually impossible for the trainees to have been shortchanged to the tune of N2billion. As at december 2012, 18500 cadets graduated. If we divide the allocation with the number of graduants; N851m÷18500=N46000 each for a trainee. N46000÷12months=approx N3,834 per month for each trainee. If we go by 15months which is the entire duration of their stay in college it will be; N46000÷15months=approx N3,070 monthly. Caveat; I may be wrong though! Even if we go by my calculations, the amount still remains meagre for those training to be entrusted with the duty of protecting lives and properties! |

A very corrupt system. Why should a Police College bother about feeding its recruits when there are more important things to do? You pay them N25,000, why not outsource management of your canteen and focus on more important processes? Open bids and get at least two organisations to provide food for your recruits in each of the colleges. Your recruits buy meal tickets, they make their money, they pay an annual fee to you, you check regularly for quality, the canteen becomes well managed, everyone is happy. But they don't think, the money wey dem go thief done make all of them loose their brain. 1 Like |

@take dat, I think the figure you quoted there is for the training budget only and does include any stipend which probably appears under 'personnel costs' for the ministry. However, a senior PSC official, who pleaded anonymity, claimed that the payment of policemen was purely the business of the ministry, adding that the cheating of police recruits should be laid at the door step of the ministry El-Rufai actually provided an interesting overview on Budgetary allocations here The total budget of the Police sub-sector in 2012 is N331.2bn (N328.5bn in 2011) made up of Ministry of Police Affairs (N5.8bn, in 2011, N13.3bn), Police Formations and Command (N307.9bn, 2011 – N295.6bn), Police Service Commission (N2.5bn, 2011 – N2.6bn) and Federal Government’s Contribution to the Police Reform Fund (N15bn, 2011 – N25bn). |

eGuerrilla: @take dat,I do not know of the stipends that appeared under personnel costs for the ministry. According to the same El-Rufai; N851million was budgeted as the entire training budget. The total budget for the ministry of police affairs was N13.3billion, but the ministry only controls police pension and awards contracts for some police formations. I do not know how the extra personnel cost for training schools fall under their purview! mobile.saharareporters.com/article/budget-2012-7-reforming-police-nasir-ahmad-el-rufai |
