Thou shall know the truth and the truth shall set you free, this means that d person was ignorant of his position or his sin, but got infomation or discovered that he was wrongly positioned or discovered that he was a sinner. That discovery is what sets him free ( and the truth shall set you free).

But he has a choice not to exercise his right to freedom. He has known the truth that lying or taking bribe is bad but he just wishes or refuses to stop those sins. The person is known as a lawful captive.
Isiah 49:24 "Shall the pray be taken from the mighty or the lawful captive delivered?"
They caught a thief and put a tyre in his neck then set him on fire,as people were feeling sorry for the soul of that thief,another thief was busy picking someone's pocket among the crowed.He was there and saw what was happening to a thief like him,but he decided not to change.That is a case of a lawful captive.He knew the truth but refuses to allow that truth to set him free. He was not ignorant of his position or of what he was doing.

For someone who lies, if d person has not read in the bible that "..... and all liars, shall have their part in the lake of fire.....Rev22:8 he is ignorant of the purnishment and d consequence.He might feel it was just a small sin.But the day he hears sermon that it is a sin to lie,for that moment he is set free from that state of ignorance.He now knows the truth.He may decide not be set free and continue to lie.

So, Jesus knew what he was saying ,but it remains for you and me to accept the truth and be set free.

For some they will not accept and would remain in their bondage and some would accept and be set free.
