President Muhammadu Buhari will on Sunday, January 17, embark on a three-day official visit to the United Arab Emirates (UAE).



In the course of the visit, President Buhari will join the Secretary General of the United Nations, Mr. Ban Ki Moon, Crown Prince Mohammed Bin Zayed Al-Nahyan of Abu Dhabi and other participants as a special guest of honour at this year’s edition of the World Future Energy Summit.

The Summit which is now in its ninth year of existence has developed into one of the world’s most influential events dedicated to advancing future energy, energy efficiency and clean technologies.

In a move signalling Nigeria's reengagement with the Middle-East region, President Buhari will also lead a team of his ministers to bilateral talks with the government of the UAE.

After the talks, a number of agreements between both countries on economic, trade and bilateral relations are expected to be signed.

From the visit, Nigeria also expects to get more support from the UAE for its war against terrorism and the recovery of Nigeria's stolen funds.

President Buhari is also scheduled to meet with leading UAE businessmen who are interested in Nigeria with a view to encouraging greater investment inflows to critical sectors such as power supply, oil, gas and agriculture.

The President, who will be accompanied by the ministers of Power, Works and Housing, Petroleum, Environment, Justice, Trade and Investment, Finance and Foreign Affairs, as well as the National Security Adviser, will also meet with Nigerian professionals in the UAE before returning to Abuja on Tuesday, January 19.

Nigerians were outraged when it was discovered that former Lagos Governor, Babatunde Fashola spent N78 million of taxpayers’ funds to develop his own website.

Now, another one of his political colleagues wants to beat his record by spending a whopping N795 million to build a website.

Former Ekiti state governor, Kayode Fayemi who is now Minister of Solid Minerals is no stranger to controversy. As a governor he was alleged to have spent N50 million to purchase a bed for government house.

In the 2016 budget documents, his ministry is budgeting the relatively colossal sum of N795 million to update a website.

Actually, the exact figure is N795,234,275.

ORDERS OF THE DAY
MOTION
A motion was presented to the Senate on:
The urgent need to empanel the National Council on Public Procurement of Nigeria by Senator Theodore A. Orji (Abia Central) and Senate Leader Ali Ndume.
The Senate noted that the ‪#‎PublicProcurementAct‬ came into force since 2007.
The Senate was worried that since the passage of the #PublicProcurementAct in 2007 the National Council on Procurement has not been established.

The Senate accordingly resolved to urge the Federal Government of Nigeria to as a matter of urgency, officially set up the National Council on Public Procurement to give life and meaning to the #PublicProcurementAct to achieve the objectives for which the Act came into being.

POINT OF ORDER
Senator Enyinaya Abaribe (Abia South) raised a Point of Order for the Senate to address the issue of the ‪#‎MissingBudget‬ going round the media.
Senator Abaribe while quoting Order 42 of the Senate Standing Rules said the matter was discussed during the Closed Section yesterday but a feedback was yet to be released.

Senate President Bukola Saraki responded to the point of order on the rumored #MissingBudget stating that it was agreed at the Closed Session yesterday and that the Senate will wait for a feedback from the Committees assigned to look into the matter.

CONSIDERATION OF A BILL
The Senate considered A Bill for an Act to Amend the Agricultural Credit Guarantee Scheme Fund Act to promote Commercial Agriculture in Nigeria; ensure credit support for production, storage, processing of target commodities, market & enterprise development, provide concessionary funding for Agriculture and for other related matters, 2016 (SB. 17) _ Second Reading by Senator Andy Uba (Anambra South).

The Bill was forwarded to the Committee on Agriculture Chaired by Senator Abdullahi Adamu (Nasarawa West).

CONSIDERATION OF REPORTS
The Senate considered a report of the Ad-hoc C'ttee on Aviation in respect to the motion on the Worrisome & Unstable Position of the Nigerian Aviation Industry by Senator Rabiu Musa Kwankwaso (Kano Central)

Senate President Bukola Saraki concluded by thanking the Chairman and members of the Ad-hoc Committee on Aviation for their findings.

Senate Leader Ali Ndume then moved for Senate to stand down the Fourth Order of the Day to the next Legislative Day and adjourn plenary to Thursday 14th January 2016. Senate Minority Leader, Senator Godswill Apkabio seconded.

Senate President Bukola Saraki then put the question and Senate adjourned plenary to Thursday 14th January 2016.

FIFA said in a statement: "The employment relationship between FIFA and Jérôme Valcke has been terminated."



Jerome Valcke has been sacked by FIFA as secretary general of the world governing body after ethics charges were brought against him over World Cup ticket sales.

The Frenchman, who was Sepp Blatter's right-hand man since 2007, had been suspended since September after allegations that he was central to a ticket touting operation at the 2014 World Cup.

Last week, FIFA's ethics committee opened formal proceedings against Valcke, announcing it recommended a nine-year ban for the Frenchman on charges of conflict of interest and giving or receiving gifts.

Valcke had strongly denied any wrongdoing, saying his conduct had always been 'exemplary'.

But a meeting of FIFA's emergency committee has now decided to dismiss him from the organisation.

A FIFA statement read: 'The FIFA Emergency Committee decided, on 9 January 2016, to dismiss Jerome Valcke from the position of FIFA Secretary General with immediate effect. Jerome Valcke is therefore no longer the Secretary General of FIFA.

'The employment relationship between FIFA and Jerome Valcke has also been terminated.

'Jerome Valcke was provisionally released from his duties as Secretary General on 17 September 2015, and on 7 January 2016, formal adjudicatory proceedings were opened against him by the adjudicatory chamber of the FIFA Ethics Committee chaired by Hans-Joachim Eckert.

'The provisional suspension imposed on Jerome Valcke on 8 October 2015 and extended on 6 January 2016 continues to be valid.

'The duties of the Secretary General will continue to be assumed by the Acting Secretary General, Dr Markus Kattner.

In a follow-up move, Senate President Bukola Saraki visited Presidential Villa to seek audience with the President and after the closed-door meeting, he refused to either confirm or deny the story that the National Budget is missing. Former Anambra state governor, Chief Jim Nwobodo, has stated that he did not receive N500m as rumoured, instead he got N100m which he he disbursed.



Nwobodo who stated categorically that he has never met ex-National Security Adviser, Sambo Dasuki, said he received the N100m from former PDP National Chairman Adamu Mu’azu, whose wherabouts the EFCC does not know.

He denied ever collecting money from Dasuki who he said he had never met. “I have never met Dasuki in my life. I don’t know Dasuki. Ex-Minister Bashir Yuguda I know, just as a former minister like any Nigerian.

“I got N100million for campaign purposes and not N500million. I did not receive the money from either Dasuki or Yuguda. The money I received was from a former National Chairman of PDP, Adamu Muazu. I gave the list of the disbursement according to states to the party,” he told The Nation.

In a statement issued by John Okoreni on behalf of Nwobodo said: “The attention of Senator (Dr.) Jim Nwobodo has been drawn to news items where it was mentioned that he received the sum of one hundred million naira (N100,000,000) from Bashir Yuguda, ex-Minister of State for Finance for the purpose of the last presidential election.

“Senator (Dr.) Jim Nwobodo states as follows: That he was the chairman of the Contact Committee of the PDP Presidential campaign for the South East Zone

“The Committee was appointed by the party and inaugurated by its then National Chairman, Dr. Adamu Mu’azu

“That the Committee oversaw the five states of the Zone, namely: Abia, Anambra, Ebonyi, Enugu and Imo State

“Members of the Committee were three for each state; Senator Jim Nwobodo, Chairman (Enugu), Chief Onyema Ogochukwu, Secretary (Abia), Ambassador Ojo Maduekwe (Abia), Senator Adolphus Wabara (Abia), Prof. A.B.C. “That the fund was properly disbursed to the states and duly signed by members of the Committee for each State and accounted for to the party.


“That at no time did Senator Jim Nwobodo receive the money from any person other than the then National Chairman of the party.

“That it would be unusual for Senator Nwobodo and other members of his committee to query the source of the campaign fund coming from the National Chairman of his party for official functions and purposes.

“This statement is meant to put the records straight and correct the impression making round in the media on the alleged distribution of money by Bashir Yuguda as it concerns Senator Nwobodo.

Senator Aisha Alhassan has lost the battle to claim the Taraba state Government House today as the Court of Appeal, sitting in Abuja upturned the verdict of the election tribunal and ruled that the method of nomination of a candidate should not be one of the grounds for disqualification for the election as stated in the constitution and the electoral act.
It also ruled that the issue of PDP primary which produced Governor Darius Ishaku was a pre-election matter that should not have been entertained by the Tribunal.

The court also ruled that only INEC and members of PDP who participated in the primary election has the right to complain.
The Court said whether the primary of a political party was done right or not cannot be subject of an election petition.
The court said the most important question was whether the appellant was a member of PDP and was sponsored by the party for the gubernatorial.

The court ruled that Ishaku was validly nominated candidate of PDP for the election and he participated in the election.
In the judgment of the court, Alhassan and APC have no right to challenge the election in which Ishaku emerged since none of them is a member of PDP.

According to the court, the decision of the Tribunal not to take into consideration the testimony of appellant witnesses that the PDP primary election was shifted to Abuja because of security situation was perverse. It therefore set the decision of the Tribunal aside.
“If the Tribunal decides that a candidate elected at an election was not validly nominated, it can nullify the victory, it should order for fresh election and not declare the petitioner the winner of the poll”.
The court therefore ruled that the Tribunal was wrong to have declared the APC candidate who scored the second highest number of votes the winner of the election.

The court said it was a gross misdirection for the Tribunal to declare the APC candidate winner of the election on the basis that he secured the second highest number of votes.
The Court allowed the Appeal and overturned the judgement of the Tribunal. The Court held that Ishaku was validly elected as Governor of Taraba State and his certificate of return remains valid.

In earlier rulings the five man panel dismissed arguments by the appellant, Ishaku that the Tribunal should not have accepted the statements of the witnesses because they were not properly signed. Thus, the appellant argued, the Tribunal should have struck out the petition.
The court held that the statements upon examination, were properly signed and stamped by the Secretary to the Tribunal who statutorily was the head of the registry of the Tribunal. The Appellate Court held that the petitioner fully complied with all statutory stipulations for filing of statement of witnesses and that the Tribunal was right to have accepted them.

The court also argued that it will amount to great injustice if the petitioner is held responsible for the mistake of the registry of the Tribunal.
Also, the court dismissed arguments by the appellant that the reliefs sought by the petitioner are incongruent. The appellant had argued that the petitioner cannot be claiming that the election was marred by malpractices and at the same time, asking to be declared winner of the election.

SEVEN REASONS WHY LAGOS IS WORKING UNDER AMBODE



As the administration of Lagos State Governor, Mr. Akinwunmi Ambode marks its seventh month in office, Mr. Steve Ayorinde, the State Commissioner for Information and Strategy offers seven irrefutable reasons that confirm that the Epe-born cerebral technocrat is the right man for the job.
1. Security: As Nigeria’s economy suffers a near recession due to the falling oil prices, with 27 States out of 36 states in the country needing bail-out funds to offset salary arrears, Lagos has been witnessing an unprecedented influx of people from far and near, thereby putting pressure on social infrastructure and security. Crime rate naturally increased momentarily but Governor Ambode rose to the occasion with an unprecedented donation of assets worth about N4.8bn to the Nigeria Police. With three patrol helicopters, two gun boats, drones, patrol vehicles and powerbikes, Armoured Personnel Carriers, bullet-proof vests and other security gadgets while also rebranding the Rapid Response Squad as the “good guys” with insurance schemes against incidentals. Ambode’s gesture has returned confidence to Lagosians and investors alike. He has taken the state’s Security Trust Fund to a new height and has smartly shifted the burden of responsibility in terms of policing Nigeria’s most-populated and prosperous state to the Police, which is no longer expected to offer excuses of being ill- equipped.

2. Roads: One of Ambode’s greatest assets is that he listens and is very responsive. He inherited a state whose inner roads were in a very bad shape. In an election year, road infrastructure tends to suffer since attention is usually given to political campaigns. The rains also compounded the woes in a state that is already below the sea level. There were complaints and they got to Ambode. Rather than fret, however, he responded swiftly, first through Operation Zero Tolerance for Potholes across the states and then by reconstructing hitherto abandoned roads. He has fully delivered the Ayobo-Ipaja Road and Ikotun-Ejigbo Road. Brown Street at Oshodi is half-way done; while a lane of the Okota-Ago Palace Way is ready for use this week, preparatory to its full completion in February 2016. More than 300 roads have already been repaired and rehabilitated across the states through the Public Works Corporation, thereby easing off traffic. Nowhere is neglected, from Akilo Road in Ogba to Opebi Road in Ikeja and then all the way down to Oyinkan Abayomi Drive in Ikoyi, Ambode’s “roads to greatness” are visible. Together with the 57 Local Council Development Areas, a total of 114 inner roads – two per LCDA - have been awarded for completion next year and to crown it all, the governor has approved the construction of flyover bridges at two of Lagos’ most problematic traffic zones – Ajah and Abule Egba.


3. Economy: One key antecedent of Governor Ambode is the fact that he was instrumental to the frog-leap of the state’s Internally Generated Revenue from a paltry N600m to N6bn while he was Accountant General. And so, a competent manager of resources is expected of this Fulbright scholar. In seven months, he has sufficiently demonstrated his mettle in this regard, by first restructuring the state’s exposure to commercial banks, thereby saving the state about N3bn monthly in debt servicing. He has re-jigged the Lagos Internal Revenue Service to do away with multiple taxations but expand the tax net instead so that those hitherto not captured will be brought on board. He has sent to the House of Assembly the Employment Trust Fund Bill through which the newly created Ministry of Employment and Wealth Creation will administer a yearly N6.3bn intervention soft loan to stimulate to economy, sustain small businesses and create jobs. Lagos Global, the office saddled with investment drive in the state has demonstrated capacity in making Lagos the bride to which every global investment suitor is attracted. Ambode has paid more than N11bn in pension arrears and benefits to retirees and has streamlined the issuance of Certificate of Occupancy to land owners. And in ending the year, the governor practically wowed Lagos with a budget proposal of N665.588bn with a capital to recurrent ratio of 58:42 that proposes N383,678bn for capital expenditure. No other state; not even the Federal Government, has been this proactive with capital expenditure ratio in their budget forecast.

4. BRT Expansion: Social infrastructure has always defined the success of successive administrations, particularly in Lagos State. Ambode is on a smooth ride here with the commissioning of Bus Rapid Response (BRT) extension from Mile 12 to Ikorodu. Through the Lagos Metropolitan Area Transport Authority (LAMATA), Ambode in November commissioned a project that included the widening of the 13.5km road with two additional lanes and the placing of BRT lanes in the middle of the road with over 400,000 passengers now being transported daily on the more than 400 brand new, high-capacity buses (which residents now joyfully call Ambode’s Buses) which now ply the corridor from Ikorodu to CMS.


5. Street Lights Project: When words filtered out that Governor Ambode might not approve the staggering N500m for Christmas decoration contract this year since the economy is such that requires prudent management, many thought he would be seen as not keeping faith with his promise of continuity. But it has turned out that not only is the governor a prudent manager of resources, he is also getting his priorities right. He encouraged corporate players like banks to beautify Lagos with Christmas decorations as their own Corporate Social Responsibility while he chose to focus on an enduring beautification project for Lagosians – to light up the city-state. And to fulfill his promise, the Lagos metropolis has been lit up in the past week with Ambode’s street light project brightening up major parts of the metropolis from Victoria Island to Ikoyi, all the way down to Third Mainland bridge, down to Alapere, Berger and Ikeja-Ogba environ.


6. One Lagos Fiesta and inclusive government: One of the campaign promises of Governor Ambode is to run a government of inclusion and bring governance back to the people. He demonstrated this in September when he flagged off his quarterly town-hall meetings that saw him render account of his stewardship directly to the people. He has promised that the town-hall meetings will move from one senatorial district to another in order to constantly feel the pulse of the electorates. But the governor has added to the layer in this yuletide season by expanding the erstwhile Lagos Countdown Concert to a five-day, five-venue all-inclusive celebration tagged One Lagos Fiesta. Rather than have it in one day and at the Bar beach as was previously the case, Ambode has creatively decentralized the concept of fun, entertainment and culture. Each division in Lagos – Epe, Ikorodu, Badagry, Ikeja and Lagos Island – are now experiencing simultaneous end-of-the-year merriments with local as well as popular artistes sharing the state. Even politicians, traditional rulers and every stakeholder are now taking ownership of the project in their zones. ‘One Lagos’ has since become the buzzword all over town with the governor, who has now finally taken up residence in his official Alausa, Ikeja abode, personally witnessing the flag-off of the fiesta on Sunday at the Agege stadium where the Ikeja zonal fiesta is holding.


7. Healthy Lagos, healthy workforce: Governor Ambode recognizes that health is wealth and here is one area where his impact is being felt in spite of the huge challenges occasioned by the influx of people from other states and neighboring countries on Lagos hospitals. The governor has improved on healthcare facilities in the state by injecting additional 46 ambulances to the existing pool with an additional 14 new ambulance points thereby bringing existing ambulance points to 25 all in a bid to reduce maternal mortality and tackle emergencies. The governor has brought peace to the lingering crisis within the medical circle. He has stopped the contentious casualisation of medical doctors who were employed some years ago as casual workers by regularizing their employment status in the state civil service. But he’s also aware of the need for a healthy and motivated workforce which is why he has also extended the Accident Insurance Policy for its workforce to cover accidents recorded outside working hours.
