nmagirl: i was expecting this kind of super story from the NPF. Will they accept before? even if they were caught red-handed. I always ask if there is any police officer from a good christian/muslim background, with good moral upbringing,self discipline, self control; who knows the definition of integrity, love and fear of God. OR is there any kind of oath or initiation they take during training that is always making 99% if not all of them behave like beasts?

i find it difficult to understand which part of the planet they came from. underverse?

They come from the same background as the rest of us. They are our dads, mums, uncles, cousins, brothers, sisters, sons, clansmen, friends, fellow chorists and ushers in church and what have you.

Vice in this country doesn't bear a human face. It is institutional, systemic and septic. Change the IG every week with a papal appointee and nothing will happen.

From the same pot that society is cooked in comes the cop, the politician and the criminal. And all have the means to hurt badly.

The Lagos State Police Command has denied claims that its officers attacked officials of the Nigeria Security and Civil Defence Corps, NSCDC, on Wednesday.

In a press statement issued by Ngozi Braide, its spokesperson, the police said the civil defence officers disarmed police officers responding to a distress call over alleged petroleum pipeline vandalism at Mosimi.

“The Lagos State Command wishes to use this medium to put the record straight on what actually transpired at Isawo-Ikorodu at early hours of today 27/3/2013 between the NSCDC and the Police,” said the statement.

“At about 0145hrs [/b]of date, [b]there was a distress call from DM security PPMC, Mosimi that they were experiencing drop in pressure on the pipeline. The Unit Commander in charge of Konu immediately pulled out his men on Konu axis under Inspr Sunday Gabriel to proceed to the scene.”

Ms. Braide said that as the police officers were approaching the scene, they heard sounds of “serious gun firing” near the pipeline area; and Mr. Gabriel instructed his men to head towards the direction.”

“Upon arrival, they saw a group of Civil Defence Corp Members coming out from the direction where the shooting was earlier heard,” Ms. Braid, a Deputy Superintendent of Police, said.

“The NSCDC men challenged the policemen who were about four in number on what their mission was in the area; ‘saying that it was their sole responsibility (Civil Defence) to guide and protect pipelines,” she added.

An argument ensued thereafter, according to the police statement, and the most senior NSCDC officer, DSC Olufemi, ordered his men, numbering 14, to disarm, arrest and handcuff the police team leader and three other members of his team.

“The NSCDC succeeded in disarming the police team leader, Inspr Sunday Gabriel, handcuffed him, collected his service pistol, walkie-talkie, and police I.D card,” the statement continued.

“As they were about dragging him into one of their standby hilux vehicles, a phone call was put to the Police Unit Commander reporting the situation. The three other officers resisted the arrest and this infuriated Civil Defence Officials who started shooting sporadically to intimidate and subdue the Police officers.

“Before the Police Commander could arrive the scene, the NSCDC officials had taken to their heels abandoning the handcuffed and leg chained Police Inspector with one NSCDC personnel.”


Ms. Braide further said that afterwards, the Police Commander at Mosimi received a “shocking” call from the NSCDC Commander that two of his men had been killed.


“Up till now, the pistol of Inspr Sunday Gabriel, [b]who was badly beaten and stabbed by the NSCDC [/b]officials, including his other accoutrements are still with NSCDC,” said Ms. Braide.

The police account of the incident differs from the NSCDC version which stated that one of the policemen they encountered said that the NSCDC had no right to operate in the pipeline area.


An argument ensued and the NSCDC officers left the police only to encounter a hail of bullets from a second team of police officers, an NSCDC source said.


The NSCDC account also said that the arrested pipeline vandals made several phone calls to the police and escaped after the police attack.


The police spokesperson added that the incident led to NSCDC officers at Alausa, Ikeja, assaulting three police officers – Sergeant Charles Igiebor, Corporal Ekun Julius, and Corporal Okoro Charles – who went for National I.D Card registration exercise, on Wednesday morning.


“They also started attacking Policemen on sight in other parts of the State,” she added.
Ms. Braide advised Lagos residents to remain calm as “investigation into the matter has commenced.”

The Bolded parts gives me goose pimples whenever I read through them. This is a badly written script from the Police.

That is what you get from duplication of function. What is the the real function of the NSCDC.

They should be better off functioning as a neighborhood watch than securing pipeline or confronting oil vandals. Very soon, they too will start mounting road blocks, setting up checkpoint to demanding to see particulars of vehicle.

Some Civil defence squad receives the same training with Nigerian army... (not all though). Not all have access to gun and bullets

I stand by my word. These clowns in blue are glorified security guards. And this is not the first time they've overstepped their boundaries, and everytime it ends up with their collective a$$e$ kicked by the NPF or army. These fools won't survive a week in the field with NPF units like SARS or intelligence bureau, or even days at the MOPOL training school at Gwoza, Borno.

I am seriously disappointed with the Police. No matter whose jurisdiction it is to protect oil pipelines, they should have put heads together to address the situation at hand, if there was no ulterior motive. It was the ulterior motives they had that lead to the argument over whose job it is to come there. This is because none of the groups would want the other group to be the one to be collecting cuts from oil vandals. Being in charge of the area means being in charge of the bribes from the vandals for them to turn a deaf eye to what they are doing.

Like ALL POLICE PERSONS, this woman is a BLATANT LIAR!
I am not even going to rely on what the NCDSC officials wrote but on what SHE HERSELF WROTE!

I have highlighted the "incriminating paragraphs" and anyone with a little knowledge would have "OBSERVED" the dramatic twist in her Tales, as it went from being victimized by NCDSC officials ......suddenly to the same NCDSC officials RUNNING AWAY and leaving behind tow dead colleagues! Haabba, POLICEEEEE!

But the "Big Questions" is: Whose constitutional responsibility is it, to protect PIPELINES from Vandals?

AND

"Whose Duty is it to assist and free from arrest, Vandals who break into and siphon Pipelines"

The Nigerian Police is made-up of bunch of Criminals, their criminality is "institutionalized and well organized".
They are a BIG SHAME and a BLIGHT on this Nation.

LMAO!! Super story cheesy !! Dude do you have any freaking idea what it takes to be a cop? Do you know that a soldier fresh out of NA Depot and Infantry Training school CAN NOT survive a few days at the NPF MOPOL Training School, Gwoza. NPF EOD and signal units are way ahead of their army counterparts, and Intelligence agencies like the DSS/SSS and NIA were initially trained and staffed by Police officers? Even till date, field officers are still recruited from both the officer cadre and rank-and-file for the secretive NIA. So please do not place the NSCDC on par with the NPF. It is an insult to the later. Even the Nigerian Prison Service has way more field experience than those clowns in blue.

1. Why were two law enforcement agencies busy debating jurisdiction instead of tackling the matter for which they were both called to the scene. Because there is "Egunje involved"! Definition: Jurisdiction = MONEY! grin

2. Why would an NSCDC official take a Police inspector into custody without due cause. There was "due cause"! => "Interfering with an attempt to change the receiver of BRIBE"! NCDSC officials were trying to upset the arrangement in place which "excluded them" and Police was interfering with that effort! wink wink wink You know yourself now, dont you?

3. This is the second case I am hearing of NSCDC officials not knowing there limitations. During my NYSC days in camp, a soldier head butted an NSCDC official until he was bloodied & fainted because of jurisdiction issues. I remember that the defence guy was challenging the soldier before the beat down. And how many times of hearing Army or Police being unnecessarily BRUTAL and SADISTIC?

4. Why didn't both agencies consult their ogas at the top before taking such actions. =====> Because "each Agency" has a "TARGET" to submit to "Oga at the Top", ... and each Oga does not care how the money is got.

5. How did the pipeline Vandals supposedly captured by the NSCDC escape!? Do you expect the Beneficiary to detain its "source of income"? C'mmon, dont underestimate the "intelligence" of Police Officers! grin grin

Civil Defence Corps 'disarmed' armed policemen? How? How many policemen were so disarmed? What are their names and ranks? Which station did they move from? Whose distress call were they responding to? What type of arms were collected from them?

Is it also not funny that no policeman die (none was even injured) but two Corps died? Does this make sense considering that the Corps were also armed?

Who first got to the crime scene? What did the Police do on getting there? Is it likely that the Defence Corps could have proceeded to disarm a supporting agency?

By the way, the Police are notorious for extra-judicial killings, human rights abuses, corruption and inefficieny. This ignoble image also does not help matters.

From all indications, the Police told a white lie. They've been highly unsuccessful in effectively policing the country and they are unsuccessful at this lie. Shame on them!

It a pity that many people of this forum are critized the police PRO for her comment on this matter. The woman explained how the incident happened but due to the hatred we have for the police people did not believe her. I was expecting intelligent people who had comment on this matter to ask some questions from NSCDC spoke man and police PRO inorder to know the truth of matter but they didn't but instead of that we just concluded in our heart that police was at fauit. The NSCDC mentioned that they loss two of their personel in the encounter,if it is true? He should have mention their names for us and also their corpses to the media. If we look at this story NSCDC spoke man did not tell us what really happened. They have the opportunity of taking picture of police inspector I.D.card,walkie talkie and his pistol but they can not show us the corpse of their member even their. In this matter i don't believe police pro lied. Police pro mentioned DC security of PPMC,mr Mosimi that he is the one who called police why alleging police again,i think this man we stand as a witness for police. On the aspect of the suspects that the NSCDC said they police for their rescue after arresting them,the story look some how. No security in naija will arrest suspect without searching him or her not to talk of trained security personel. i don't agreed with them on that. If suspects are with them why they did not search them and collect their phones. Another question i will like the NSCDC man to clear is that did your commandant at the scene of the crime gave order to disarm,arrest, handcuff and leg chain the police inspector and his men because they are few. NSCDC should provid more evidence to nail the police instead of alleging them.
