Is it possible for someone to have a sim card in a phone, not used in quite a while, and still have a recording heard by callers?

for futher clarification. I called a person in Lagos, I got a message. I later was talking to her online. She said she left her phone behind, running off to another town. She wants to get a new phone. I asked how after 6 months, her message system was still working, with the phone left behind, and the sim card gone? She said that providers there leave the message function in tact, even when a phone and sim card is inactive for months. So, my questions is, is this true?

Well my friend,it is possible it all depend on how long de acces day are,in my sim, i have acces days as far as 2oo9 so my voice mail system will be active till then.So wit dis it's possible.
