“The incessant killings by diverse freelance armed non- State actors like Islamic fundamentalists and other fringe insurgents, of operatives of the Nigeria Police Force in the last two years but with increased frequency this year, is symptomatic of a policing institution that is bereft of effective fighting and law enforcement mentality and defective in leadership. It is also a clear evidence that the current holder of the office of Inspector General of Police has no logical reason to remain a day longer in office since he has systematically failed.” With the above synopsis, a democracy inclined non- governmental organisation, Human Rights Writers’ Association of Nigeria (HURIWA), yesterday strongly condemned as primitive and deplorable, Tuesday’s massacre of 23 police operatives by suspected armed local terrorists in Nassarawa State, a day after armed Islamic fundamentalists
in Borno State had killed 22 policemen along with scores of prison officials and other security operatives in Bama, Borno State. In a statement issued in Abuja, the Nigerian capital, by the National Coordinator, Comrade Emmanuel Onwubiko, and the National Director of Media Affairs, Miss. Zainab Yusuf, HURIWA canvassed a judicial probe over what it calls “unwholesome and atrocious criminal acts” of systematic decimation and killing of police operatives. The group restated its demand for the immediate re-invigoration and
implementation of effective police reforms to equip and train police operatives to competently face the law enforcement challenges of the contemporary times. HURIWA predicted that at the rate police formations in Nigeria are successfully attacked by armed terrorists without being repelled by policemen maintained with taxpayers’ money, the police will inevitably collapse if urgent, comprehensive and pragmatic reforms devoid of political intrigues are not immediately activated. “It is a constitutional duty of Mr. President, Dr. Goodluck Jonathan, to ensure that the Nigeria Police Force does not collapse under his watch because posterity and the verdict of history will be very
harsh on him,” HURIWA asserted. The rights group lamented that IGP Mohammed Dikko Abubakar was busy in the last few days celebrating his birthday, well-armed freelance non-state actors, terrorists, cultists and other armed marauders were successfully attacking and unleashing devastating violence on police formations all across the North and wantonly destroying precious lives and property of innocent Nigerians. “While we condemn the brutal assassination of police operatives by terrorists and other local insurgents, we urge President Jonathan to sack the Inspector General of Police for clearly failing to add combat value to the rapidly collapsing Nigerian Police Force which he has headed for nearly two years without much progress except in the reverse and decline,” HURIWA said. It also urged “Mr. President to set up a highly powered judicial commission of inquiry to uncover the remote and immediate causes of the seeming collapse of the Nigerian Police Force, name, shame and prosecute erstwhile police Chiefs and ministers that stole police Fund and to effectively kick- start pragmatic police reforms without further waste of time.”

Even tho the IG is somewhat arrogant let's be fair to the guy, when same government is under funding the police what do you expect?

2billion was giving to the police to fight terrorism in the 2013 budget while 2.2billion is to be used for building a banquet/party hall in the villa, does that sound like a government that is serious about making the police more effective to you?

if he truly shows favoritism as the his critics assert, then i see no reason why he should not be kicked out. That would have created gross incompetence which would be an underlying factor of this issue. Besides, working for Nigeria is non appreciative work.

Who told you that only #2 billion was given to d Police to fight terroism in 2012? Where d helll did you get this info?

and to think some state governors donate things like vehicles, bikes etc. Wonder if he even ever heard the police complain.

The IGP and Minister of Internal affairs should be sacked immediately. If both incompetent office holders were of Igbo dissent, the clueless GEJ would have fired them long time. Captain Emma Iheanacho, retired naval officer, who was the minister of internal affairs did not last for second bomb to hit Abuja when he was fired. The same treatment was handed to IGP Ogbonna Onovo who was sent packing just after case of kidnapping. One wonders what is preventing the drunken fisherman from firing the IGP and minister of internal affairs after all these bombings, ambushes and kidnapping. I guess the reason is not far from the fact that the current office holders are not Igbo.

Caleb Olubolade, minister of police affairs announced new year plans to fight terrorism in Nigeria, recently he said the Nigeria Police Force has reserved N2 billion for logistics, intelligence gathering, and purchase of anti-terror equipment.

Out of N319 billion in its 2013 budget Olubolade during his presentation at the 2013 budget defence session before the House of Representatives Committee on Police Affairs in Abuja said the budget would focus on completion of ongoing projects and complementing the funding of the operations of the police to facilitate a more efficient service delivery.

According to Olubolade the budget would also target training in areas of emerging security challenges, particularly terrorism, necessitating the need to develop the capability of the force to respond appropriately.

The chairman of the committee, Usman Kumo, said no amount is too much to end terrorism in Nigeria. “With what is happening now, we are left with no option than to give the police the much needed support to fight terrorism. They need more funding to enable them purchase sophisticated and latest equipment in order to protect lives and property of Nigerians and their offices and formations,” he said.

He said that the country definitely needed new and modern techniques to fight terrorism.

In the face of rising terrorism in the country, the Nigeria Police Force is to spend N2,798, 030, 985 billion to fund logistics, intelligence gathering and purchase of anti-terror equipment to combat terror attacks rife in select parts of the country in 2013, LEADERSHIP reports.

The 2013 budget capital expenditure details presented by the Federal Ministry of Police Affairs to the supervisory House of Representatives Committee proposed a total policing budget of N341, 674, 034, 731 billion for 2013.

In a presentation to the House Committee on Police Affairs, the Minister of Police Affairs, Navy Capt Caleb Olubode (rtd) stated that the ministry's 2013 budget principally focused on completion of ongoing projects; complementing the funding of the operations of the police to facilitate a more efficient service delivery.

Also, Olubode said the Police 2013 budget would target "training in areas of emerging security challenges (particularly terrorism), necessitating the need to develop the capability of the force to respond appropriately."

Chairman House Committee on Police Affairs, Usman Bello Kumo (Gombe/PDP) said no cost was too much to end terror attacks Nigeria grapples with.

Kumo said: "With what is happening now, we are left with no option than to give the police the much needed support to fight terrorism. They need more funding to enable them purchase sophisticated and latest equipment to enable them protect lives and property of Nigerians and their offices and formations. Terrorism cannot be tackled with archaic and old method of crime fighting."

In a breakdown of the budget proposals, N708, 000, 000 billion was earmarked for intelligence gathering. Also the police are to purchase three armoured Toyota Landcruizer vehicle (N90,000,000) and three armoured Toyota Hilux (N75,000,000) for GSM tracking (intelligence).

For patrol vehicles (pick-ups, patrol jeeps, patrol cars, canine vans) installed with communication equipment and configured to police specification, N310,100,000 has been earmarked.

Procurement of arms and ammunition (N425,250,000), personnel protective gears-bullet proof and ballistic helmets-(455,266,195), Explosive Ordinance Disposal (EOD) equipment for the Anti-Bomb Squad (N250,500,000), security intelligence equipment-security/criminal intelligence (220,500,000), upgrade of GSM tracking system (N157,000,000), digital communication equipment for police formations and commands (N280,000,000).

To purchase mounted troop accessories and feeding cost (N50,450,300), marine/workshop equipment and personnel protective gears (N137, 404,490).
